Including general regulations; organization of emulation, titles and standards of emulation titles; forms, subjects, standards of rewards; rights and obligations of individuals and collectives in emulation and rewards; authority to decide, award, procedures, dossiers for considering proposals for emulation and rewards titles; State management of emulation and rewards work; handling of violations in emulation and rewards.
Participating in giving comments on the draft law, in addition to basically agreeing on the structure of the chapters, articles, and content; many opinions also frankly pointed out some shortcomings and proposed additions to the draft.

The most important issue is the need to attach and integrate current laws and decrees into the draft law to avoid conflicts with current laws and at the same time make it easy to implement in practice.

Some opinions also suggested that the draft should have specific regulations on the reward process for workers and farmers to overcome the long-standing practice of emulation and reward titles mainly focusing on leaders, managers, civil servants, and public employees...

Or there should be specific regulations on the authority to reward in the private school system. Many opinions also suggest raising the standards of emulation titles, including medal titles, to avoid the situation of "raining" medals after the law comes into effect.
Some opinions also pointed out the inadequacies in the regulations on the standards for the titles "Excellent Labor Collective" and "Victorious Unit". According to the draft, it is necessary to ensure that 100% of individuals in the collective complete the assigned tasks. This is inappropriate and needs to be adjusted, because a small individual cannot influence a collective that deserves excellence...

Regarding the regulation that the title "National Emulation Fighter" must have an initiative or a scientific topic or project that has been effectively applied, "has a nationwide influence" is inappropriate and should be replaced by the phrase "has the ability to be replicated nationwide".
In addition, many comments were also made on the wording of the draft to ensure the accuracy, rigor and completeness of the law's semantics.
