(Baonghean.vn) - Speaking at the 31st Congress of Dien Chau District Party Committee, term 2020 - 2025, comrade Nguyen Xuan Son noted 5 key tasks and solutions in the coming term.
On behalf of the Provincial Party Committee Standing Committee, comrade Nguyen Xuan Son assessed: During the past term, the Party Committee, government and people of Dien Chau district have made efforts to overcome all difficulties, focused on leadership and direction to complete the targets set by the Resolution of the District Party Congress for the 2015-2020 term.
Accordingly, the average growth rate of production value was 10.16%; Budget revenue in the area increased 2.2 times compared to the beginning of the term. The structure of economic sectors shifted in the right direction and positively, growth quality improved. Industry developed quite well; trade and services developed diversely.
Agricultural production has positive changes: Many varieties of plants and animals with high productivity, quality and technical advances have been put into production; a number of concentrated specialized areas have been established, gradually linking production with consumption.
New rural construction has been promoted (33/36 communes have met new rural standards); people's income has improved, increasing by an average of 1.8 times compared to the beginning of the term.

Natural resources and environmental management are becoming more systematic, planning is focused; infrastructure is strengthened, and the investment and business environment is improved. Marine economy, enterprise economy, cooperatives, small-scale industry, and craft villages continue to develop.
Party building and political system building have been strengthened; the effectiveness and efficiency of government operations at all levels have been improved. The great national unity bloc continues to be consolidated. The activities of the Fatherland Front and mass organizations have made great efforts, contributing to creating stability and high consensus in society.On behalf of the Provincial Party Standing Committee, the Standing Deputy Secretary of the Provincial Party Committee acknowledged, highly appreciated, commended and congratulated the results that the Party Committee and people of Dien Chau district have achieved in the past term.
Comrade Nguyen Xuan Son highly appreciated the serious spirit of self-criticism of the comrades in the report, speeches in the discussion and suggested that the Congress continue to promote democracy, focus on intelligence, analyze, clarify limitations, shortcomings and causes, especially subjective causes, draw lessons from experience to find solutions to overcome, creating faster and more solid progress for the district in the coming time.

Expressing basic agreement with the goals, tasks and solutions set out in the Political Report submitted to the Congress, the Standing Deputy Secretary of the Provincial Party Committee noted to the Dien Chau District Party Committee that in the coming term, it is necessary to focus on 5 key tasks and solutions to focus on leadership and direction:
One is,Focus on exploiting and promoting potentials and advantages, developing the economy rapidly and sustainably, with a focus on developing marine economy, industry, trade, services, and tourism; forming new urban areas. Promote investment attraction; encourage the application of science, technology, and high technology in industrial and agricultural development.
Pay attention to developing enterprises, small-scale industries, traditional craft villages, forming product chains associated with building brands for local products. Effectively implement key programs and development breakthroughs that have been identified; soon bring the district to the new rural finish line.
Two is:Improve the quality and effectiveness of planning and planning management. Continue to mobilize resources to invest in infrastructure construction. Strengthen management and effective use of land resources, marine resources and other resources.
Three is:Pay attention to the cultural and social fields, improve the quality of education, training and healthcare. Promote traditional cultural values, historical and cultural relic sites to develop tourism. Continue to do a good job of primary health care for the people, proactively prevent epidemics; promote the movement of the whole people uniting to build a cultural life; effectively implement social security policies.
Wednesday:Ensure political security, social order and safety, security in special areas and coastal areas. Resolutely fight against all types of crimes and social evils. Proactively prevent natural disasters associated with environmental protection and climate change response.
The year is:Continue to strengthen the organization, improve the quality and efficiency of the political system. Regularly take care of Party building work. Promote administrative reform, especially administrative procedures, improve public ethics. Innovate the content and methods of operation of the People's Council, the Fatherland Front and mass organizations; create conditions to improve the capacity of mass mobilization, the supervisory and critical role of the Fatherland Front and mass organizations.
Implement well the Grassroots Democracy Regulations, receive people, dialogue with people, enhance the pioneering, exemplary and responsible role of cadres and party members. Pay attention to the work of party development. Promote the leadership role of the Party Committee, uphold the responsibility of the head in leading, directing, operating and solving work.

Comrade Nguyen Xuan Son suggested that, promoting the spirit of democracy, the Congress continue to contribute opinions to the draft documents submitted to the 13th National Party Congress and the 19th National Party Congress of the province, focusing on discussing major issues with different opinions, contributing to building quality documents submitted to the higher-level Party Congress.
One of the important tasks of the Congress is to elect the District Party Executive Committee for the next term with the mettle, qualities, and capacity to lead, direct, and organize the successful implementation of the Congress Resolution.
