On the afternoon of June 9, the People's Committee of Thanh Long commune (Thanh Chuong) organized a dialogue conference between the government and the people in 2017. Representatives of the Vietnam Fatherland Front Committee of Nghe An province, leaders of the District Party Committee, People's Council, and Fatherland Front Committee of Thanh Chuong district attended, directed, and supervised the conference. |
The content of the conference to meet and dialogue with people focused on pressing issues, shortcomings and limitations that people in the area were concerned about.
In a democratic, frank, open and constructive atmosphere, the dialogue received 20 comments from representatives of people from 13 hamlets in the area.
Mr. Tran Thanh Nien, hamlet 4, reflected that the issue of red books for people has been requested many times but the number of cases resolved is still very small. He requested the Party Committee and government to focus on responding until when will the issue be resolved to ensure the rights of the people?
Mr. Hoang Van Long - Farmers Association frankly said that the conversion of commodity crops in the area is not yet done, the Party Committee and the government need to have solutions to build models that bring higher economic efficiency. Besides, the management of cemeteries by the government is still inadequate, leading to the situation of clans and families organizing encroachment, requesting the Party Committee and the government to have solutions to stabilize the situation.

Mr. Hoang Dinh Hanh - Hamlet 13 raised the issue: New rural construction has met 12/19 criteria, requesting the commune-level authorities to publicly clarify the time and roadmap for completing the remaining criteria? Regarding the current environmental issue, the most problematic issue is the dumping of garbage by the people in the hamlets. So does the commune have a plan to collect garbage and if so, what is the garbage collection fee? As for the market, although it has been completed and put into operation, when will the Market Management Board be established?
Mr. Pham Duc Ngoan, hamlet 8 questioned the content related to the untimely settlement of complaints in the clearance of traffic safety corridors. He requested the government to answer so that the people would know.
Many other opinions focused on questioning the government about the situation of land encroachment among the people, the slow process of preparing documents to issue land use right certificates for households that were granted land without authority; the situation of land disputes and encroachment, and fences in some places have not been completely resolved; the slow implementation of policies for subjects such as issuing health insurance cards, documents for subjects who go to work on the front line according to Decision 49, the poor spirit and attitude of serving the people of some civil servants, the problem of degraded electricity, difficult roads...

With a spirit of openness and frankness, the commune leaders listened, explained and accepted the opinions and suggestions of the people. Regarding the issues that the people reflected and discussed related to the local authority, the Chairman of the People's Committee, Chairman of the People's Council and related professional staff clarified and answered specifically right at the dialogue session.
Regarding people's questions related to the implementation of the Commune People's Council Resolution on new rural construction, the Commune People's Council leader explained: The campaign to contribute to new rural construction has been agreed by voters to contribute 100,000 VND per person to build infrastructure, the first year the collected amount was left to the hamlet 100% to carry out the land conversion work. From 2014-2016, the collection was sent to the Commune People's Committee. Regarding the campaign results, 11/13 hamlets reached 90%, the remaining 3 hamlets achieved a low rate because there was no consensus in the Front's working committee and cadres, the people misunderstood, the Chairman of the Commune People's Committee and People's Council went to meet voters and explained clearly to the people.
Regarding the issue of slow issuance and renewal of red books, the leader of the People's Committee of the commune said that compared to other localities, Thanh Long has implemented the process at a fairly fast pace (up to this point, it has reached about 70%) but is currently sealed and waiting for completion to be issued at once. For the 39 households subject to land allocation, only 15 households are still lacking some necessary procedures and documents, while the remaining households have basically completed their documents.

Regarding cemetery management, the leader of Thanh Long Commune People's Committee said that there were certain difficulties, some party members also violated the law, and in the upcoming meeting of the Commune People's Council, they will ask for voters' opinions to completely resolve the encroachment and encroachment situation.
Regarding new rural construction, Thanh Long commune set out a roadmap to strive to reach the finish line in 2020. However, the commune leaders also admitted that the completed criteria were mainly thanks to programs and projects, but the impact from local people was not positive. They asked people to understand and join hands with the government in the spirit of the state and people working together.
Regarding the campaign to clear the traffic safety corridor, Chairman of Thanh Long Commune People's Committee Tran Tri Tue admitted that clearing the road during the season was not the right time, the commune learned from experience but the general spirit must still ensure the set progress. Regarding the issue of establishing a market management board, Thanh Long Commune authorities promised the people that it would be implemented in July.
The conference is an opportunity for people to contribute ideas and work with authorities at all levels to resolve difficulties and obstacles, thereby creating consensus among the people to successfully carry out the task of building a clean and strong Party and government, maintaining security, social order and safety and socio-economic development goals in the area.
The dialogue conference between the Chairman of the People's Council and the People's Committee at the commune level with the people before each session of the People's Council at the same level is an activity within the pilot program jointly implemented by the Provincial People's Committee and the Provincial Fatherland Front Committee to promptly resolve pressing issues arising at the grassroots level, improving the effectiveness and efficiency of the government apparatus at all levels. Accordingly, in the first 6 months of 2017, under the supervision of the Fatherland Front, each district, city and town in the province will select 3 communes to pilot the dialogue conference between the government and the people and in the last 6 months of 2017, it will be implemented simultaneously in all communes in 21 districts and cities in the province. |
