Comrade Vo Thi Minh Sinh meets with voters in Minh Chau commune.

On the afternoon of October 7th, National Assembly delegates Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, and Head of the Provincial National Assembly Delegation; and Tran Nhat Minh - full-time National Assembly delegate, held a meeting with voters in Minh Chau commune.

The voter outreach activities were conducted online in the following communes: Duc Chau, Hai Chau, Hung Chau, Dien Chau, Tan Chau, Quang Chau, and An Chau.

Also participating in the meeting with voters were leaders of the Provincial Fatherland Front Committee and the following departments: Finance, Construction, Agriculture and Environment, Industry and Trade, Science and Technology, Health, Education and Training, Interior, and Justice.

It is expected that 45 draft laws and resolutions will be considered and passed.

Opening the meeting with constituents, National Assembly delegate Tran Nhat Minh informed voters about the content and program of the 10th session of the 15th National Assembly, scheduled to open on October 20, 2025.

At this session, the Standing Committee of the National Assembly proposed that the National Assembly consider and decide on: 45 draft laws and resolutions related to legislative work; 13 Content groups include socio-economic issues, the state budget, oversight, and other important matters.

Voters have raised and proposed many issues concerning people's lives.

Following this, the Fatherland Front in various localities presented a summary of the suggestions and proposals from voters and the people; at the same time, many voters also directly conveyed their thoughts and aspirations to the National Assembly, the Government, and central ministries and agencies, as well as to Nghe An province.

Voters expressed strong support for the policy of reorganizing commune-level administrative units and implementing a two-tiered local government; at the same time, they requested that all levels pay attention to supporting and resolving difficulties, improving the quality and skills of cadres and civil servants, coupled with investment in infrastructure and equipment, ensuring that the administrative apparatus operates efficiently, effectively, and in a way that is truly close to the people, serving the people.

Many social issues were also raised and suggested by voters. These included violations of food safety and hygiene; the increasing rate of sudden death and stroke, with a trend towards younger ages; the rise in depression among young people; environmental pollution; online fraud; traffic law violations; and the continued occurrence of particularly serious traffic accidents. They requested that relevant levels and sectors study these issues and implement solutions to control them.

With a sense of responsibility, voters petitioned all levels to pay attention to leading and directing the selection of qualified personnel to participate in the 14th Central Committee of the Party and the 16th National Assembly, as well as People's Councils at all levels for the 2026-2031 term; to prevent the inclusion of cadres and Party members who, after a short time in the Party committee, are found to have violated the law, affecting the Party's prestige and eroding the people's trust; and to specifically regulate the responsibility of organizations and individuals who nominated these personnel.

Many issues related to mechanisms and policies for grassroots officials; resolving inadequacies, difficulties, and obstacles in the procedures for granting land use rights certificates to people; inadequacies in compensation policies for land clearance; attention to investing in transportation systems, irrigation, cultural and educational facilities, clean water projects, and fisheries infrastructure, etc., were also raised and suggested by voters.

Clarification of many issues

Based on feedback and suggestions from voters, leaders of provincial departments and agencies, as well as local authorities, have acknowledged and addressed several issues within their jurisdiction.

Concluding the meeting with voters, Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, and Head of the Provincial National Assembly Delegation - sincerely thanked the voters for their sense of responsibility in acknowledging the results of the political system's leadership and guidance in various fields, as well as frankly reflecting on many obstacles, difficulties, and shortcomings that are arising in practice, falling under the authority of the Central Government, the province, and the communes.

Comrade Vo Thi Minh Sinh also fully accepted the 21 recommendations belonging to 8 groups of issues from voters at the conference and the 39 recommendations belonging to 8 groups of issues compiled by 8 communes and submitted to the National Assembly delegates.

Regarding matters falling under the central government's authority, such as policies and regulations for officials, social insurance benefits for voluntary participants, and the positions of vice-chairpersons of mass organizations, the National Assembly delegation will be responsible for reporting to the National Assembly and the Government at the upcoming 10th session.

Issues falling under the jurisdiction of the provincial level should be proactively addressed by relevant departments and agencies, which should then advise the province on how to resolve them. Issues falling under the jurisdiction of the commune level should be studied and resolved by local authorities, and the results should be submitted to the National Assembly delegation for oversight.

The head of the provincial National Assembly delegation, Vo Thi Minh Sinh, also directly explained several issues related to the construction of the crematorium; and the planning and investment in some investment projects…

Regarding voters' concerns about whether the two-tiered government system is truly close to and for the people, Comrade Vo Thi Minh Sinh stated that the initial phase of operation will present many difficulties, but with determination to overcome these challenges and shortcomings, and to work according to regulations, the new system will gradually become effective and truly close to and for the people. She also expressed her hope that officials, Party members, and the people will unite and continue to work together for the common development of the province and each locality.

Regarding the communes, Comrade Vo Thi Minh Sinh requested that the team of officials and civil servants strengthen mass mobilization work, stay close to the grassroots, be close to the people, listen fully, and promptly resolve the suggestions and feedback of voters and the people.
