(Baonghean.vn) - On the morning of January 30th, the National Assembly Delegation, led by Ms. Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, conducted a thematic supervision at the Department of Internal Affairs.

During the monitoring session, representatives from the Department of Internal Affairs reported on the results of activities related to the implementation of policies and laws on reforming the organizational and management system, and improving the quality and efficiency of public non-business units in Nghe An province during the period 2018-2023.

According to data from the Department of Internal Affairs as of November 2023, the total number of public service units in Nghe An province was 1,685, a decrease of 17 public service units (1%) compared to 2021. The province also merged and reorganized 378 public service units, reducing the number by 251, including the dissolution of 3 units.

In addition, the effective management and utilization of allocated personnel quotas have been well implemented, creating proactive approaches for localities in each stage. The allocation of staff positions in some agencies and units performing state management functions (such as forestry, fisheries, and traffic inspection) has gradually been resolved. Specifically, throughout the province, the number of people working and receiving salaries from the state budget is 53,971, a decrease of 1,946 people compared to December 31, 2021. The number of people receiving salaries from the revenue of public service units is 203 (an increase of 52 people compared to 2021).

Furthermore, the implementation of the personnel downsizing policy according to Government Decrees was carried out in accordance with the correct principles, subjects, procedures, and deadlines. In total, during the period 2014-2023, the province implemented personnel downsizing for 4,156 people (140 civil servants; 3,344 public employees; and 672 commune-level civil servants).

Regarding the implementation of the autonomy mechanism for public service units, as of November 2023, the province had 64 autonomous public service units in groups 01 and 02; 684 autonomous public service units in group 03; and 938 autonomous public service units in group 04.

During the meeting, based on the report from the representative of the Department of Internal Affairs, the members of the supervisory delegation requested clarification on several related issues. These included difficulties in the recruitment and hiring of executive directors at public service units, inadequacies and difficulties in personnel allocation, and the expansion of financially autonomous public service units.

The leaders of the Department of Internal Affairs also clarified some issues and made recommendations and proposals to the Supervisory Delegation on several related matters to improve the quality and efficiency of public service units in Nghe An province.

Concluding the monitoring session, Ms. Thai Thi An Chung, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, highly appreciated the sense of responsibility and the active advisory role of the Department of Internal Affairs in reforming the organizational and management system, and improving the quality and efficiency of public service units in the province.

In addition, on behalf of the Supervisory Delegation, Comrade Thai Thi An Chung also requested the Department of Internal Affairs to continue paying attention to the research and implementation of the restructuring of public non-business units according to the roadmap and plan approved by the province; to advise the Provincial People's Committee to provide clearer guidance on streamlining staffing and improving human resources suitable for each specialized unit; and to strengthen inspection and supervision work, etc.
