Vinh urban development project strives to finish on time
(Baonghean) -After efforts to attract investment, Nghe An issued Decision No. 4522/QD.UBND-CN on approving the Medium-sized Urban Development Project in Vietnam - Vinh City Sub-Project, from World Bank (WB) loans and counterpart funds. The project opens up great prospects in upgrading and renovating infrastructure for Vinh city, meeting the expectation of being the economic and cultural center of the North Central region.
The project includes 4 components: Component 1: Improving services and upgrading basic infrastructure. Component 2: Improving environmental sanitation, including upgrading and renovating the North Canal, building a regulating lake; upgrading and renovating the moat around Vinh Citadel, upgrading and renovating Cua Nam Lake. Component 3: Urban roads and bridges. Component 4: Capacity building and technical support.

Project to upgrade and renovate the North Canal, section 1 from Mai Hac De Street to the North Canal Bridge, 1,240 m long, building reinforced concrete box culverts above the box culverts is a flower garden and walking path. Section 2 from the North Canal Bridge to the Post Office Bridge, 2,060 m long, embanking both sides of the canal, building sidewalks on the south bank of the canal. Section 3 from the Post Office Bridge to the regulating lake, 1,400 m long, dredging, embanking both sides of the canal, building management roads, sidewalks, lighting and trees along both sides of the canal. Building sewer lines to collect wastewater and wastewater separation wells along both banks of the North Canal, from the North Canal Bridge to the wastewater pumping station at the end of the North Canal near the regulating lake. Another item is to build a regulating lake at the end of the North Canal, with a water surface area of 40 hectares with a lighting system, trees and embankments.
The project also builds a new Hung Tay - Vinh route, connecting with the Vinh city bypass at the beginning of the route, connecting with National Highway 1A at the end of the route, building a bridge over Ke Gai River, building a railway overpass in the Vinh Cargo Enterprise area with a width of 10.25m, total length to the end of the abutment of 443m. Next is the construction of a new route connecting National Highway 46 with the Lam River road with a width of 35m, length of 8,246m, building a new bridge over Rao Dung River, at the same time providing technical support for project implementation to the QDLA Board, providing technical support on urban planning including urban traffic for relevant agencies...
The project aims to increase access to urban infrastructure services, invest in basic urban infrastructure, improve environmental sanitation and transport in the city. In addition, the project will provide technical support and capacity building for urban planning, management and finance to ensure sustainable development of the city. In addition, the project will provide lessons on approaches that can be applied to other cities of similar size in Vietnam. |
The project implementation cost is 121.5 million USD, of which domestic counterpart capital is 26.5 million USD.
In the past time, despite facing many difficulties due to economic recession and budget revenue. However, with the attention and direction of the Provincial Party Committee, the Provincial People's Committee, and all levels from the central to local levels, Vinh City and the Vinh Urban Development Subproject Management Board have taken drastic measures to resolve investment capital and counterpart capital for the project, organized open bidding to find contractors with the capacity to quickly construct, ensure quality, and stick to the project day and night to achieve progress. Construction in difficult conditions of geology, rainy and flood weather and site clearance encountered many obstacles, but with the participation of the entire political system, the special attention of the locality and the World Bank, the project has made better progress, with high determination to finish on time.

According to Mr. Nguyen Trung Dung - Director of Vinh Sub-urban Project Management Board, the project has achieved very encouraging results. The North Canal is basically completed, the wastewater has been underground, only surface rainwater remains, creating a clean canal in the heart of the city. In the near future, the city will have an additional regulating lake at the end of the North Canal with the largest area among the current lakes in the city, 53 hectares wide, currently under construction.
Vinh - Hung Tay Road construction volume is estimated to reach 50%, the Citadel trench package is also accelerating progress. Other packages all meet requirements.
However, the project still faces certain difficulties. Currently, the entire political system of the city is focusing on the project, especially the thorough site clearance of all packages to hand over before December 31, 2016. City leaders said that any households that still oppose will be forced to complete the project soon, creating a new face for the city and maximizing the efficiency of investment capital.
