Nghe An National Assembly Delegation proposes solutions to combat new types of crime
(Baonghean.vn) - Participating in the discussion of reports of the Government and judicial agencies in 2020, delegate Tran Van Mao (Nghe An Delegation) requested the Government and judicial agencies and prosecution agencies to propose strong solutions to combat and prevent all types of crimes.
On the morning of October 26, under the direction of Vice Chairman of the National Assembly Uong Chu Luu, the National Assembly continued its meeting to discuss reports of the Government and judicial agencies in 2020 on crime prevention and law violations; and enforcement of civil and administrative judgments.

Worried about many new types of crime
Online discussion at the meeting, delegatesTran Van Mao(Nghe An Delegation) expressed high agreement with the reports of the Government and judicial agencies on the results of work in 2020 and highly agreed with the review report of the National Assembly's Judicial Committee on the Reports of the Government and judicial agencies.
Delegate Tran Van Mao reflected: Reality shows that some new types of crimes have appeared and some types of crimes have increased such as rape, especially child rape, fraud, property appropriation, disturbing public order, resisting law enforcement officers, especially resisting police officers on duty, which has increased dramatically by 260%; crimes of killing relatives have increased by 170% with extremely serious nature, level of danger, and consequences.
This shows that criminals are increasingly dangerous, disregarding morality and the law, willing to commit crimes, including agencies, individuals, and law enforcement agencies. This is very alarming and causes insecurity among the people.

"I propose that the Government, judicial agencies and prosecution agencies need to correctly assess the current situation, forecast the situation and potential risks, clarify the causes and responsibilities and propose strong solutions to combat, prevent and stop these dangerous crimes," said delegate Tran Van Mao.
Regarding the work of detecting and handling violations of the law and crimes, according to delegate Tran Van Mao, although good results have been achieved. However, the results of detecting violations of the law and crimes in some areas are not commensurate with the actual situation, such as some types of telecommunications and Internet crimes and crimes of corruption, environment, smuggling, commercial fraud, crimes related to positions...
Reduce backlog
According to delegate Tran Van Mao:Corruptionhas been taking place in a very sophisticated manner in all fields, especially in the fields of finance, tax, land; recruitment, appointment, promotion of officials and other sensitive fields... requiring the authorities and the Government to have tighter control, avoid laxity, creating loopholes for corrupt subjects to take advantage.

The delegate said that the Government has strongly directed the competent authorities to propose many synchronous solutions to improve the quality and effectiveness of civil and administrative judgment enforcement; the results of completed enforcement of money and cases increased compared to 2019, especially the results of enforcement of key cases, cases related to credit and banking increased by 5.2%; the results of enforcement of work increased by 42.1% compared to 2019.
However, the enforcement of civil judgments still exists and is limited. The rate of completed and pending cases compared to the total number of adjudicated cases is low, affecting the quality of law enforcement in this field, causing skepticism and disappointment among the subjects of enforcement regarding their rights as declared by the Courts at all levels.
Delegate Tran Van Mao recommended that the Government should continue to resolutely direct relevant authorities, especially enforcement agencies at all levels, to focus on coordinating with relevant sectors to find positive solutions to reduce backlog of cases, identify cases with conditions for enforcement accurately and in accordance with the law, and minimize cases with conditions for enforcement but delayed enforcement.

At the same time, strengthen professional guidance and internal inspection to promptly detect violations, shortcomings and defects; at the same time, strengthen professional training and improve the ethical qualities of enforcement officers, officers and civil servants of civil enforcement agencies.
Along with that, it is necessary to promote propaganda, dissemination and education of civil judgment enforcement laws, creating positive and quality changes in civil judgment enforcement work in the coming time.
At the meeting, the National Assembly listened to Minister of Public Security To Lam, authorized byPrime MinisterPresenting the Report on Crime Prevention and Control and Law Violations in 2020. Chief Justice of the Supreme People's Procuracy Le Minh Tri presented the 2020 Work Report of the Chief Justice of the Supreme People's Procuracy.
Chief Justice of the Supreme People's Court Nguyen Hoa Binh presented the 2020 Work Report of the Chief Justice of the Supreme People's Court. Minister of Justice Le Thanh Long, authorized by the Prime Minister, presented the Report on the execution of judgments in 2020.
Chairwoman of the National Assembly's Committee on Judiciary Le Thi Nga presented the Report on the verification of reports on the work of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; the work of preventing and combating crimes and law violations and the work of enforcing judgments in 2020; and the Report on the verification of the Report on the work of preventing and combating corruption in 2020.
Government Inspector General Le Minh Khai, authorized by the Prime Minister, presented the Report on anti-corruption work in 2020.
