PV:Dear Secretary of the District Party Committee, Do Luong District clearly identified 2016 as a pivotal year to realize the targets set by the District Party Congress for the 2015-2020 term. Could you tell us about the innovations in the district's leadership and direction to achieve these remarkable results?

Comrade Truong Hong Phuc:Over the past year, the district has successfully led and directed the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term; directed the People's Councils from the district to the grassroots level to organize well the first session to elect the leadership positions of the People's Council and People's Committee in accordance with the law. The Standing Committee of the People's Council and People's Council groups effectively carried out supervisions of the implementation of the People's Council's resolutions in all areas according to plan. From there, directed the development and promulgation of the Project to promote administrative reform, improve the effectiveness of information technology application in management and professional work. At the same time, improve the quality of the contingent of cadres, civil servants and public employees in the period of 2016-2020 to implement the Resolution of the 20th District Party Congress for the 2015-2020 term.

Since then, the locality has achieved remarkable results: Economic growth rate reached 11.66%; Total production value for the year (at current prices) reached 11,929.68 billion VND, equal to 100.69% of the plan, up 15.57% over the previous year; In 2016, 3 communes were recognized as meeting new rural standards (Trang Son, Xuan Son, Lac Son), bringing the total number to 10 recognized communes; The whole district increased 59 new rural criteria compared to 2015, bringing the total number of the whole district to 458 criteria, an average of 14.3 criteria per commune.

The district has submitted to the Provincial People's Committee the policy of establishing a general planning for Do Luong town with 13 administrative units (town, communes of Boi Son, Trang Son, Dong Son, Nam Son, Bac Son, Yen Son, Van Son, Da Son, Lac Son, Luu Son, Thinh Son); total planning area of ​​7,930 hectares; striving to make Do Luong a type 4 town - urban area by 2020.

At the end of the 2015-2016 school year, the district had 21 students winning the National Excellent Student Award, and 313 students winning the Provincial Excellent Student Award. The 10th grade entrance exam scores continued to be among the top in the province, with 12 students in the top 100 students with the highest scores in the province; the district had 743 students passing the college and university entrance exams, of which 6 students with high scores were commended by the Provincial People's Committee.

In 2016, 1,280 workers were exported to other countries, and remittances to the area reached nearly 11 million USD. The poverty rate in the district was only 5.13%, down 1.59% compared to 2015.

PV:To innovate leadership methods, we need to innovate first from the personnel work. It is known that this work has been given great attention by the Do Luong District Party Committee in the past year. Could you tell us more?

Comrade Truong Hong Phuc:To continue to effectively implement the Project "Improving the leadership capacity and fighting strength of grassroots Party organizations in the period of accelerating industrialization and modernization", we have reviewed, supplemented and strictly implemented the working regulations of the Party Committee of the district, term XX; directed the development of coordination regulations between departments and branches in performing political tasks. Led the promulgation and implementation of Project No. 01 - DA/HU dated January 13, 2016 on "Streamlining the payroll and restructuring the staff, civil servants and public employees from 2016 - 2021". Directed the review of the staff of departments, offices, the Fatherland Front and mass organizations at all levels to have a reasonable plan for arrangement, transfer and recruitment. Develop a plan and organize the implementation of Project No. 01-DA/TU dated August 10, 2016 of the Provincial Party Committee on "Building Party cells and developing Party members in blocks and hamlets at risk of no longer having Party cells in the period of 2016 - 2020". Leaders effectively carry out the assessment, comments and training of cadres. At the same time, effectively implement Project No. 02-DA/HU dated January 24, 2016 on continuing to promote the implementation of Resolution of the 4th Central Committee (11th tenure) on "Some urgent issues in current Party building work" in conjunction with the implementation of Directive 03 of the Politburo "On continuing to promote the study and following of Ho Chi Minh's moral example", thereby building a contingent of civil servants at all levels to meet the requirements of the new period's tasks...

PV:In 2017, what key tasks will the District Party Committee choose to continue leading and directing the district to develop according to the targets set by the Congress for the 2015-2020 term, comrade?

Comrade Truong Hong Phuc:We will continue to actively implement the Resolution of the 4th Central Committee (12th tenure) "Strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party"; Project No. 01-DA/TU dated August 10, 2016 "Building Party cells and developing Party members in blocks and hamlets at risk of no longer having Party cells in the period of 2016 - 2020"; Project on streamlining the staff of cadres, civil servants and public employees in the period of 2016 - 2021; developing and implementing the Project on job positions and structure of civil servant and public employee ranks...; continuing to carry out the work of rotating cadres from districts to grassroots levels, rotating between the 3 civil - political - Party agencies.

Implement well key projects, programs, and 5-year plan targets for 2016 - 2020. Strive to achieve a total product growth rate in the area in 2017 of about 11.5 - 12%; economic growth rate of 11.55%; average production value of 69.61 million VND/person/year; create new jobs for 3,600 people, of which 1,500 are exported workers. Direct the completion of new rural criteria in 5 communes: Dang Son, Boi Son, Trung Son, Dong Son, Da Son; for Bac Son, Lam Son, Luu Son communes, strive to complete the criteria within the year; the remaining communes increase from 2 to 5 criteria. At the same time, mobilize maximum internal resources and support from the province to invest in socio-economic development.
