Nearly 12,000 people 'score' public administrative services

To determine the Satisfaction Index on Administrative Services in 2015 nationwide from January 1, 2014 to June 30, 2015, the Ministry of Home Affairs surveyed 15,120 ballots to ask for people's opinions. The total number of valid ballots collected was 11,873, reaching 78.53%.

The survey was conducted in 108 communes, wards and towns in 36 districts, towns and cities in 10 provinces and cities nationwide selected for the survey, including: Hanoi, Ho Chi Minh City, Quang Ninh, Lai Chau, Hung Yen, Ha Tinh, Da Nang, Dak Lak, Tay Ninh and Ca Mau. 6 administrative procedures were consulted with the people, including: granting of Identity Cards, Land Use Rights Certificates, Housing Construction Permits, Marriage Registration Certificates, Birth Certificates and Authentication.

The 2015 administrative service satisfaction index was surveyed on 4 criteria: service access, satisfaction with service access, administrative procedures, civil servant service, and administrative procedure settlement results, and all had specific results.

The survey shows that 60-70% of respondents said that finding information about services is convenient and easy; 30-44% said it is normal, showing that accessing information about handling procedures of administrative agencies is not really easy and convenient for people. Notably, people said that the higher the level, the more difficult it is for people to access information.

Regarding the criteria of modernity of equipment at the administrative procedure site, over 50% of opinions said that it was modern, showing efforts to improve the quality of offices. The percentage of people surveyed who felt satisfied with the service of civil servants was from 75-87%, in which people were least satisfied when doing procedures for land use right certificates and most satisfied when doing procedures for marriage registration.

The quality of public service is not rated very highly, but people can easily feel satisfied with the service of public servants, just like being satisfied with access to information.

“People being satisfied with the service of civil servants does not mean that people think that the quality of communication, service and professional capacity of civil servants are good enough.
