Rely on the People to do well the Party's personnel work

Since the Party was founded, our Party and beloved Uncle Ho have been especiallyattention to personnel work, a decisive factor contributing to the revolutionary cause, bringing the country to development and achieving many great achievements of historical significance.

The people are a great force, present in every region of the country, in every field of social life, and there are few negative incidents involving officials that escape the eyes and ears of the people. The people require officials, especially the team of leaders and managers in the entire political system, to constantly grasp the people's hearts, distinguish and analyze what is the legitimate will of the people, what the people need, and what is supported by the people.

Previously, there were a number of Party organizations, authorities, and leaders who rarely listened to and accepted the people's constructive comments on personnel work. Many pressing cases were reported by the people and reported by the press, but were slow to be handled or not handled seriously. A typical example is the case of the "Duong Nhue" criminal gang that has been operating for decades, especially in the period 2012-2019. People reported and denounced that officials covered up and protected them, but local Party committees and authorities did not fully clarify their responsibilities. The "Vu Nhom" case, Thu Thiem, 12 major loss-making cases of the Industry and Trade sector, and the promotion and appointment of relatives in this or that province, etc. related to the responsibility of officials were all reported early by public opinion. If the authorities grasp the people's hearts and public opinion correctly to promptly handle officials who violate the law, economic and social losses will be less, especially the reputation and trust of the people in the Party organization and the government will be better. Although the Party and the State have issued many documents with strict leadership and direction onpersonnel work, but some officials still violate the law by "campaigning" for votes, nominations for planning, promotions, and running for positions and power.

To organize the implementation of the Resolution of the 13th National Party Congress into the reality of Party building work in general and cadre work in particular, it is necessary to synchronously implement many solutions. First of all, Party committees at all levels must lead media agencies to continue to propagate and disseminate resolutions, decisions and regulations of the Party on cadre work such as Resolution No. 26-NQ/TW dated May 19, 2018 of the Central Executive Committee (12th tenure) on "focusing on building a contingent of cadres at all levels, especially strategic-level cadres with sufficient qualities, capacity and prestige, equal to the task", Regulation No. 205-QD/TW dated September 23, 2019 of the Politburo on "controlling power in cadre work and fighting for positions and power",... especially the content of the Resolution of the 13th National Party Congress on cadre work, in order to change the awareness and responsibility of each citizen in contributing to the construction of the Party's cadre work. The Central Committee promptly led the State to continue institutionalizing the Party's new viewpoints and guidelines in the 13th National Congress Resolution into legal documents, serving as a basis for organizations in the entire political system and the entire population to implement.

Specifically, the motto is "people know, people discuss, people do, people inspect, people supervise, people benefit", "mechanism for people to participate in Party building, building a clean and strong political system, building a contingent of cadres" and "breakthrough mechanism to attract and use talents". Party committees at all levels lead the Vietnam Fatherland Front and socio-political organizations to promote their roles and positions according to Party regulations and issued legal documents to effectively perform the task of supervising cadres in the coming time.

In order to create conditions for the People to participate in building and supervising cadres, Party committees at all levels must have appropriate forms to publicly plan and evaluate and comment on leaders and managers, first of all the heads of sectors and levels.

At the same time, strictly handle and discipline organizations and individuals who violate the Party and State's regulations on personnel work. In the context of developing a market economy and international integration in the direction of socialism, Party committees at all levels must pay more attention to leading functional agencies to promptly and objectively collect constructive opinions on personnel work from the people.

On that basis, assign an agency to be the focal point for statistics, synthesis, and scientific analysis (excluding opinions that take advantage of democracy to reflect false truths) to advise the Party Committee to lead and direct personnel issues in accordance with "the Party's will and the People's heart".

A nation of nearly 100 million people, with a tradition of ardent patriotism, trust in the Party's leadership, and are willing to follow, protect, and build the Party, therefore, if the people's right to mastery in discovering and recommending virtuous and talented people and supervising cadres and Party members is promoted well, the people will certainly make many important contributions to the Party's cadre work.
