Regarding the rapid promotion of Ms. Tran Vu Quynh Anh, the Central Inspection Committee pointed out the responsibilities of Mr. Ngo Van Tuan - Provincial Party Committee member, Party Committee member, Vice Chairman of Thanh Hoa Provincial People's Committee, former Party Committee Secretary, former Director of the Department of Construction and Mr. Dao Vu Viet - Provincial Party Committee member, Party Committee Secretary, Director of the Department of Construction.
Notably, the Central Inspection Committee pointed out Mr. Ngo Van Tuan's violations and shortcomings as "having unfairly favored and supported Ms. Tran Vu Quynh Anh in making decisions on personnel work that violated Party and State regulations. Even issuing decisions on standards for appointing officials without proper authority, violating standards for officials prescribed by competent authorities; appointing many department heads and deputy department heads who did not meet the conditions and standards, of which the typical case is Ms. Tran Vu Quynh Anh.
Public opinion also agrees with the conclusion of the Central Inspection Committee regarding the appointment of Mr. Le Phuoc Hoai Bao (son of Mr. Le Phuoc Thanh - former Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the People's Committee of Quang Nam province).
Mr. Bui Duc Phien, former Head of the Inspection Committee, Transport Union 2, Ministry of Transport, said that the recent improper implementation of regulations has created negative public opinion about the promotion and rotation of cadres. This has led to a phenomenon where a group of people take advantage of their positions and powers to put their family members, relatives, and children in inappropriate positions.
“The work of rotating cadres must ensure democracy, objectivity, publicity, transparency, fairness; prevent negativity, corruption, group interests, family relationships, acquaintances... Party members and cadres strongly support this policy, and if it can be done, the people will hope for it. This should be done carefully and practically. In the process, we must monitor and consider all aspects” – Mr. Bui Duc Phien expressed his opinion.
Looking more broadly, for a long time now, the appointment and promotion of officials in many places has been mentioned with negative connotations, causing public outrage. Many agencies, units, and localities recruit in a closed-door manner, sitting and studying records, reviewing resumes, examining degrees, and even pre-arranging job positions. That is not to mention the situation of "buying and selling positions and power".
Recently, the Central Organizing Committee has organized a recruitment exam for 3 positions: Director of the Department of Cadre Policy, Department of Party Grassroots and Department of Locality III. Through innovation in the selection method of leaders and managers, it contributes to selecting worthy people. At the same time, the recruitment exam creates a healthy competitive environment, avoiding closed and local situations in the work of planning and appointing cadres as well as overcoming the situation of manipulation, abuse of power, group interests and corruption in cadre work.
According to Prof. Dr. Tran Ngoc Duong, former Deputy Head of the National Assembly Office, in order to select talented people through the exam, the preparation and organization of the exam is very important. Accordingly, how to reach many people to find good candidates. The examiner and the person who creates the exam are also very important to evaluate who is good and worthy. These issues are very difficult, require meticulousness and each position has its own qualities and evaluation criteria, how to evaluate accurately and best, to find the most worthy person.
"If those two steps are done well, the entrance exam will be substantial. If those two steps are formal, the exam will also be formal" - Professor, Dr. Tran Ngoc Duong emphasized.
Along with organizing the recruitment exam, specific regulations on appointment and rotation of cadres will contribute to building a cadre team that is equal to the tasks in each period; strongly innovate the work of rotating cadres, ensuring democracy, objectivity, publicity, transparency; prevent negativity, corruption, group interests, family relationships, acquaintances... At the same time, contribute to ensuring the implementation of the policy of comprehensive training and fostering and effective use of the cadre team; create conditions for young, promising cadres, cadres in the planning to be trained in practice; create a long-term source of cadres for the country./.
