Delegation of National Assembly Deputies and Provincial People's Committee coordinate and accompany for the development of Nghe An
On the morning of April 24, the National Assembly Delegation of Nghe An province worked with the Provincial People's Committee and a number of relevant agencies before the 9th Session of the 15th National Assembly.

Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee, Head of the National Assembly Delegation of Nghe An province chaired. Co-chaired by Comrade Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee.
Attending the meeting were members of the Provincial Party Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; along with National Assembly Deputies working in the province; relevant departments, branches and the Provincial Vietnam Fatherland Front Committee.
Focus on removing obstacles for many key projects
At the meeting, the Provincial National Assembly Delegation listened to a report on the implementation of the socio-economic development plan and state budget in 2024 and the first quarter of 2025.

In particular, the delegation heard about the implementation of key investment projects in the province. In particular, the Nam Mo river embankment project implemented in blocks 4 and 5, Muong Xen town, Ky Son district with a total investment of 100 billion VND, plays a very important role in protecting the lives and property of 393 households and a number of socio-economic infrastructure works, has been completed and promoted investment efficiency.
The coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) has a total investment of 4,651 billion VND with a total length of nearly 60km requiring site clearance, currently stuck at 0.35km, striving to complete in June 2025 and hand over for operation in September 2025.
Regarding the project to upgrade National Highway 7 with a total length of 28.2km and a total investment of more than 1,300 billion VND, there are currently 1.22km/55.405km of land remaining, including left and right routes, including 44 sections.

Particularly for the Ban Mong reservoir project, a national key project, to complete the project on schedule, before December 31, 2025, Nghe An province is resolutely implementing projects related to compensation, resettlement, site clearance; construction progress of auxiliary dams 1, 2, 3, Chau Binh drainage canal, 8 water pumping stations along Hieu river... belonging to the component managed by the province with a total investment of 2,535 billion VND.
Regarding the payment of land clearance costs for National Highway 1A with a capital of 1,275 billion VND, nearly 597 billion VND has been approved so far in Hoang Mai town, Quynh Luu and Dien Chau districts and Vinh city.

The Provincial People's Committee also reported on the implementation of the arrangement of commune-level administrative units and the construction of a two-level local government organization model; the implementation of the policy of arranging and streamlining the People's Court and People's Procuracy (at the local level).
Representatives of the Provincial National Assembly Delegation reported on voters' petitions before the 8th Session of the 15th National Assembly that were still pending, prolonged, and not yet resolved; and informed about some issues of concern to voters before the 9th Session under the province's jurisdiction.

At the meeting, the National Assembly deputies and the Standing Committee of the Provincial People's Council raised opinions related to the arrangement of commune-level administrative units; the disbursement of capital for national target programs, especially in the transition period between the 3-level local government (province, district, commune) into 2 levels (province, grassroots) to ensure disbursement targets and efficiency.

Provincial National Assembly deputies also discussed difficulties and obstacles in implementing the Ban Mong reservoir project related to handling overlapping land, reusing agricultural land for planting acacia and building houses; reforestation and proposed that the Provincial People's Committee discuss and guide the current district-level government and grassroots level after organizing a 2-level local government model for implementation.
Improve coordination efficiency
On behalf of the provincial leaders, Vice Chairman of the Provincial People's Committee Hoang Phu Hien discussed with the delegation about related contents, especially the existing problems and difficulties in some key projects that have been directed very strongly this April.
For the project to renovate and upgrade National Highway 7, the province has developed plans to clear the remaining land, ensuring completion in May 2025 for handover to the construction unit, aiming to complete the project in July of the same year.

Regarding the payment of land clearance costs for National Highway 1A, the Vice Chairman of the Provincial People's Committee said that if calculated based on the actual needs, about 70% of the funds have been disbursed. The province is strongly directing the two localities, Hoang Mai town and Quynh Luu district, to complete the payment of the remaining amount by the end of May 2025.
Regarding the Ban Mong reservoir project, the Chairman of the Provincial People's Committee recently worked with relevant parties and issued a conclusion notice specifying the specific completion time for each part of the work. Vice Chairman of the Provincial People's Committee Hoang Phu Hien said that on that basis, the Provincial People's Committee is directing the implementation, especially the site clearance work in Quy Chau, Quy Hop and Nghia Dan districts.

On behalf of the provincial People's Committee, Vice Chairman of the provincial People's Committee Hoang Phu Hien said that he will continue to direct the maximum resolution of voters' opinions and recommendations under the province's authority; at the same time, he thanked and hoped that the provincial National Assembly Delegation would continue to accompany and support the provincial People's Committee.
Concluding the meeting, Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation acknowledged the socio-economic development results of the province in the first quarter of 2025 in the context of many difficulties and challenges.

It is forecasted that in the coming time, in the context of continuing difficulties, the province will carry out very important tasks such as: arranging commune-level administrative units, building a two-level local government; preparing for party congresses and elections of National Assembly and People's Council deputies at all levels; ensuring social security, especially completing the program of eliminating temporary and dilapidated houses before July 31, 2025.
Analyzing the context and situation, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Vo Thi Minh Sinh emphasized that the provincial political system needs to identify advantages, difficulties, and challenges to flexibly respond and make efforts to carry out the set tasks and goals.

"The National Assembly delegation always accompanies the Party Committee and government to listen to and resolve people's opinions and recommendations and develop the economy and society," affirmed comrade Vo Thi Minh Sinh.
Regarding key projects, the Head of the Provincial National Assembly Delegation acknowledged the efforts and results of the settlement so far, and hoped to draw lessons from them to better implement the work of mobilizing the government. Regarding the Ban Mong reservoir project, which is considered the most difficult, Comrade Vo Thi Minh Sinh requested the Provincial People's Committee to continue to pay attention to directing the implementation to ensure progress.

Regarding the organizational arrangement, especially from July 1, 2025, there will be no district-level organization, no commune merger; arrangement and streamlining of the People's Court and People's Procuracy apparatus, the Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation suggested that the selection of headquarters after the merger should prioritize the most convenient criteria for the people to make decisions.
Regarding the recommendations and proposals of the Provincial People's Committee, Comrade Vo Thi Minh Sinh, on behalf of the Delegation, accepted and hoped that in the coming time, the Provincial People's Committee would continue to accompany the National Assembly Delegation for the people, voters and the development of Nghe An province; especially promptly reflecting difficulties and problems beyond its authority, coordinating with the National Assembly Delegation to work with central ministries and branches to promptly and effectively resolve them.
