Digital government is a government that digitally transforms, innovates operating models, changes work processes, changes the way services are provided, and quickly provides new public services.

One of the main measures of e-government is the number of online public administrative services. One of the main measures of digital government is the reduction in the number of public administrative services and the increase in the number of new, innovative public services serving society, thanks to digital technology and data.

In e-government, government agencies provide online services, such as a citizen has a birth registration service when he is born, and when he reaches adulthood, he actively registers for a citizen identification card or passport service. Citizens have to carry out many administrative procedures, each time they have to fill in data from the beginning, even though they have provided it before. In digital government, when data is shared between different agencies and throughout the entire life cycle, citizens only need to provide information once to a government agency, when they are born, they are given a unique identification code, and when they reach adulthood, they automatically receive a citizen identification card.

Only by clearly distinguishing concepts can we have correct perception, and only by correct perception can we have correct action. Distinguishing between levels of development, e-government and digital government, does not mean doing it sequentially, finishing e-government and then doing digital government.

The process of developing e-government has been going on for many years now, and will be basically completed in 2021-2022 with the goal of 100% of public services of ministries, branches and localities eligible to be upgraded to level 4. With the promulgation of the e-government development strategy, towards digital government for the period 2021-2025 with a vision to 2030, Vietnam has begun to initiate the process of developing digital government, implemented in parallel with the process of developing e-government.

Developing digital government is a change in perception, thereby changing the way of doing things. In the past, when doing e-government, people only thought about computerization and providing online public administrative services. Now, when doing digital government, people have to think about bringing all government activities, such as inspection activities, to the digital environment. In the past, when doing e-government, people only thought about investing in information systems, digitizing each process, and it took 10 years to bring 10% of online public services to level 4. Now, when doing digital government, people think about using platforms, digitizing everything, and bringing 100% of online public services to level 4 in 3 months at a lower cost./.
