The National Assembly delegation of Nghe An province collected comments on the draft Law on Implementing Democracy at Grassroots Level.

Comrades Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation and Tran Nhat Minh - full-time National Assembly Delegate of the Provincial National Assembly Delegation chaired the conference.

The Draft Law on Implementing Democracy at the Grassroots Level consists of 7 chapters and 74 articles regulating the content, form, and methods of implementing democracy at the grassroots level; the functions, tasks, and powers of the People's Inspectorate and the responsibilities of agencies, units, organizations, and individuals in ensuring the implementation of democracy at the grassroots level.

In particular, the draft specifically stipulates the rights and obligations of citizens, cadres, civil servants, public employees, and workers in implementing democracy at the grassroots level; the right to complain, sue, and denounce violations of the law on implementing democracy at the grassroots level; the right to enjoy the fruits of the country's socio-economic development and the obligation to promptly reflect, make recommendations, and report to competent authorities when detecting violations of the law on implementing democracy at the grassroots level...

Participating in the discussion, the delegates affirmed that the implementation of the Law is an important content, inheriting the grassroots democracy ordinance. The delegates basically agreed with the structure, layout, content and necessity of promulgating the Law on Implementing Democracy at the Grassroots Level in order to promptly institutionalize the Party's guiding viewpoints on the policy of widely promoting socialist democracy with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit".

Some comments suggested that the draft Law should supplement and diversify forms of information disclosure; the implementation of democracy in State administrative agencies, etc.

In addition, there are also concerns about the names of the laws, saying that they need to be amended more appropriately; the establishment of People's Inspection Boards for labor-using establishments should not be expanded because enterprises operate under the provisions of the Enterprise Law; it is necessary to institutionalize the principle of public discussion to ensure feasibility.

At the conference, Deputy Head of the Provincial National Assembly Delegation Thai Thi An Chung received and acknowledged all comments and affirmed that the Provincial National Assembly Delegation will synthesize and report to the National Assembly Standing Committee. This is also the basis for the National Assembly Delegation of Nghe An province to study and contribute comments at National Assembly forums in the coming time.
