The units that were “named” for being slow or not performing their tasks of handling petitions and receiving people in 2018 include the Department of Natural Resources and Environment, the Land Fund Development Center, the Urban Management Department, the Land Use Rights Registration Office, and the wards and communes (Ha Huy Tap, Nghi Kim, Doi Cung, Hung Dong, Nghi An, Cua Nam, Hung Binh, Nghi Phu, Vinh Tan, Hung Chinh, Hong Son).
The total number of cases assigned to the 15 above-mentioned units is 1,226 (1,132 cases were resolved on time, 64 cases were delayed, and 29 cases were overdue and not implemented).

There are many reasons leading to the above situation, in which objectively it comes from the large number of petitions because the city is focusing on urban planning, land acquisition to implement key projects of the province and city, issuing and exchanging land use right certificates and resolving collective housing areas while the legal documents on land policies and compensation for site clearance are constantly changing, still have many shortcomings, are not suitable, inconsistent, and difficult to apply.
The previous management and storage of land records were incomplete, affecting the process of resolving land complaints and disputes.
