After deciding to implement social isolation in the entire Vinh City according to Directive 16 of the Prime Minister, the authorities set up 13 checkpoints at the city's entrances and exits to control and contain the epidemic.

According to records, today, at the checkpoints, there were many people and vehicles wishing to enter and exit the city. However, due to the lack of detailed instructions, there are still certain difficulties and shortcomings in the resolution.
Mr. Nguyen Minh Hieu (Quynh Luu), transporting seafood to an agent in Vinh City, said: Knowing that Vinh City implemented social distancing this morning, but because he did not understand the regulations clearly, and was afraid that after delivering the goods, he would have to be quarantined for 21 days, so Mr. Hieu had to call the agent to drive out to pick up the goods right at the checkpoint.

Regarding this issue, Mr. Hoang Phu Hien - Director of Nghe An Department of Transport said: This afternoon, June 19, the Department issued Document No. 2095/SGTVT-VT guiding the activities of transporting goods, transporting experts, workers, and quarantined people in and out of Vinh city and Nghe An province during the period of social isolation according to Directive 16 of the Prime Minister.
Accordingly, for vehicles transporting workers, experts, and quarantined people from other localities to and from Vinh city, the vehicle must be cleaned and disinfected before entering and leaving the city; the vehicle must be equipped with epidemic prevention equipment such as masks, disinfectants, etc. Drivers and service staff must have smartphones, install medical declaration software such as NCOVI, Bluezone, tokhaiyte.vn; make honest medical declarations; wear masks throughout the journey, keep a minimum distance of 2m when sitting in the vehicle; must make a list of worker and expert passengers for both the outbound and return trips...

For vehicles transporting goods, necessities, equipment, raw materials for production serving factories and construction works in Vinh City, vehicles must be cleaned and disinfected before entering and leaving the city; no more than 2 people are allowed on the vehicle; medical declarations and full epidemic prevention measures must be carried out....
Vehicles from provinces and cities that have announced the Covid-19 epidemic entering Nghe An, in addition to strictly implementing epidemic prevention measures, must also have a negative SARS-COV-2 test result certificate within 3 days from the date of test results provided by a competent testing agency.
