Stop issuing registration certificates for cars that do not meet emission standards from January 1, 2018

The Vietnam Register has just issued an official dispatch requesting automobile manufacturing and assembly facilities and automobile importing enterprises to strictly implement the roadmap for applying emission standards for automobiles according to Decision No. 49/2011/QD-TTg of the Prime Minister.

Review all plans for production, assembly, and import of cars using level 2 diesel engines and ensure that they are imported, produced, assembled, shipped, and put on the market before December 31, 2017. After this date, if not completed, there must be a plan for re-export or export.

In particular, from January 1, 2018, the Vietnam Register will stop all registration procedures and issue factory quality inspection certificates for diesel-powered cars that do not meet the emission standards prescribed in Decision No. 49/2011/QD-TTg of the Prime Minister.

Urgently review the plan for production, assembly and import of automobiles to ensure the roadmap for applying emission standards.

Previously, according to the Ministry of Transport, through reviewing and synthesizing reports on automobile production, assembly and import plans of enterprises, by December 2017, 47 enterprises continued to develop plans to import and produce cars using diesel fuel with emission standards level 2.

To ensure strict implementation of the roadmap for applying level 4 emission standards for automobiles, the Ministry of Transport has issued a document requesting the Vietnam Register to urgently organize the implementation of registration procedures for enterprises importing, manufacturing and assembling automobiles using diesel fuel according to regulations.

At the same time, compare the import and production plans of diesel-fueled cars of each enterprise to synthesize and report to the Ministry before the 30th of each month the results of inspection and launch of diesel-fueled cars of each enterprise according to each vehicle type and promptly propose and recommend solutions, take measures to simplify procedures, prioritize, shorten inspection and testing time, create conditions for enterprises to produce and launch products to the market before December 31, 2017 according to the direction of the Prime Minister.
