In order to overcome difficulties in recruiting new Party members, Party committees at all levels in Que Phong district have implemented many comprehensive and practical solutions, both fulfilling the target of admitting new Party members in terms of quantity and ensuring that the membership is deeply rooted and sustainable.

Faced with the reality that many grassroots Party organizations in the district are struggling to meet the targets for developing new Party members as stipulated in Resolution 21/NQ-TW, the Standing Committee of the Que Phong District Party Committee organized a conference on Party member development work at the beginning of 2024 to find solutions to overcome these difficulties.
At this conference, many opinions highlighted that, in addition to the pressure of making a living, the lack of resources also stems from the reluctance of the masses to join the Party.

Therefore, in addition to the review and screening process, Party committees at all levels must strengthen propaganda work, clarify ideology, and form correct motivations for joining the Party among the masses. Because, as President Ho Chi Minh once affirmed, once "ideology is clear, everything will be done well!"
In Hanh Dich border commune, during a conversation, Mr. Ha Van Hoai - one of the three outstanding individuals from Quang Vinh village preparing to join the Party - said: "When the Party branch committee propagated the Party's ideology, I realized that even though I am 50 years old and currently hold the position of head of the security team and deputy village head, I must strive to become a Party member. This is both a way to set an example and an opportunity for me to contribute more and have a stronger voice in resolving people's and village issues."

Or consider the case of Ms. Lu Thi Nhung, a health worker in Na Luom village, Thong Thu commune. Although she had completed the Party membership orientation course and received a positive evaluation from the Na Luom village Party branch, she still had concerns, fearing that joining the Party would restrict her and prevent her from working far from home in the future. Understanding Ms. Nhung's concerns, Party branch secretary Luong Van Nguyen personally met with her, discussed her worries, and helped her complete her application. She has now received her Party membership decision.
In Thong Thu border commune, Comrade Quang Van Thuy - Standing Deputy Secretary of the Commune Party Committee - shared: Every year, the Commune Party Committee assigns targets to each Party branch based on a review of the actual situation, organizes commitment signing, and links it with an assessment of task completion at the end of the year. At the same time, it requires Party branches, during the process of training and monitoring potential Party members, to regularly interact with the masses to understand and promptly address legitimate requests and aspirations, and resolve difficulties, especially in completing the application and procedures for membership consideration… Thanks to this, in the first nine months of 2024, the Commune Party Committee admitted 13 out of 12 comrades, exceeding the target set by the district.

Similarly, in 2023, the Party Committee of Dong Van commune admitted 8 new party members (exceeding the assigned target by 1), and in 2024 it is expected to exceed the target by 2 more members. To achieve this result, the commune's Party Committee directed the village and hamlet Party branches to leverage the role of influential and respected individuals in the work of nurturing potential party members.
In Tuc Pang village, Dong Van commune, Mr. Lang Hong Thang, the head of the Veterans Association and a respected figure in the village, regularly focuses on and combines propaganda work with skillful community mobilization to guide and nurture young people, especially demobilized soldiers, into the Party. For example, after being introduced and guided into the Party by Mr. Thang, Mr. Vi Van Tum has strived to become a police officer and Deputy Head of Tuc Pang village.


To address the difficulties regarding recruitment, the Standing Committee of the Que Phong District Party Committee annually assesses and assigns specific plans and targets to each grassroots Party organization; it also periodically reviews and monitors the situation to provide guidance and promptly resolve obstacles in the process of training and recruiting Party members in the localities and units.
Based on this, subordinate Party committees proactively develop plans, assign tasks and targets to each Party branch, and at the same time direct political and social organizations to mobilize members to participate in emulation movements, thereby identifying positive individuals to be nurtured into the Party.

At the district level, in addition to flexibly opening Party awareness training classes in clusters of communes for units far from the center to facilitate learning, the Standing Committee of the District Party Committee proactively established inspection and supervision teams to monitor the training and enlightenment of outstanding individuals at grassroots Party organizations, especially in remote and disadvantaged areas. At the same time, it required members of the Standing Committee and the District Party Committee in charge of specific areas to pay special attention to the work of creating a pool of potential new Party members, ensuring continuity and preventing the risk of having no grassroots Party branches in these areas.
At the local level, Party committees assign responsibility to cadres and Party members in the commune-level political system to "guide and instruct" village and hamlet Party branches in training and developing potential members, completing procedures and documents for Party membership; promptly consolidating and supplementing Party committee members in branches with personnel changes; and maintaining 100% coverage of village heads and heads of associations and organizations who are Party members.

Many officials and Party members in charge of local areas have demonstrated a high level of dedication and responsibility, effectively supporting village Party branches in developing new Party members. A prime example is Comrade Luong Van Tuan, a member of the Standing Committee of the Party Committee and Vice Chairman of the People's Council of Chau Kim commune, who assisted the Huu Van village Party branch in admitting 3 new Party members in 2023 and 2 new Party members in 2024.
In addition, the Standing Committee of the Que Phong District Party Committee also instructed the Party Committees of communes and towns to register one "Effective Mass Mobilization" model for Party member development. The District Party Committee's Organization Department was specifically responsible for establishing a model "Effective Mass Mobilization" for Party member development at the Que Phong High School Party Branch.

Recognizing this area as having significant potential for Party membership, the District Party Committee's Organizing Department, in coordination with the Political Center and school Party committees, organized Party membership orientation classes specifically for students, with appropriate timeframes and content. For students who are not yet old enough to be admitted, the school Party committees are required to coordinate and recommend them to the Party committees of the communes and towns where they reside, for continued monitoring and assistance in their admission when they meet the requirements.

Along with expanding resources and applying President Ho Chi Minh's teaching, "A living example is worth more than a hundred propaganda speeches," the Party Committee of Que Phong district focuses on promoting the exemplary role of cadres, Party members, and leaders in all areas, especially in economic development and poverty reduction, so that the masses can look to them as role models and be motivated to strive to join the Party.
For example, in the Ang Dua Party Branch, Thong Thu Commune, there were previously two Party member households, Lo Van Nhan and Lang Van Bich, classified as poor. Faced with this reality, the Party branch worked alongside them, contributing labor and resources to support these households in developing economic models to escape poverty. To date, both households have stable incomes. Party member Lo Van Nhan's household, in addition to raising buffaloes and cows and growing cinnamon, also raises fish in four cages. Party member Lang Van Bich's household grows acacia trees, raises five buffaloes and cows, and develops a commercial poultry flock.

"Through these concrete actions, not only do the masses see the solidarity and mutual support of Party members and the role of the Party branch, but Party members themselves also see the value of being in the ranks of the Party," said Comrade Le Duc Hieu, Secretary of the Party branch of Ang Dua village.
In Tien Phong commune, where 135 out of 542 Party members work away from home, to ensure a "source" for Party development, in addition to assigning members of the commune Party Committee to directly oversee and support villages in reviewing potential candidates through grassroots models and movements, the commune Party Committee focuses on directing Party branches to promote the pioneering role of Party members in economic development, ensuring that no Party member is classified as living in poverty.

For example, in Lam Truong village, Party members not only take the lead in building new rural areas but also in sustainable poverty reduction. Currently, there are no Party members in the village who are also poor households; the entire village only has 7 poor households out of 181 households. This is also a unit with stability in Party development work, admitting an average of 1-2 outstanding individuals into the Party each year.
During the exchange, Comrade Nguyen Sy Giai - Secretary of the Party Branch of Lam Truong village - confided: "There's no great 'secret' other than adhering to the motto 'Party members lead the way, the people follow!'" It is known that Comrade Nguyen Sy Giai himself is also a prime example of successful economic development with his VACR (Vegetable, Animal, and Fish) farm model, generating an average income of 200 million VND per year.

Along with the efforts of all levels of government in promoting the potential and strengths of the locality to "retain" young workers, the Standing Committee of the Que Phong District Party Committee also directed Party committees, organizations, and associations to support the development of sustainable economic development models for Party members.
For example, Party member Lo Thanh Luan from Khoanh Do village, Chau Kim commune, received support from the District Farmers' Association to develop black pig and native chicken farming through the model "Effective mass mobilization accompanying Party members in economic development". Party member Vi Van Ky from Cha Lau village, Nam Giai commune, received funding from the District Party Committee's Mass Mobilization Department to pilot deer farming...

In addition to the solutions mentioned above, the Standing Committee of the Que Phong District Party Committee directed grassroots Party organizations to implement the "Four Good Party Branches" and "Five Good Grassroots Party Committees" models to meet the requirements of the tasks in the new situation. Among them, the Party Committee of the Pu Hoat Nature Reserve Management Board, with 4 subordinate Party branches and 58 Party members, was selected by the District Party Committee as a pilot unit for building a "Five Good Party Committee".

Comrade Nguyen Van Sinh - Secretary of the Party Committee and Director of the Pu Hoat Nature Reserve Management Board, said: To realize the policy, the unit's Party Committee has issued an implementation plan with specific criteria (successfully completing political tasks, ensuring good quality of activities, maintaining unity and discipline; building a good team of cadres and Party members...). At the same time, it has directed subordinate Party branches to innovate the content of activities in conjunction with professional tasks; assigned Party committee members to participate in activities with Party groups in remote areas; and focused on the work of developing new Party members based on prioritizing quality.
Besides promoting the sense of responsibility of cadres and Party members in implementing management and protection plans for 82,417.24 hectares of forest and forestry land belonging to special-use and protection forests in one of the three core zones of the West Nghe An World Biosphere Reserve (bordering 73 km of the Vietnam-Laos border, 63 km with Thanh Hoa province, and bordering the two districts of Tuong Duong and Quy Chau), the Party Committee of the Pu Hoat Nature Reserve Management Board effectively maintains the model of accompanying people in forest conservation.
Accordingly, each month, officials, Party members, and employees of the unit contribute 10,000 VND to a savings fund to implement "Effective Mass Mobilization" models that link forest planting and protection with creating livelihoods for the people.

At the Party Branch of Que Phong High School, previously, due to a lack of decisive action from the Party Committee, the results of developing student Party members were not high. "After the District Party Committee held a separate meeting and selected the school's Party branch to build a 'Four Good Party Branch' model, which includes the criterion of developing Party members, the number of students admitted has continuously increased, becoming the leading unit in developing new Party members in the entire district."
"In 2024 alone, up to the end of July, the Party Branch of Que Phong High School has admitted 29 new party members, exceeding the district's target of 6," said Mr. Nguyen Tien Trung, the school's Deputy Principal.
Synchronized, flexible, and practical solutions are yielding positive results for the journey of sowing "red seeds" in the mountainous district of Que Phong. Currently, some Party branches have overcome difficulties in recruiting new Party members. For example, the Tien Phong commune Party committee has met its target (16/16 members) by the end of July 2024; the Chau Kim commune Party committee, which did not meet its target in 2023, has met its target of 10/10 members by the present time in 2024; and the Hanh Dich commune Party committee has met and exceeded its assigned targets for both years (2023-2024).
