Consensus on implementing Hemaraj Industrial Park project
(Baonghean) - Hemaraj Industrial Service Urban Area is a key project of Nghe An. The project has a total investment of over 2,000 billion VND and is expected to start construction in 2017. Currently, with the active and drastic participation of all levels and sectors, nearly 90% of the area has been signed by people to receive compensation documents, 1,018/1,196 households agree.
Actively clear the land
To clear the land for the Hemaraj Industrial Service Urban Area project, on average, a household in the two communes of Nghi Long and Nghi Thuan (Nghi Loc) was compensated with about 2-3 sao of land, each sao was 82 - 90 million VND (including support money), then each household received an amount of about 200 million VND.
With the drastic participation of local authorities from district to commune, Nghi Loc district has done a good job in site clearance for over a year. Nghi Loc district leaders always stay close to the scene, propagandize and mobilize people to understand and give up land for the project.

Up to now, with the consensus of the people, the district has issued 2 decisions to reclaim land with a total area of 59.33 hectares; approved compensation and support plans (BT, HT) for 675 households with a total amount of 103 billion VND.
There are 351 households in Nghi Thuan commune who have signed documents and are being completed by the District People's Committee to issue a Decision approving land recovery and approving compensation and support plans.
In Nghi Long commune, 548/567 households have signed the documents with a total area of 44.5 hectares (there is a decision on land recovery). In Nghi Thuan commune, 470/629 households have signed the documents with a total signed area of 49.5 hectares.
According to the agreement between Nghe An Provincial People's Committee and Thai investor Hemaraj Land Development Company Limited to invest in the project to build and operate infrastructure of Hemaraj Industrial Park and Urban Area in the Southeast Economic Zone of Nghe An province, the compensation price for site clearance shall not exceed 2 billion VND/ha.
Nghe An Provincial People's Committee commits to carry out compensation, site clearance and handover of clean land to the investor according to the investor's investment plan and progress in each phase. In which, the compensation and site clearance cost for the industrial park land area in the immediate future, Nghe An Provincial People's Committee will spend 10% of the total compensation and site clearance cost, Hemaraj Land Development Company Limited will advance 90% of the total site clearance cost according to the approved plan (interest-free).

Nghe An will refund this advance payment to Hemaraj Land Development Company Limited within 5 years after deducting the land use fee payable for the project.
Recently, at a meeting with provincial leaders on the progress of this project, Chairman of the Provincial People's Committee Nguyen Xuan Duong assigned the Nghi Loc District People's Committee to direct the completion of documents and compensation payments to households for the area where the land acquisition decision was issued with a total area of 27.05 hectares, to hand over to Hemaraj Company. Direct the site clearance of the area outside the planning boundary of the Hemaraj Industrial Park project and complete the site clearance and handover to the investor.
Continue to implement compensation and site clearance for the remaining area.
Still difficult and entangled
People in hamlets 4, 5, 6, 7, 8, 9 and 10 of Nghi Thuan commune are petitioning to prepare compensation records for the remaining area outside the planning because there is no irrigation or drainage system and no traffic roads (the District People's Committee has not proposed the first phase of land recovery) with an area of 4.96 hectares.
Meanwhile, the people of hamlets 12, 13, 14 and the People's Committee of Nghi Long commune proposed to prepare a dossier to support contracted land for households in the area west of Long Thuan canal. After checking the map of 299 Nghi Thuan and Nghi Long communes, this area belongs to the administrative boundary of Nghi Long commune. According to the results of cadastral map measurement, the total area of 5 hectares includes 2.3 hectares belonging to Nghi Thuan commune and 2.7 hectares belonging to Nghi Long commune.
Regarding the origin and land use process, Nghi Loc District People's Committee said: Before 1987, this area was allocated land for rice cultivation by people in hamlets 9, 12, 13, 14 of Nghi Long commune.
By 1990, after the Long Thuan canal was completed, the western part of the canal was no longer used for production by households due to inconvenient transportation. From 1991 to 2015, the Commune People's Committee managed and contracted with rice-growing households, collecting financial obligations every year. From 2016 to present, although the contract has expired, households continue to produce.
People also made additional recommendations regarding compensation for the forest and Cho Trut cemetery.

With the emergence of many projects in the Southeast Economic Zone and now the Hemaraj Industrial Park project, Nghi Long and Nghi Thuan residents have experienced many times of land clearance compensation.
Village head of Nghi Long commune, Mr. Nguyen Van Ly, said: People of Nghi Long village 2 had 21 hectares confiscated for the Hemaraj project. Up to now, more than 95% of households have signed compensation documents. Most people agree, hoping that the investor will transfer compensation money to pay so that people can soon stabilize their mentality and find new jobs after the land is handed over.
According to the compensation policy of the province, Mr. Nguyen Van Ly calculated that one sao will be compensated about 82.5 - 90 million VND (55,000 VND/m2, including compensation and conversion support). In hamlet 2, Mr. Nguyen Van Suu recovered 8 sao, the second largest household recovered was Nguyen Viet Mui with 7 sao, the third household was Mr. Vo Dinh Lien with nearly 7 sao, the other households from 2-3 sao...
Hamlet 2 has had its land reclaimed four times. From the initial 57 hectares of agricultural land, the whole hamlet now has only nearly 8 hectares of rice fields. 2004 was the first year the State reclaimed land from the Nam Cam Industrial Park, in 2008 it was reclaimed again to build an Agricultural Materials Factory, then the automobile inspection project, and the fourth time was the Hemaraj project.
The land for production is almost gone, the people's wish is for the State or the project to invest in irrigation and traffic in the village because the roads are currently degraded and difficult to travel. When the project comes into operation, the people hope to create jobs for their children because currently in the village there are more than 50 unemployed young people, not to mention hundreds of workers aged 35 and over who previously worked in agriculture and now have no jobs.
Sharing the same concern, Mr. Nguyen Loc - Chairman of Nghi Thuan Commune People's Committee said that the commune had 90 hectares reclaimed for the Hemaraj project with 1,400 households affected. Including the previous project, Nghi Thuan had 170 hectares of land reclaimed. And currently, more than 700 households are unemployed. Therefore, people are eager for projects that prioritize training and recruiting children of the two communes to work in the Southeast Economic Zone.
