Song Lam Cement Factory Project: Always receives attention and support from local authorities

Since November 2016, Song Lam Cement Factory in Bai Son Commune, Do Luong District has officially stabilized production with an output of nearly 13,000 tons of clinker/day.

That result is the continuous efforts of the leaders, officers and employees of The Vissai Cement Group in mobilizing capital, speeding up construction progress, and soon putting the project into operation; at the same time, acknowledging the active support of all levels, sectors and localities of Nghe An province with the Group in every stage.

The most obvious demonstration is that the province has urged the sectors and Do Luong district to take drastic measures to clear the land, direct the removal of difficulties and obstacles, complete procedures... and ensure security and order for the Group to build and install the Song Lam Cement Factory.

Song Lam Cement Factory Project is a massive project with many items constructed at high speed within 15 months, producing the first products of international quality.

Back when The Vissai Cement Group approached this project, the land was not flat and the site clearance work was not completed. However, with great determination, right after the groundbreaking ceremony in February 2015, The Vissai Cement Group focused all resources and urged contractors to speed up the construction progress.

In order to mobilize capital and import equipment for the construction of the factory, in addition to domestic credit units, The Vissai Cement Group also signed contracts with partners from the Federal Republic of Germany, Japan, etc., thereby ensuring timely financial resources and more than 50,000 tons of factory equipment imported on time. By July 2015, construction and installation work began, and it took only 15 months for the factory to be put into operation. During that process, according to the investor's request, the construction units arranged 24/24h construction personnel, creating a bustling construction site.

With such an accelerated project, even though many solutions have been implemented, during the construction process, it is inevitable that there will be noise from machinery or dust from leveling, construction, etc. and some people in the surrounding area also have opinions on this issue. We are fully aware of the responsibility to develop the factory in parallel with the lives of people in the surrounding area, so we immediately added solutions to ensure the highest safety, and at the same time met and discussed with the people so that each person in the surrounding area can better understand the movements of heavy industry.

During that process, we saw that the provincial departments, branches, Party committees, authorities, and organizations of Do Luong district and Bai Son commune actively participated in the work of mobilizing, explaining, and convincing people to understand and accompany the factory. In particular, most of the people in the surrounding area understood, shared, and many families had their children working at the construction site and in the factory. That further demonstrated the harmonious combination in developing the factory, creating jobs, and creating cement products to effectively serve the cause of national construction and the construction of civil works.

In the process of investing in projects in general and Song Lam Cement Plant in particular, Mr. Hoang Manh Truong - Chairman of The Vissai Cement Group always expressed the guiding viewpoint: Quickly complete and put the project into use to recover capital early, and reinvest. Therefore, the Group has mobilized nearly 13,000 billion VND to build a cement plant in Bai Son commune (Do Luong), with a capacity of 4 million tons/year; at the same time, invested in building a cement grinding station and an international port in Nghi Thiet commune (Nghi Loc) for ships with a capacity of 70,000 tons to load and unload clinker and cement to regions across the country and for export.

According to the schedule, by the end of the first quarter of this year, these projects will be completed and put into operation, creating a close connection in production, transportation and consumption of products. Along with the Group's acceleration in completing the projects, we see Nghe An province urgently constructing routes N5 and D4 to serve businesses and people on both sides of the route. Throughout the operation of Song Lam Cement Joint Stock Company, the leaders of the province, sectors, the Management Board of the Southeast Economic Zone and Do Luong and Nghi Loc districts regularly inspect the situation, urge and direct the thorough resolution of existing problems and difficulties. That is a great companion for us to continue our journey of development for decades on Nghe An land.

The company's journey ahead still has many tasks that require the continuation of the provincial leaders, sectors, districts and people in the region. These are issues that need active cooperation to remove difficulties, better coordination with investors to complete mineral exploitation procedures, site clearance of limestone, clay and additive mines to meet the requirements of the factory. At the same time, promptly resolve procedures, remove difficulties and obstacles related to site clearance of auxiliary works of the factory; soon open the road to meet the needs of transporting clinker and cement products...

Up to now, the Song Lam Cement Plant Phase 2 Project has been approved by the Provincial People's Committee in principle for investment and the Department of Planning and Investment has issued an investment certificate. We are preparing to start the project, so we hope that the Provincial People's Committee will consider supporting the site clearance costs and continue to help the investor complete the project on schedule. The company will continue to implement preferential policies to recruit local workers to work at the factory (when completed, the project will need over 2,000 workers) and support local people in the construction of public works, actively implement environmental protection solutions, and ensure industrial development in harmony with people's lives.
