Mr. Hoang is one of four victims from Nghe An who are believed to have died in Chinese waters while trying to cross the border to Taiwan nearly 3 months ago. Previously, the ashes of Mr. Le Dinh Hieu (Trang Son commune, Do Luong) and Mr. Ho Duc Tien (Quynh Long commune, Quynh Luu) were handed over to their families for burial.

As for victim Nguyen Phuc Toan (Van Thanh commune, Yen Thanh), authorities are still waiting for DNA samples from relatives to identify the body.

Previously, on June 30, the Vietnamese Consulate General in Guangzhou also issued an import permit for the ashes of Mr. Dao Sy Hung (28 years old, residing in Ky Giang commune, Ky Anh district, Ha Tinh), according to the request of Mr. Dao Huu Thien (48 years old, Mr. Hung's father).

According to the embassy, Mr. Hung was found dead on April 18, in Zhuhai city, Guangdong province (China), due to an accident at sea.

On the afternoon of July 6, Hung's ashes arrived home. Hung is believed to be a victim traveling with 4 workers from Nghe An. Hung's father said that in early 2017, his son was introduced by friends to a broker named Minh Den (living in Luc Ngan district, Bac Giang province) to help him with the procedures to go to China and then by sea to Taiwan at a cost of 40 million VND.

At the end of February, Mr. Hung and a friend in Thach Ha district (Ha Tinh) took a bus to the broker's house in Bac Giang province with many other people from Nghe An, Quang Binh, Quang Tri, Hai Phong... to gather, and after everyone was there, they would leave for China. When they arrived in China, Mr. Hung called to inform that on March 31, he would board a boat to cross the border to Taiwan. However, his family did not receive any contact after that.

In mid-June, a resident of Quang Binh, upon hearing news of a relative’s accident, went to China to claim the bodies and took photos of other victims and their children. He then posted the victims’ photos on Facebook to ask for help in finding his relatives. According to Mr. Thien, a family in Bac Giang said that when their daughter boarded the ship on March 31, she made a video call to her lover and said that there were 21 Vietnamese people on board.
