Making the supervision activities of the Provincial People's Council more effective

Carefully select the content to monitor

Comrade Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, affirmed: Supervision is one of the important functions, affirming the "weight" of People's Councils at all levels. And the goal of supervision is to monitor, review and evaluate the implementation of policies, laws of the State at all levels, how they are "permeated" and "permeated" in practice, thereby proposing solutions and measures to promote or remove difficulties and obstacles. Therefore, the selection of supervision content is always carefully considered by the Standing Committee and the People's Council Committees, not avoiding difficult or sensitive issues. Along with that is the selection of appropriate forms of supervision, which content is included in the questioning sessions at the Provincial People's Council meetings, which content is included in the explanation sessions at the Provincial People's Council Standing Committee meetings and which content is organized for thematic supervision or regular supervision.

Accordingly, many topical issues of the province or pressing issues in social life were supervised by the Standing Committee and Committees of the Provincial People's Council. Notably, there were thematic supervisions on the management and implementation of a number of urban land projects; compliance with the law on environmental protection, occupational safety and hygiene and policies for workers; implementation of national criteria for new rural construction in the province; results of implementation of a number of basic construction investment projects using the state budget; effectiveness of cooperative activities in the province; implementation of planning, results and effectiveness of construction of hydropower projects; budget management and collection; organization of apparatus and payroll, labor contracts in state administrative agencies, public service units in the province...

The Standing Committee of the Provincial People's Council also conducted supervision through the explanation session at the meetings of the Standing Committee of the Provincial People's Council focusing on "hot" issues, such as the issuance of land use right certificates; the situation of sand and gravel exploitation; solving "post-" problems of hydropower projects; fire prevention and fighting... The contents were supervised through questioning, such as inadequacies in land management; limitations in the protection, care and education of children; implementation of policies for people with meritorious services; ethnic policies...

The thematic supervisions are not just "desk" work but have gone directly to the grassroots and the people.

Along with choosing the right content and appropriate form of supervision, during the supervision process, the Provincial People's Council invited experts in each field, supervision content and related agencies such as the State Audit and representatives of the Standing Committee of the District People's Council. Along with that, in the thematic supervision sessions, not only were there "desk" meetings but also went directly to the grassroots, families and people. The supervision contents through questioning and explaining were all organized with field surveys in advance, and at the same time, carefully studied the current documents related to the fields and contents being supervised.

By doing so, the Provincial People's Council has grasped thoroughly, thoroughly and clearly the issues being supervised; easily detected existing problems, shortcomings and obstacles to make accurate, correct and convincing proposals to relevant levels and sectors. In particular, the Standing Committee of the Provincial People's Council assigned the Committees and the Office of the Provincial People's Council to monitor and urge the settlement of recommendations and proposals after supervision, after questioning and after explanation to improve the effectiveness of supervision.

With the systematic organization of monitoring activities, many urgent and prominent issues in the province have been gradually resolved.

Public opinion has noted that recently, illegal sand and gravel mining in localities has decreased significantly. The planning and development of hydropower projects has also been carefully considered by the province, including removing a number of projects from the planning and revoking the investment certificate for the Xop Coc hydropower project (Tuong Duong district); associated with reforestation to replace 100% of the converted area for hydropower project construction; the "post-" problems of hydropower projects are also being gradually resolved. Or on the basis of the recommendations of the Provincial People's Council through monitoring the management and implementation of a number of urban land projects, the Provincial People's Committee has established inspection teams and inspected 87 real estate and housing projects, of which 9 projects have been revoked and terminated, and some shortcomings and weaknesses in construction quality have also been overcome by investors.

The Provincial People's Committee has also directed the Tax Department to inspect, examine, and prevent tax losses. As a result, by June 10, 2019, Nghe An Tax Department has inspected 14 units and concluded that 13 enterprises have requested to collect nearly 21 billion VND in tax arrears. Based on the recommendation of the Provincial People's Council through monitoring the implementation of the criteria for building new rural areas, the Provincial People's Committee directed all levels and sectors to review and simultaneously deploy measures to handle outstanding debts in building new rural areas; at the same time, focusing on directing the implementation of criteria on the environment, production organization, and increasing people's income...

Issues raised

Although the monitoring content has covered many thorny issues of social life; however, according to Deputy Head of the Provincial People's Council's Legal Committee Thai Thi An Chung, the monitoring activities in the past have not focused on monitoring the implementation results of the Resolutions issued by the Provincial People's Council to evaluate the effectiveness in practice and propose amendments and supplements. Therefore, in the coming time, the Legal Committee will advise and propose the Standing Committee of the Provincial People's Council to strengthen the monitoring of issued resolutions, especially resolutions related to policy mechanisms, thereby reviewing and re-evaluating which policies are necessary and which policies are not, in order to replace and supplement them, to meet development requirements as well as to solve difficult problems that arise in practice.

In addition, through examining the reports of the Provincial People's Committee on the implementation of recommendations and proposals after supervision of the People's Council, the Standing Committee and the Provincial People's Council committees, the issue raised by the Provincial People's Council delegates is that there are recommendations and proposals that have not been resolved or have not been satisfactorily resolved, affecting the supervision effectiveness of the Provincial People's Council in particular and affecting the effectiveness and efficiency of state management in general on the supervised issues, reducing people's trust in the government.

From that reality, according to Vice Chairwoman of the Provincial People's Council Cao Thi Hien, in order for the supervision activities of the Provincial People's Council to be more effective, in addition to continuing to do well in the stages of selecting content, innovating methods and ways of supervision; the Provincial People's Council will strengthen monitoring and urging the settlement of opinions and recommendations after supervision, questioning and explaining, associated with strengthening re-supervision, questioning and explaining the contents that the subjects of supervision have not implemented or have not implemented as required; at the same time, recommend the Provincial People's Committee to evaluate, review and clarify the responsibilities of sectors and localities that have not seriously implemented the recommendations after supervision of the Provincial People's Council, Standing Committee and Committees of the Provincial People's Council.
