Nghe An province's National Assembly delegation deploys tasks for 2022
(Baonghean.vn) - Entering 2022, the National Assembly Delegation of Nghe An province will continue to innovate and improve the quality of its activities to actively and effectively participate in the common work of the National Assembly; at the same time, accompany and contribute to the development of the province.
On the afternoon of January 20, in Vinh City, the National Assembly Delegation of Nghe An Province held a conference to review activities in 2021 and deploy tasks for 2022.
Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the conference.

GET UP TO TUNE WITH THE ACTIVITIES OF THE CONGRESS
2021 is the year of transition between the two terms of the National Assembly, therefore, the Provincial National Assembly Delegation has summarized the XIV term and completed the XV term. Accordingly, after the election of deputies to the XV National Assembly, term 2021 - 2026, the Delegation has 13 delegates, including 6 delegates working at Central agencies, 7 delegates residing and working in Nghe An.
In the difficult context due to the impact of the Covid-19 epidemic, the Delegation has focused on overcoming to perform well the tasks in all aspects of work such as: Building laws, supervising, meeting voters; receiving people, handling complaints and denunciations; information, propaganda; coordinating activities with the provincial political system; carrying out foreign affairs; social security...

In 2021, the Provincial Delegation of National Assembly Deputies organized to collect opinions on 8 draft laws and 12 draft resolutions to submit to the National Assembly for consideration and approval.
The National Assembly delegates in the delegation participated seriously with a high sense of responsibility in the plenary sessions and group discussions.
At the sessions, 128 delegates participated in speaking and discussing the submission, draft laws, draft resolutions and term summary reports, reports on socio-economic issues, the State budget and important issues under the authority of the National Assembly.

Along with that, establish 2 thematic supervision delegations on the implementation of resolutions of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels, period 2019 - 2021 and the implementation of policies and laws on planning work since the Law on Planning was promulgated.
Also in the past year, to ensure the prevention and control of the Covid-19 epidemic and effectively carry out voter contact activities, the Delegation organized 47 voter contacts in various forms, such as direct contact, online contact, etc. Through voter contacts, the Delegation compiled and forwarded 158 petitions to competent authorities for resolution.
The delegation also received and forwarded 134 petitions to competent authorities for settlement, and guided citizens in exercising their right to complain and denounce 25 petitions...
At the meeting, delegates discussed and reviewed activities over the past year, exchanged and shared experiences, and proposed many contents to continue improving the quality and effectiveness of the Union's activities in the coming time.

Comrade Nguyen Thanh Hien - former Deputy Head of the 14th Provincial National Assembly Delegation highly appreciated the quality of the delegates of the 15th Provincial National Assembly Delegation, and discussed a number of issues related to improving the effectiveness of operations, building the image of delegates in particular and the delegation in general; diversifying forms of contact with voters, especially recommending the need to increase thematic contacts.
Major General Tran Duc Thuan - Standing Member of the National Assembly's Committee for National Defense and Security acknowledged the work of supervising and handling voters' petitions under the authority of the Delegation; at the same time, he proposed that in addition to meetings at the candidate units, National Assembly deputies running for election in the province should study and expand meetings with voters in other localities.
Standing Vice Chairman of Nghe An Provincial People's Council Nguyen Nam Dinh proposed that the Provincial National Assembly Delegation join the Standing Committee of the Provincial People's Council in developing a Project to improve the quality of voter contact; at the same time, coordinate to classify voters' opinions, recommendations and proposals to transfer to competent agencies for timely resolution.

From the perspective of the provincial government, Standing Vice Chairman of the Nghe An Provincial People's Committee Le Hong Vinh affirmed that the activities of the Provincial National Assembly Delegation are very important; thereby, he hopes that the Delegation is not only an "extended arm" from the locality to the Central Government, but also from the Central Government to the locality through its activities; especially informing the provincial authorities at all levels about issues related to State management activities, experiences from the Central Government, other localities... to improve the operational efficiency of the government.
The Standing Vice Chairman of the Provincial People's Council also proposed that in 2022, the Provincial National Assembly Delegation should add to the direction and tasks to work with the province to implement steps to summarize Resolution 26 of the Politburo.

Also at the conference, some delegates discussed and proposed contents such as having a mechanism to connect, provide and supplement information between National Assembly deputies working at central agencies and National Assembly deputies in localities...
EFFECTIVE CONTRIBUTION TO THE ACTIVITIES OF THE NATIONAL ASSEMBLY
AND THE DEVELOPMENT OF THE PROVINCE
Concluding the conference, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An Province Thai Thanh Quy assessed that in 2021, there was a transition between the 14th and 15th National Assembly terms, but the Provincial National Assembly Delegation of the 15th term quickly caught up with activities; built working regulations and work programs; and did not allow any delay in the transition between the two terms.
Although most of the XV National Assembly deputies are new to the position of elected representatives, they have been very responsible, arranged their time to participate in serious activities, and have a high sense of organization and discipline.

To continue improving the quality of the activities of the Provincial National Assembly Delegation in 2022 as well as in the coming time depends a lot on each delegate. Therefore, the Head of the Provincial National Assembly Delegation suggested that each delegate should continue to strive to improve their own capacity, closely follow the direction of the National Assembly's activities, especially the law-making program of the term to prepare carefully and with quality from an early stage.
Thereby, contributing to the law-making process, especially through quality discussions in the hall and in groups; thereby enhancing the image of each delegate in particular and the image of the Nghe An National Assembly Delegation in general.
The Head of the Provincial National Assembly Delegation also requested to continue researching innovation and further improve the work of monitoring and contacting voters in the context of the Covid-19 epidemic.

On the other hand, the Office of the National Assembly Delegation - People's Council needs to continue promoting the achieved results; enhance the role of assisting the delegates; especially research the plan to connect and provide information between the delegates of the Delegation working at the Central and local levels.
The Provincial Party Secretary and Head of the Provincial National Assembly Delegation also requested the Provincial National Assembly Delegation to continue to coordinate and improve efficiency in handling citizens' petitions, reflections, complaints and denunciations.
From 2022 and the following years, the Provincial Delegation of National Assembly Deputies will also begin to connect and work with central ministries and branches to convey messages, wishes and aspirations of Nghe An for the Central Government to share with the province.
In particular, to prepare for the summary of Resolution 26 of the Politburo in conjunction with the proposed mechanisms and policies for the province in the new period, the National Assembly Delegation needs to coordinate with the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee to work with ministries, branches, and central agencies on this content.
