Solidarity to make Thanh Phong commune (Thanh Chuong) develop and become rich

PARTY INTENTION, PEOPLE INTENTION

Thanh Phong is a mountainous commune with a purely agricultural economy and rice as the main crop along with some cassava raw material areas. The infrastructure for production and civil works is poor. By the 2015 - 2020 term, Thanh Phong commune has completely changed with a new and proud appearance.

“No one thought that Thanh Phong would successfully implement the NTM program. Because in addition to the difficulties in economic potential, the biggest obstacle is the fear of difficulties and hardships in the direction and implementation of some commune and hamlet officials. On the people's side, they are worried and skeptical about the determination of the Party Committee and the government when the contribution to NTM construction is quite large compared to the economic conditions of many families; then the traffic system has a high distance, with a total length of more than 40 km; meanwhile, the amount of cement provided by the State is only enough to meet the needs of about 10 km of grade A roads, or 13 km of grade B roads”.

Seeing the difficulties, Thanh Phong Commune Party Committee has implemented the thematic Resolution, focused on leadership and direction in building an action plan, so that the policy and determination are highly unified in the Standing Committee, Standing Committee, Party Committee, and Party Committee; focusing on the methods and methods of organization and implementation to thereby raise the movement.

According to the Party Secretary of the commune, Nguyen Van Ngoc, thanks to good methods, the construction of rural roads is no longer a mere movement but has become a climax, resulting in the commune having more than 35 km of concrete roads meeting NTM standards; 45 km of internal traffic; lighting systems on each route to the inter-family groups; irrigation systems; construction of campuses and cultural houses in hamlets...

The thinking, awareness and sense of responsibility in environmental protection of Thanh Phong people have also been raised when 100% of households built 2-compartment garbage pits at home to self-sort and treat waste. It is also a change in thinking in health care through purchasing health insurance, from 65% (in 2018) to more than 88%... Currently, Thanh Phong farmers are gradually innovating their thinking and working methods in production, in order to continue to increase income and improve their lives.

According to comrade Phan Manh Hung - Chairman of the Commune People's Committee, the economy in Thanh Phong commune is still mainly agricultural production, but has been shifted to increase value and goods through the application of scientific and technical advances, bringing new high-yield crop varieties into production. In particular, hybrid rice accounts for 95% of the spring crop and over 39% of the summer-autumn crop in the total cultivated area.

In particular, through leadership and direction of the implementation of the project to develop trees and animals in the direction of commodities associated with processing and consumption issued by Thanh Chuong District Party Committee during its term, specialized fruit tree production areas were formed on Thanh Phong land, typically Dien grapefruit with 24 hectares.

The locality has also converted some cassava growing areas to sweet corn growing for higher efficiency. Livestock production is concentrated in the model of family farms and farms, applying science and technology with a total of 15 models; including a model of raising more than 8,000 laying hens combined with raising 5 hectares of fish. Chairman of the People's Committee of the commune Phan Manh Hung also affirmed that the development of Thanh Phong is quite comprehensive. The proof is that the Provincial People's Committee has decided to recognize the commune as meeting the NTM standards at the end of 2019.

DETERMINED FOR THE NEW TERM

Looking back at the results of implementing the resolution for the 2015 - 2020 term, the Party Committee and people of Thanh Phong commune continue to confidently set higher goals for the new term to work together to build a commune that meets the model new-style rural standards by the end of the 2020 - 2025 term.

To ensure the above objectives are achieved, according to the Party Secretary of the commune Nguyen Van Ngoc, the orientation of the Thanh Phong commune Party Committee is to continue to implement the viewpoint of "economic development is the focus, Party building is the key" and consider personnel work as the "key" of "keys". In economic development, agriculture is still the main spearhead of commodity-oriented production, building and developing specialized production areas, branded fruit growing areas associated with product consumption.

Along with that is building and developing large-scale field models; concentrated livestock farming models, farms, increasing the income value of the livestock industry within the agricultural sector. Persistently leading and directing the conversion of some ineffective crops to cultivating crops with economic value associated with intensive investment, quickly applying scientific and technical advances.

To complete these tasks, the Party Committee, the government, the Fatherland Front and organizations must take strong action to propagate and mobilize people to accumulate land for production and consumption together. Along with that, it is necessary to focus on leading and directing the development of agricultural and rural industries and services to create more jobs for workers, gradually shifting agricultural labor to industrial - construction - transportation - trade and service labor.

The Party Committee of the commune also determined to invest in cultural development and effectively solve social problems. The priority task is to lead and direct the synchronous implementation of solutions, improve the quality of comprehensive education; maintain and improve the quality of standard schools, strive to raise the standard level of schools. Regarding culture, continue to improve the quality of cultural and sports institutions, well meet the needs of the people; focus on building a cultural lifestyle and behavior among cadres and people to build Thanh Phong to develop strongly in economy and be rich in culture.

During the 2015 - 2020 term, Thanh Phong commune mobilized investment capital of more than 150 billion VND (of which people contributed more than 15 billion VND, accounting for 10%). Many new constructions were built, such as a 2-storey primary school with 16 rooms; a 7-room medical station with grounds and fences; construction of a rural market attached to a fresh food store; commune headquarters; upgrading the commune stadium, building a waste collection site of nearly 9,000m2.²...
