Dialogue with Japanese FDI enterprises on implementation of Social Insurance and Health Insurance policies
(Baonghean.vn) - The dialogue conference was attended by representatives of nearly 100 Japanese enterprises operating in provinces and cities with high FDI capital compared to the national average, including: Ba Ria - Vung Tau, Dong Nai, Binh Duong and Ho Chi Minh City.
Towards the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan (1973-2023), in order to contribute to raising awareness, creating consensus and cohesion among foreign direct investment (FDI) enterprises in organizing the implementation of social insurance, health insurance and unemployment insurance policies, on the afternoon of October 11, in Ba Ria - Vung Tau province, under the chairmanship of Deputy General Director Dao Viet Anh, Vietnam Social Security organized a dialogue conference between Vietnam Social Security and Japanese FDI enterprises on the implementation of social insurance and health insurance policies.

Dialogue Conference betweenSocial insuranceVietnam and Japanese FDI enterprises are organized to provide information, create a forum for discussion, answer questions, and at the same time raise awareness, create consensus, and connect Japanese FDI enterprises in Vietnam in organizing the implementation of social insurance, health insurance, unemployment insurance policies and implementing Decree No. 143/2018/ND-CP dated October 15, 2018 detailing the Law on Social Insurance and the Law on occupational safety and hygiene on compulsory social insurance for foreign employees working in Vietnam (Decree No. 143).

The conference is also a practical activity of the Vietnam Social Insurance sector to effectively implement Resolution No. 02/NQ-CP dated January 10, 2022 of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2022, thereby contributing to affirming the position and role of the sector in promoting effective implementation of Social Insurance, Health Insurance, and Unemployment Insurance policies in the business community.
In the first 8 months of 2022, the whole country had about 228,976 employees working at FDI enterprises going for health insurance examination and treatment, with the amount paid by the Health Insurance Fund of VND 58.9 billion. Of which, there were 37,025 people going for health insurance examination and treatment belonging to Japanese FDI enterprises with the amount paid by the Health Insurance Fund of VND 7.3 billion.
Sharing at the Conference, Deputy General Director of Vietnam Social Security Dao Viet Anh said that the Law on Social Insurance 2014 and Decree No. 143 of the Vietnamese Government stipulate that foreign employees working in Vietnam are subject to compulsory social insurance, from January 1, 2022, binding the contribution responsibilities of enterprises and employees. This is a common concern of many foreign-invested enterprises in Vietnam, including Japanese FDI enterprises. To avoid duplication of social insurance contributions and optimize benefits for employees, the two countries are conducting procedures to exchange, update information, and prepare a roadmap for negotiating a bilateral agreement on social insurance between the Government of Vietnam and the Government of Japan.

In addition to providing information on the general picture of the implementation of social insurance and health insurance policies of FDI enterprises in general and Japanese FDI enterprises in particular, as well as disseminating regulations on compulsory social insurance participation for foreign workers according to Decree No. 143, the Conference took time for representatives of the Social Insurance agency and Japanese FDI enterprises to exchange, discuss and propose issues related to the organization and implementation, with some main contents such as: ensuring social security rights of Japanese workers in Vietnam according to Decree No. 143; administrative procedures related to granting practice licenses to dispatched workers, medical examination and treatment, resolving regimes for foreign workers with working time in Vietnam, increasing or decreasing contribution levels, etc.

Accordingly, for related contents within its authority, Vietnam Social Security will receive comments and suggestions, and continue to improve internal procedures to create the best conditions for FDI enterprises. For contents beyond its authority, Vietnam Social Security will synthesize comments to send to relevant agencies of the Vietnamese Government for consideration and resolution... with the aim of increasingly ensuring better social insurance and health insurance benefits for FDI workers in Vietnam, contributing practically to the development of FDI enterprises and the socio-economic development of the country.
In order to recognize and encourage outstanding Japanese FDI enterprises with outstanding achievements in organizing the implementation of legal policies on Social Insurance and Health Insurance, at the Conference, authorized by the General Director of Vietnam Social Insurance, Deputy General Director Dao Viet Anh awarded Certificates of Merit to 12 Japanese FDI enterprises in Vietnam. Specifically, in Ho Chi Minh City, there are 3 Limited Liability Companies: Renesas Design Vietnam; NISSEY (Vietnam); ORGAN Sewing Needle Vietnam; In Dong Nai province, there are 3 companies: FICT Vietnam; MITSUBA Vietnam; Muto - Vietnam; In Binh Duong province, there are 3 companies: Omron Healthcare Manufacturing Vietnam; Wonderful Saigon Electrics; YAZAKI EDS Vietnam; In Ba Ria - Vung Tau province, there are 3 companies: VINA KYOEI Steel; SENDO Steel Pipe Joint Venture; Nitori Export Processing Enterprise, Vietnam - Ba Ria - Vung Tau branch.
