Sowing 'red seeds' in remote areas

Keng Du is one of the most remote border areas of Nghe An province, with limited educational level and many socio-economic difficulties. However, the Party development work has always been of interest to the grassroots Party organizations in this commune, identified as a regular task, contributing to consolidating the grassroots political system, and supplementing forces, improving the leadership capacity and fighting strength of Party cells in villages and hamlets.

Following the winding, zigzag mountain road, littered with landslide traces caused by storms and rains, after many hours, we arrived at the center of Keng Du commune, together with commune officials and Border Guard to attend the regular Party activities held in the evening in Huoi Phuon 1 village.

Among the party members attending the meeting at Huoi Phuon 1 Party Cell, there was a young woman carrying a baby who arrived very early - that was Hoa Thi Ngac, born in 1994.

When asked, she said that although she had three children, was busy with farming and her role as a wife and mother, she still actively participated in the activities of the village women's association and was chosen as a factor to introduce to the Party for training and admission.

“At first, when I was indoctrinated and enlightened to join the Party, I was hesitant, but with the encouragement of the Party cell secretary and the support of my husband, who is a Party member, I became even more determined. After a period of struggle, at the end of 2024, I was honored to be admitted into the Party by the Huoi Phuon 1 village Party cell. This is a great pride and honor not only for myself but also for my family and clan,” said Ms. Ngac.

The young female party member with the simple features typical of Khmu ethnic women also expressed that since joining the Party, she has had timely access to new policies and guidelines, and her knowledge and understanding have been expanded, making her more confident in communication, bold in expressing her opinions in meetings, and more exemplary in all movements and activities of the village and hamlet.

Talking further with Party Cell Secretary Xeo Van Com, he excitedly said: Despite facing many difficulties due to many young workers going to work far away, over the past 3 years, Huoi Phuon 1 Party Cell has always achieved and exceeded the target of admitting party members.

In 2025, up to September, Huoi Phuon 1 Party Cell had admitted 2 outstanding people into the Party, namely Mr. Moong Van Thong - Security Team and Ms. Lo Thi Hoa - Women's Association.

To do well in the work of developing the Party, according to Party Cell Secretary Xeo Van Com: First of all, the Party members themselves must be exemplary in all movements and activities for the masses to look up to. On the other hand, the Party Cell must demonstrate its role as a political "nucleus" at the grassroots level through issuing practical resolutions, creating a vibrant emulation movement. Thereby, discovering positive factors to nurture and develop the Party.

The Party cell must also truly be a "center of solidarity", demonstrated through helping each other build houses, harvest crops, visit when sick or give trees and seedlings to support disadvantaged households in developing their livelihoods and reducing poverty.

Some party members in the pioneering party cell overcame difficulties and rose up to develop the household economy, such as Party cell secretary Xeo Van Com, party member Moong Pho Phan with a model of cattle and buffalo farming, party member Moong Thi Hien with a model of raising black chickens and local pigs... contributing to reducing the rate of poor households from 57 to 49 households. From there, creating motivation for the masses to strive to join the Party.

In Keo Con village, the source of “red seeds” is determined first from the families of party members in the party cell. Typically, the extended family of party member Luong Van Tho currently has 8 party members, including 2 sons, father, siblings, and sister-in-law.

The Party Secretary of Keo Con village, Luong Van Son, who is also the younger brother of Luong Van Tho, said: "In propaganda and mobilization, I and the Party members in the Party cell all determined to help relatives and the masses realize that striving to join the Party is not only to help them become more mature, but also an opportunity to contribute and build a prosperous and peaceful village."

Thanks to the propaganda and mobilization of "real people, real work", Keo Con village Party cell always ensures the annual Party admission target. Currently, the Party cell has 24 Party members.

Discussing the work of training and creating sources for Party development, the Secretary of the Party Committee of Keng Du - Tho Ba Re commune said: The characteristics of the highland area have a 29.909 km long border; adjacent to Bo Nhia village cluster and Huoi Lom village cluster, Noong Het district, Xieng Khouang province (Laos), with a total population of 1,002 households/5,020 people including 2 ethnic groups Thai and Kho Mu living in 10 villages, of which 08 are border villages.

Economic, cultural and social life faces many difficulties, the rate of poor households is high (67.37%), near-poor (19.2%), and customs and practices are still backward.

The Keng Du Commune Party Committee always identifies Party development and fighting against whitewashing of Party cells as one of the key and regular tasks.

From proactively reviewing resources and assigning responsibilities to subordinate Party cells to assigning Standing Committee members, Executive Committee members, cadres and civil servants in the political system to work, "holding hands and showing work" to help Party cell committees in villages and hamlets overcome difficulties, select seeds for training and admitting them into the Party.

Thanks to that, during the 2020-2025 term, the entire Party Committee admitted 58/40 people into the Party (exceeding 18 targets).

Entering the new term, along with the operation of the two-level government, the Keng Du Commune Party Committee set a goal: to recruit 10-15 new party members every year. Sources come from mass organizations, students staying in the locality, demobilized soldiers and police, schools in the area...

To achieve this goal, the Party Committee issued a specialized Resolution on the work of developing Party members. Admission targets were specifically assigned to each Party cell based on the practical situation of each village and hamlet. At the same time, propaganda and political and ideological education work was promoted in conjunction with promoting the exemplary responsibility of Party members, especially leaders.

Thanks to the participation and high determination of the entire political system with many specific solutions, in the first 6 months of 2025, Keng Du Commune Party Committee admitted 14 new party members.

To achieve such results, according to the Secretary of the Party Committee of Keng Du - Tho Ba Re commune, it is impossible not to mention the parallel role of the Border Guard Party members stationed in the area. Not only "eating, living, and working together" with the people, the green-uniformed Party members are also a bridge to bring the light of the Party to the people; supporting and helping the village and hamlet Party cells to train and create new sources of Party members.

A typical example is in Khe Linh village - one of the most remote areas of Keng Du commune, where 60 households and 306 Khmu people live. Roads are difficult to travel, often isolated during the rainy season, and the poverty rate is high. Because the movements and activities in the village are not strong, the work of selecting "seeds" to nurture and create sources for Party development also faces many difficulties. The Party Committee of Keng Du Border Guard Station and the Party Committee of Keng Du commune agreed to send professional military Lieutenant Colonel Vo Cong Bac - Mass Mobilization Team to temporarily operate at Khe Linh Party Cell.

For over two years, every month, Lieutenant Colonel Vo Cong Bac has traveled more than 9km to attend regular meetings with the Khe Linh Party cell. “Because the village does not have a phone signal, when we need to discuss matters or when there are floods, we have to go there to find out the situation, advise the unit and the locality to overcome landslides, and clear the route for people to travel,” Bac shared.

The Border Guard Lieutenant Colonel also said that, along with maintaining order, improving the quality of activities, the quality of building and issuing resolutions, he and the Deputy Commander of the Keng Du Commune Military Command - Luong Van Xom (assigned to concurrently be the Secretary of the Khe Linh Village Party Cell) have accompanied and supported the Party Cell Committee from the training and resource creation stages to the process of making records to admit new Party members.

In particular, focusing on discovering positive factors in production labor, in the mass movement to propagate enlightenment in many forms, through many channels. Thanks to that, from the difficult place, in 2024, Khe Linh Party Cell admitted 2 new party members, Xeo Van Bien (graduated from medical college), and Mong Van Thi (demobilized soldier). In 2025, up to now, the Party Cell has introduced 2 outstanding masses to attend the party sympathy class, Lo Van Nhi (demobilized soldier) and Mong Thi Hom (pedagogical college)...

According to Senior Colonel Nguyen Ngoc Tu - Political Commissar of Keng Du Border Guard Station: Determining the work of building, consolidating and improving the effectiveness of the grassroots political system in border areas is one of the key tasks, the Party Committee of the Station always accompanies and supports local Party Committees in training and creating sources for developing new Party members.

Currently, in addition to 1 comrade assigned to the Commune Party Committee, the unit has assigned 5 border party members to work in 5 border village and hamlet party cells including Khe Linh, Huoi Xui, Quyet Thang, Keng Du, Huoi Cang... contributing to consolidating the grassroots Party organization and building an increasingly strong political system.

Thanks to the methodical and persistent work of the Party Committee, the synchronous participation of the political system, the companionship of the border guards and above all the aspiration of the ethnic people to rise up, the work of developing Party members in the border commune of Keng Du not only ensures quantity but also focuses on quality.

Thereby contributing to strengthening and improving the leadership capacity and fighting strength of grassroots Party organizations, towards the goal of "3 peaces": "peace for the people, peace for the area, peace for the border".
