National Assembly delegation gives comments on the Draft Law on Planning
(Baonghean.vn) - On the morning of October 12, the Provincial National Assembly Delegation held a conference to contribute ideas to the draft Law on Planning. Comrade Nguyen Thanh Hien - Deputy Head of the Provincial National Assembly Delegation chaired the conference.
Attending the conference were comrade Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation, National Assembly deputies of the 14th term of Nghe An province and representatives of relevant departments, branches and sectors.

The Draft Law on Planning has 6 chapters with 68 articles regulating the contents of establishing, appraising, adjusting and implementing all types of planning: rights and obligations of agencies, organizations, enterprises and individuals participating in planning activities.
At the conference, the majority of delegates agreed that the promulgation of the Planning Law is necessary and urgent to overcome the limitations and weaknesses of current planning work; towards comprehensive reform of planning work so that it can truly become an important and effective tool to help the State create development.

Basically, the provisions of the Draft Law on Planning are constitutional and in line with the Party and State's guidelines. However, there are still some provisions that need to be further studied, revised and perfected. Accordingly, the delegates said that the law should add more content related to agricultural production planning, especially at the provincial level; specifically and accurately state the time for implementing the vision of the provincial planning.

Many delegates also expressed concerns and had specific opinions so that the law could be implemented more quickly, avoiding the phenomenon of laws waiting for circulars and decrees; at the same time, there should be unification of related provisions for other laws to avoid overlap. In addition, it is also necessary to add environmental and national defense and security factors to the law.
Also at the conference, representatives of departments, branches and units also suggested adjusting some terms in the draft Law on Planning such as "territory", "national sector planning", etc. to be more concise and strict.

At the same time, these comments will be compiled by the Provincial National Assembly Delegation and submitted to the National Assembly Standing Committee in the coming time.
