The Central Working Delegation worked with the Standing Committee of Nghe An Provincial Party Committee on organizing Party congresses at all levels.

On the morning of June 6, the working delegation led by comrade Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, had a working session with the Standing Committee of Nghe An Provincial Party Committee on the situation and results of implementing Directive No. 35-CT/TW of the Politburo on party congresses at all levels, towards the 13th National Congress of the Party.

On the side of Nghe An province, there were comrades: Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; leaders of the Party committees of the Provincial Party Committee, the Provincial Party Committee Office. PROACTIVE, RESOLUTIVE, SERIOUSLY IMPLEMENT DIRECTIVE 35

To conduct Party congresses at all levels, the Standing Committee of Nghe An Provincial Party Committee selected 4 grassroots Party Committees representing regions and types (including 1 town Party Committee, 1 delta district Party Committee, 1 mountainous district Party Committee, 1 armed forces Party Committee); the districts, cities, towns, and affiliated Party Committees selected 91/1,459 (6.23%) grassroots Party organizations to organize model congresses for guidance and experience sharing.

The grassroots level has completed the work of model congresses and is currently organizing mass congresses. As of June 1, 2020, the whole province had 1,151/1,459 (78.9%) party organizations (including 577 party committees and 574 party cells) completing the organization of congresses for the 2020-2025 term (of which 91 party organizations were selected to organize model congresses).

For the grassroots level, 3/4 of the grassroots party committees have been selected to hold congresses, including: Yen Thanh District Party Committee, Con Cuong District Party Committee, and Provincial Border Guard Party Committee. The Cua Lo Town Party Congress will take place from June 11 to 13, 2020.

Although the Vinh University Party Committee (a grassroots party organization assigned with authority at the grassroots level) was not selected as the model congress unit, it proactively prepared and organized the congress for 2 days (June 2-3, 2020).

Regarding document preparation, at the provincial level, the Provincial Party Standing Committee and the Provincial Party Executive Committee have directed the development of plans and implementation of the preparation of Congress documents in accordance with the requirements of Directive 35 of the Politburo and the instructions of the Central Office.

Up to now, at the provincial level, the preparation of the draft Political Report has reached step 3 according to the 6-step process; the development of the draft Review Report of the Executive Committee for the 2015-2020 term has implemented step 1 and is preparing the second draft according to the 3-step process.

Based on the directives and guidance documents of the Central and Provincial Party Committees, the grassroots and upper-level Party Congresses have seriously discussed the draft documents of the 13th National Party Congress and discussed the draft Political Report of the direct upper-level Party Committees.

At the meeting, comrade Hoang Hong Ha - Deputy Head of Local Department I, Central Organizing Committee assessed that during the preparation for the congress, the Standing Committee of Nghe An Provincial Party Committee directed all levels and sectors to seriously implement Directive 35 of the Politburo, Instruction 26 of the Central Organizing Committee and other instructions of the Central. The province has resolutely and proactively directed the congress work at the grassroots and upper-grassroots levels.

Comrade Nguyen Xuan Truong - Head of Department of Localities I, Central Internal Affairs Committee assessed that Nghe An is a typical province in implementing Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo regulating the responsibilities of Party committee leaders in receiving people, having direct dialogue with people and handling people's reflections and recommendations.

At the meeting, comrades: Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Ho Phuc Hop - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Organization Committee analyzed and clarified the contents that the working delegation was interested in, and at the same time raised a number of recommendations from the actual implementation of party congresses at all levels in the province.

IMPORTANT TO THE QUALITY OF DOCUMENTS AND PERSONNEL

Concluding the meeting, comrade Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee, generally assessed that the province's atmosphere had changed; young and new cadres; more internal solidarity; thereby, social consensus was better; especially the province had paid attention to handling daily arising issues regarding ideology and people's concerns, so there were few complaints, no complaints related to the qualities and ethics of cadres. Therefore, the work of deploying and directing the implementation of the steps of congresses at all levels in the province was very good.

Party Central Committee Secretary Phan Dinh Trac assessed: The province has led, directed, and organized the implementation of Directive 35 very seriously; paid attention to leading and directing the preparation of documents for Party congresses at all levels, especially focusing on preparing documents for the 19th Nghe An Provincial Party Congress; focused on leading and directing the implementation of personnel work preparations in a methodical, strict, and procedural manner; through model congresses and mass congresses, personnel work is basically good...

From now until the completion of the plan for Party Congresses at all levels in the province, there are not many. Comrade Phan Dinh Trac noted that the province should focus on directing the successful completion of grassroots and upper-level congresses according to plan and organize experience sharing after the congresses to prepare well for the Provincial Party Congress.

In preparing documents for the Congress, in parallel with preparing the political report and review report, it is also necessary to actively prepare draft resolutions and draft action programs. The work of drafting documents must be very objective, comprehensive, frank, serious, receptive, promoting combativeness, self-criticism, criticism and very close to reality.

Party Central Committee Secretary Phan Dinh Trac emphasized that the personnel work of Party congresses at all levels must pay special attention to quality; therefore, it must be carried out strictly, in accordance with procedures and regulations, democratically, impartially, objectively, publicly, and transparently; promote collective intelligence and responsibility, while at the same time upholding the responsibility of leaders; focus on discovering and introducing new factors with virtue, talent, prestige, and prospects;...

In particular, the process of selecting, arranging, and assigning specific personnel must ensure the spirit of discrimination and correct assessment of nature so as not to choose the wrong person; most importantly, knowing each person's strengths to promote and knowing their limitations to control.

Party Central Committee Secretary Phan Dinh Trac suggested that after the congress, committee members be assigned according to the personnel plan; attention should be paid to ideological work, regimes, and policies for committee members who are not re-elected.

The province also needs to urgently prepare documents and personnel plans for the province to report to the Central Government. Along with the preparation process for the congress, it is necessary to be determined to promote the implementation of political tasks, especially the difficult targets of the term; at the same time, focus on resolving and promptly handling complicated, urgent, long-standing issues and arising problems.
