On the morning of June 14, at the National Training Conference on the organization and operation of Party organizations, government, Fatherland Front, and political organizations at the commune level (new), comrade Nguyen Thi Thu Ha - Member of the Party Central Committee, Permanent Deputy Secretary of the Party Committee of the Fatherland Front, Central organizations introduced the topic: Organization and operation of the Fatherland Front and political organizations at the commune level (new).
Accordingly, at the commune level, a Vietnam Fatherland Front agency at the commune level will be established, including a Chairman, Vice Chairman, and assisting civil servants.
The Standing Committee of the grassroots Party Committee will issue decisions on functions, tasks and organizational structure.
Each commune is expected to have 8-10 staff, including the Standing Committee and supporting civil servants.
The Vietnam Fatherland Front Congress at the commune level will consult and elect the Vietnam Fatherland Front Committee at the commune level, with an expected number of 50 to 70 members. On that basis, the Vietnam Fatherland Front Committee at the commune level will consult and elect the Standing Committee consisting of:
The Chairman (in charge of all activities of the Standing Committee) and Vice Chairmen, concurrently holding the following positions: Secretary of the Youth Union, President of the Women's Union, President of the Veterans Association, President of the Farmers' Association (if any), or President of the Trade Union (if any); in which 1 comrade from the heads of socio-political organizations is assigned to be the Standing Vice Chairman of the Fatherland Front at the commune level.

Vice Chairmen must undertake the task of monitoring, urging, and directing the work of gathering other social classes and strata in society or according to their areas of operation.
In places where there are still objects of gathering, but there is no corresponding organization (for example: some wards do not have a Farmers' Association but still have farmers, some communes do not have a trade union but have businesses and workers operating), the Vietnam Fatherland Front will take the lead in having appropriate forms of gathering and mobilizing.
The Front Working Committee is established at the grassroots level (currently hamlets, villages, hamlets, villages, residential groups, neighborhoods, blocks... collectively referred to as residential areas).
Each Committee has about 9 - 11 people; the structure includes the Head of the Committee, Deputy Head of the Committee and members; including a number of members of the Vietnam Fatherland Front Committee at the grassroots level residing in residential areas; representatives of the Party Committee; heads of mass organizations (Elderly, Veterans, Farmers, Women, Youth Union, Red Cross...); a number of representatives from different walks of life, ethnic groups and religions.

According to the current plan to organize grassroots administrative units, the grassroots area will be larger. In order to propagate, mobilize, gather and unite people of all walks of life, it is necessary to invest and further strengthen the consolidation and improvement of the quality of the Front Work Committee in residential areas in the direction of ensuring representation, strength and stable operation.
Accordingly, each Front Working Committee will be arranged and restructured to have a Head and 1 to 2 Deputy Heads. Only the Head will receive remuneration from the state budget; other members will be considered for specific support from the local budget.
