Implement digital transformation

In recent times, the People's Council of Anh Son district has been determined to innovate and boldly apply information technology to its activities, especially implementing "paperless meetings" to contribute to improving the quality of the district People's Council's activities in a professional and modern direction, while directly impacting the awareness of heads of agencies and units about digital transformation.

Specifically, at the 6th Session, the People's Council of Anh Son district, term XIX, 2021 - 2026, successfully organized a "Paperless Session" and became one of the first district-level People's Councils in Nghe An to apply information technology to its operations.

To deploy the "Digital Meeting Room", along with organizing experience learning at the National Assembly Office; consulting the Office of the National Assembly Delegation and the Provincial People's Council, the Anh Son District People's Council has fully, accurately, promptly prepared and uploaded to the system all documents related to the session such as: Delegate summons, Reports, Submissions, Draft resolutions... for delegates to access, serving research before the session.

Digitizing documents and uploading them to the system really facilitates the implementation of the District People's Council meeting. In each section, documents are scientifically arranged for users to easily follow. Delegates' operations are performed directly on the application of computers, iPads or smartphones, helping delegates receive documents as soon as possible and have time to study and discuss at the delegate group right at the locality.

Comrade Tran Thi Au - Member of the Standing Committee of the District Party Committee, Vice Chairman of the People's Council of Anh Son district said: "Implementing Plan No. 37/KH-HĐND, dated October 31, 2022 of the District People's Council on applying digital transformation in the activities of the 19th term of the District People's Council, term 2021 - 2026, in the coming time, the District People's Council will continue to improve the quality and efficiency of digital meeting rooms and online meetings; develop a plan to establish an electronic information page of the District People's Council; promote the application of IT to exchange and handle the work contents of the District People's Council to ensure speed and efficiency. In particular, we will focus on supporting and guiding the People's Councils of communes and towns to develop and implement plans to apply digital transformation in their activities and provide electronic equipment for delegates...".

Innovation in operations

Innovation and improvement of the effectiveness of the People's Council's activities from the district to the communes and towns have always received special attention from the Standing Committee of the District Party Committee and the People's Council of Anh Son district, especially at meetings. The District People's Council has actively innovated the preparation work, increased the time and improved the quality of discussions, questions, and the content of the meetings to ensure quality...

Along with that, the work of meeting voters, receiving citizens, handling petitions, complaints and denunciations of citizens has been strengthened. In addition, the Standing Committee of the District People's Council has seriously carried out the quarterly meeting with the Standing Committees of the People's Councils of communes and towns to promptly guide the removal of some issues, recommendations, difficulties and obstacles at the grassroots level. The Standing Committee and the committees of the District People's Council have organized regular supervision in various fields along with supervising the implementation of resolutions of the People's Councils at all levels...

Discussing the issue of improving the activities of the District People's Council, Comrade Nguyen Huu Sang - Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Anh Son district said: On the basis of the Resolution of the District People's Council and the 2023 work program, the People's Council of Anh Son district has proposed appropriate solutions, continued to innovate activities and focused on implementing a number of contents: The Standing Committee and the Committees of the District People's Council organize the implementation of the Supervision Program according to the Resolution of the People's Council on the Supervision Program in 2023, select key and urgent issues to develop and implement the supervision plan; continue to research and improve the quality of supervisions; strengthen inspection and urge the implementation of recommendations after supervision; coordinate supervision and survey according to the program of the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council and the Provincial National Assembly Delegation...

2023 is the mid-term year of implementing the resolutions of the Party Congresses at all levels, which is very important in completing the goals of the 5-year socio-economic development plan 2021 - 2025; the year of many important events of the district, especially the 200th anniversary of the name Anh Son (1822-2022), the 60th anniversary of the district's separation (April 19, 1963 - April 19, 2023). Therefore, to complete the above goals, the People's Council of Anh Son district will continue to maintain the organization of regular meetings of the Standing Committee of the District People's Council with content that ensures compliance with the law, selecting difficult and problematic issues that voters are interested in and need solutions to organize explanation sessions at the meetings of the Standing Committee of the District People's Council; Maintain the meeting of the Standing Committee, the committees of the District People's Council with the People's Councils of communes and towns; Focus on seriously and thoughtfully preparing the program content and innovating and improving the quality of meetings in 2023; Synchronously deploy the digital transformation application plan; Conduct contact with voters before and after the meeting, summarize voters' opinions and recommendations and urge timely and proper resolution; Develop a schedule for receiving people, assign district People's Council delegates to receive people at the grassroots level.

Along with that, direct delegates to closely follow the grassroots, be close to voters to grasp and reflect outstanding and urgent issues. Reflect the people's legitimate thoughts and aspirations to all levels and sectors for consideration and resolution; urge the People's Committee, departments, sectors, relevant organizations and units to resolve voters' opinions and recommendations, conclude the questioning sessions at the district People's Council meetings...
