European delegation to inspect illegal fishing in Nghe An

(Baonghean.vn)- It is expected that a European working group will inspect the fight against illegal, unreported and unregulated fishing in Nghe An from May 23-29.

Nghe An Provincial People's Committee has just issued a plan to welcome and work with the delegation. The Provincial People's Committee clearly stated the purpose and requirements of this work to demonstrate the efforts and determination of Nghe An and the whole country to seriously implement the regulations of theFisheries Lawon combating illegal, unreported and unregulated fishing, abbreviated as IUU; fully prepare documents proving the implementation of IUU according to the EC's recommendations at the third inspection and working trip in the second half of October 2022.

The Provincial People's Committee requests departments, branches and coastal localities to strictly implement the 2017 Fisheries Law and the directions of the Government, the Prime Minister, the instructions and regulations of the Ministry of Agriculture and Rural Development and the Provincial People's Committee on overcoming IUU fishing and recommendations.remove EC yellow card

The Provincial People's Committee specifically requests that measures be taken to inspect and resolutely handle the situation of Nghe An fishing vessels showing signs of violations when exploiting and fishing in foreign waters; effectively implement regulations on fishing vessel management; ensure that all fishing vessels must register and be licensed to fish as prescribed and fully update data into the province's data and synchronize with the national fisheries database system VNFishbase; synthesize records of sanctions for fishing vessels violating the Fisheries Law according to Decree 42/2019/ND-CP, especially paying attention to the listIUU fishing vessels violating foreign waters, showing the content of the violation being handled, the monitoring process to see if any ship re-offends or not...

In addition, data records on voyage monitoring devices, fishing vessels that lose VMS connection signals or go beyond the sea boundary are monitored, processed to the end, and are easy to access; ensuring that records confirming the origin of aquatic materials are complete, systematically stored, easy to access, meeting the requirements for traceability along the chain from controlling fishing vessels entering and leaving ports to monitoring output, tracking IUU fishing vessels, seafood exporting enterprises, etc.

Maintain the hygiene of the fishing port environment, the water used to wash products must be clean to ensure food hygiene and safety; goods gathered at the wharf and unloaded from ships must be arranged neatly, tidily, and hygienically.

Content and schedule of reception and work with EC delegation: The schedule for welcoming and working with the delegation will be announced in detail when the delegation arrives in Vietnam, expected from May 23-29. The working content in Nghe An will focus on fishing vessels violating foreign waters, controlling fishing vessels entering and leaving ports, fishing vessels fishing at sea and controlling IUU fishing vessels at fishing ports; checking and implementing regulations on installing VMS journey monitoring equipment, operating, managing and processing data of fishing vessels that have lost connection to VMS and are out of Vietnamese waters; checking the implementation of registration, granting fishing licenses to fishing vessels, making a list of IUU fishing vessels and monitoring fishing vessels at high risk of violating IUU fishing, the responsibility of captains for fishing vessels fishing from offshore areas and outwards that must dock at designated ports; checking the work of confirming the origin of seafood exported to Europe; the work of managing fishing capacity in accordance with aquatic resources, ensuring sustainable development; control of seafood arrivals…

The Provincial People's Committee assigned the Department of Agriculture and Rural Development; the Provincial Border Guard Command, the Provincial Police, the Department of Foreign Affairs, and the Provincial People's Committee Office, according to their assigned functions and tasks, to arrange sufficient forces to be on duty, control, and work if the European delegation is scheduled to come to work with the province.

The Provincial People's Committee requests the People's Committees of coastal districts and towns to strengthen propaganda for the fishing community to know and understand the responsibilities and obligations of fishing vessel owners in implementing the fight against IUU fishing; grasp the full name of the vessel owner, phone number, and anchorage location of fishing vessels that are not fishing or fishing vessels at high risk of IUU violations in the area; strictly manage the subjects, grasp the area to promptly detect and prevent fishing vessels from fishing illegally in foreign waters; synthesize records of handling administrative violations according to Decree 42/2019/ND-CP and records of working with fishing vessel owners on handling violations./.
