Faced with the reality that many grassroots Party organizations in the area have difficulty achieving the target of developing new Party members according to Resolution 21/NQ-TW, at the beginning of 2024, the Standing Committee of Que Phong District Party Committee organized a Conference on Party member development work to find solutions to overcome difficulties.
At this conference, many opinions stated that besides the pressure of making a living, the story of lack of resources also stems from the fear of joining the Party among the masses.
Therefore, in addition to the screening and screening stages, Party committees at all levels must promote propaganda work, clear up ideology, and create the right motivation for the masses to join the Party. Because as President Ho Chi Minh once affirmed, once "ideology is clear, everything will be good"!
In the border commune of Hanh Dich, through discussion, Mr. Ha Van Hoai - one of the three outstanding people of Quang Vinh village who are preparing to join the Party said: When the Party Committee propagated, I realized that, although I am 50 years old but currently holding the role of head of the security team and deputy head of the village, I must strive to become a Party member. That is both an example and an opportunity for me to contribute more, to have more say in solving people's and village's affairs.
Or the case of Ms. Lu Thi Nhung - a medical officer in Na Luom village, Thong Thu commune, although she completed the Party sympathy class and was evaluated by the Na Luom village Party Cell as having strived well, she herself was still hesitant, afraid that joining the Party would be binding, and that she would not be able to work far away in the future... Understanding Ms. Nhung's thoughts, Party Cell Secretary Luong Van Nguyen personally met, discussed, and resolved her concerns, helping Ms. Nhung complete her profile and now she has decided to join the Party.
In the border commune of Thong Thu, comrade Quang Van Thuy - Standing Deputy Secretary of the Commune Party Committee shared: Every year, the Commune Party Committee assigns targets to each Party cell based on a review of the situation, organizes the signing of commitments, and evaluates the level of task completion at the end of the year. At the same time, it requires Party cells in the process of training and monitoring Party development resources to coordinate with organizations and unions to regularly contact the masses to grasp and promptly resolve legitimate recommendations and aspirations, remove difficulties, especially in the stage of completing records and admission procedures... Thanks to that, in the first 9 months of 2024, the Commune Party Committee admitted 13/12 comrades, exceeding the target assigned by the district.
Similarly, in 2023, the Dong Van Commune Party Committee admitted 8 Party members (1 more than the assigned target), and in 2024, it is expected to continue to exceed 2 targets. To achieve this result, the Commune Party Committee oriented the village and hamlet Party cells to promote the role of prestigious people, "tall trees with big shadows" in the work of nurturing resources.
In Tuc Pang village, Dong Van commune, Mr. Lang Hong Thang - Head of the Veterans Association, a prestigious person in the village, regularly pays attention to and combines propaganda work with "skillful mass mobilization" to orient and nurture young people, especially demobilized soldiers, to join the Party. As in the case of Mr. Vi Van Tum, after being introduced and guided into the Party by Mr. Thang, he strived to become a police officer and Deputy of Tuc Pang village.
To overcome difficulties in terms of resources, every year, the Standing Committee of Que Phong District Party Committee evaluates and assigns specific plans and targets to each grassroots Party organization; periodically reviews and grasps the situation to direct and promptly remove obstacles in the training roadmap, creating sources for recruiting Party members in localities and units.
On that basis, the subordinate Party committees proactively develop plans, assign tasks and targets to each Party cell, and at the same time direct political and social organizations to mobilize members and union members to participate in emulation movements, thereby discovering positive factors to foster into the Party.
At the district level, along with the flexibility of opening Party awareness training classes in commune clusters for units far from the center to facilitate learners, the Standing Committee of the District Party Committee proactively established inspection teams to supervise the training and enlightenment of elite masses at grassroots Party organizations, especially in remote areas. At the same time, it requires the Standing Committee members and the District Party Committee in charge of the area to pay special attention to the work of creating sources and developing new Party members to ensure continuity and prevent the risk of re-emptying grassroots Party cells in special areas.
In localities, Party committees assign responsibility to cadres and Party members in the commune-level political system to "hold hands and show work" to guide village and hamlet Party cells in training and creating resources, perfecting procedures and records for Party admission; promptly supplementing Party cell committee members in Party cells with personnel changes; maintaining 100% coverage of village heads, heads of branches and mass organizations as Party members.
Many cadres and party members in charge of the area have promoted their spirit and responsibility, effectively supporting the village and hamlet party cells in creating sources for developing party members. Typically, comrade Luong Van Tuan - Member of the Party Committee Standing Committee, Vice Chairman of the People's Council of Chau Kim commune, supported the Huu Van village party cell to admit 3 party members in 2023 and 2 party members in 2024.
In addition, the Standing Committee of Que Phong District Party Committee also deployed for the Party Committees of communes and towns to register a model of "Skilled Mass Mobilization" in developing Party members. The Organizing Committee of the District Party Committee is responsible for building a model of "Skilled Mass Mobilization" in developing Party members at the Party Cell of Que Phong High School.
Identifying this as an area with a large source of "room", the District Party Committee's Organizing Committee has coordinated with the Political Center and the school's Party Committee to open classes to foster Party sentiment specifically for students with appropriate time and content. For students who are not old enough to be admitted, the school's Party Committee is required to coordinate and introduce them to the Party Committees of the communes and towns where they reside to continue to monitor and help with admission when they are eligible.

Along with solutions to expand resources, applying Uncle Ho's teaching "A living example is worth more than a hundred propaganda speeches", the Que Phong District Party Committee focuses on promoting the exemplary role of cadres, party members, and leaders on all fronts, especially in the fields of economic development and poverty reduction, so that the masses can reflect and have the motivation to strive to join the Party.
For example, in Ang Dua Party Cell, Thong Thu Commune, there were previously two poor households, Lo Van Nhan and Lang Van Bich. Faced with this reality, the Party Cell has accompanied, contributed efforts and resources to support the households in building economic development models to escape poverty. Up to now, both households have had stable incomes, of which, Lo Van Nhan Party Cell, in addition to raising buffaloes, cows, and growing cinnamon, also raises 4 fish cages, while Lang Van Bich Party Cell grows acacia, raises 5 buffaloes, cows and develops a commercial poultry herd.
"From those specific actions, not only do the masses see the solidarity and mutual support of party members and the role of the party cell, but party members themselves also see the value of joining the Party's ranks," said comrade Le Duc Hieu - Secretary of the Ang Dua village party cell.
At the Tien Phong Commune Party Committee, where 135/542 party members work far away, to ensure "sources" for Party development work, in addition to assigning comrades of the Party Committee to be directly responsible for and support villages and hamlets in reviewing factors through models and movements at the grassroots level, the Commune Party Committee focuses on directing party cells to promote the pioneering role of party members in economic development, not allowing party members to be poor households.
For example, in Lam Truong village, party members are not only at the forefront of new rural construction but also at the forefront of sustainable poverty reduction. Currently, there are no party members who are poor households in the village, the whole village has only 7 poor households out of 181 households. This is also a unit with stability in Party development work, on average admitting 1-2 outstanding people into the Party each year.
During the discussion, comrade Nguyen Sy Giai - Secretary of Lam Truong village Party Cell confided: There is no great "secret" other than sticking to the motto "Party members go first, the country follows!". It is known that comrade Nguyen Sy Giai himself is also a typical example of good economic performance with the VACR farm model... giving an average income of 200 million VND/year.
Along with the efforts of authorities at all levels in promoting the potential and strengths of the locality to "retain" young workers, the Standing Committee of Que Phong District Party Committee also directed Party committees, organizations and unions to support the construction of models of party members developing sustainable economy.
Party member Lo Thanh Luan - Khoanh Do village, Chau Kim commune was supported by the District Farmers' Association to develop the breeding of black pigs and native chickens through the model "Skillful mass mobilization accompanies association members who are party members in economic development". Party member Vi Van Ky - Cha Lau village, Nam Giai commune was supported by the District Party Committee's Mass Mobilization Committee with funds to pilot the breeding of spotted deer...
In addition to the above solutions, the Standing Committee of Que Phong District Party Committee directed grassroots Party organizations to deploy the model of "4-good Party Cells" and "5-good Grassroots Party Committees" to meet the requirements of tasks in the new situation. In particular, the Party Committee of Pu Hoat Nature Reserve Management Board with 4 subordinate Party Cells and 58 Party members was selected by the District Party Committee as a model unit to build "5-good Party Committees".
Comrade Nguyen Van Sinh - Party Secretary, Director of Pu Hoat Nature Reserve Management Board said: To realize the policy, the Party Committee of the unit has issued an implementation plan with specific criteria (successfully completing political tasks, ensuring good quality of activities, maintaining solidarity and good discipline; building a team of good cadres and party members...). At the same time, he has directed the subordinate party cells to innovate the content of activities associated with professional tasks; assigning party committee members to participate in activities with Party cells in remote areas; focusing on the development of new party members on the basis of improving quality.
In addition to promoting the sense of responsibility of cadres and party members in implementing management and protection plans for 82,417.24 hectares of forests and forestry land belonging to special-use forests and protective forests in one of the three core zones of the Western Nghe An World Biosphere Reserve (bordering 73 km of the Vietnam - Laos border, 63 km with Thanh Hoa province and bordering two districts of Tuong Duong and Quy Chau), the Party Committee of the Pu Hoat Nature Reserve Management Board effectively maintains the model of accompanying people to protect the forest.
Accordingly, each month, cadres, party members and workers of the unit contribute 10,000 VND to the savings fund to implement "Smart Mass Mobilization" models linking forest planting and protection with creating livelihoods for people.
At the Que Phong High School Party Cell, in the past, due to the lack of determination of the Party Committee, the work of developing student Party members did not yield high results. “After the District Party Committee had a separate meeting and selected the school Party Cell to build the model of “4 Good Party Cell”, which included criteria for developing Party members, the number of admitted students continuously increased, becoming the leading unit in developing new Party members in the whole district.
In 2024 alone, by the end of July, Que Phong High School Party Cell had admitted 29 new party members/the district's target was 6", said Mr. Nguyen Tien Trung - Vice Principal of the school.
Synchronous, flexible, and practical solutions are bringing positive signals to the journey of sowing "red seeds" in the mountainous district of Que Phong. Currently, a number of Party organizations have overcome difficulties in creating sources of Party members. Typically, the Tien Phong Commune Party Committee has admitted enough members (16/16 party members) by the end of July 2024; the Chau Kim Commune Party Committee did not meet its target in 2023, but from 2024 to present, it has admitted enough members (10/10); the Hanh Dich Commune Party Committee has met and exceeded its assigned targets in 2 years (2023-2024).
