Germany no longer sees Russia as a partner
For the first time since 2006, the German government is preparing to update its “White Paper,” the guiding document on the state’s national security policy. Notably, in this book, Moscow is no longer considered a “partner” as before, but an “adversary,” as Die Welt reports.

In the opinion of the authors of the document, Russia is blurring the line between war and peace.
"Moscow is promoting its own interests by force and arbitrarily changing the legal borders guaranteed by international law, and thus constitutes a threat to the world order in Europe that has emerged after the end of the 'Cold War,'" the guide said.
The White Paper also says that Russia is "turning its back on the West, strengthening its competitive strategy and stepping up military activity on the external borders of the European Union."
In total, the document lists 10 threats to Germany, including international terrorism, extreme nationalism, migration and the risk of disease due to population growth.
