National Assembly delegation supervises thematic work at the Department of Home Affairs
(Baonghean.vn) - On the morning of January 30, the National Assembly Delegation chaired by Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation supervised the topic at the Department of Home Affairs.
At the monitoring session, representatives of the Department of Home Affairs reported on the results of activities related to the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of public service units in the period of 2018 - 2023 in Nghe An province.

According to data as of November 2023 from the Department of Home Affairs, the total number of public service units in Nghe An province is 1,685 units, the whole province has reduced 17 public service units (down 1%) compared to 2021. The whole province has also merged and reorganized 378 public service units, reducing 251 units, of which 3 units were dissolved.
In addition, the management and effective use of the assigned payroll has also been well implemented, creating initiative for the locality in each stage. The assignment of public service positions at a number of agencies and units performing State management functions (such as forest rangers, fisheries inspectors, traffic inspectors, etc.) has been gradually resolved. Specifically, the number of people working in the province receiving salaries from the budget is 53,971, a decrease of 1,946 people compared to December 31, 2021. The number of people receiving salaries from the revenue of public service units is 203 people (an increase of 52 people compared to 2021).

In addition, the implementation of the policy of streamlining the payroll according to the Government's Decrees is carried out in accordance with the principles, subjects, procedures, and time limits for settlement. In the period 2014-2023, the whole province will streamline the payroll for 4,156 people (140 civil servants; 3,344 public employees; 672 commune-level civil servants).
Regarding the implementation of the autonomy mechanism for public service units, as of November 2023, the whole province has 64 autonomous public service units of group 01 and group 02; 684 autonomous public service units of group 03 and 938 autonomous public service units of group 04.
At the working session, based on the report of the representative of the Department of Home Affairs, the members of the monitoring delegation requested clarification of a number of related issues. Among them, there were issues related to difficulties in recruiting and hiring executive directors at public service units, shortcomings and difficulties in staff allocation, and the expansion of financially autonomous public service units....

The leaders of the Department of Home Affairs also clarified a number of contents, as well as recommended and proposed to the Supervisory Delegation a number of related contents to improve the quality and efficiency of operations of public service units in Nghe An province.
