According to the report, in the first phase of 2016, one ministry and 13 provinces and cities nationwide requested the reduction of personnel, with a total of 5,433 people to be laid off.

According to the Government's report on practicing thrift and combating waste in the organization, management, and use of labor in the state sector, recently presented to the National Assembly Standing Committee, in the past year, adhering to the orientation and viewpoints on streamlining personnel and restructuring the workforce of officials, civil servants, and public employees to ensure efficiency and effectiveness, the Government has focused on directing all levels and sectors to continue improving policies and institutions on organizational structures from the central to local levels.

In 2015, the Government submitted to the National Assembly for approval the Law on Government Organization and the Law on Local Government Organization, which clarified the tasks and powers of local governments at all levels based on the delineation of authority between central and local state agencies, as well as clearly defining the tasks, powers, and responsibilities between the Government, the Prime Minister, and Ministers and heads of ministerial-level agencies, and the functions and scope of management between ministries and ministerial-level agencies; ensuring reasonable decentralization and delegation of power between the Government and local governments, guaranteeing the unified management authority of the Government and promoting the initiative, creativity, and self-responsibility of local governments; creating conditions for transparency in the organization and operation of local governments, making the administrative apparatus streamlined, dynamic, effective, and efficient, contributing positively to the practice of thrift and combating waste.

On November 23, 2015, the Prime Minister issued a decision approving the staffing quota for civil servants receiving salaries from the state budget in state administrative agencies and the staffing quota for specialized associations operating nationwide in 2016. Accordingly, the total staffing quota for civil servants receiving salaries from the state budget in 2016 for state administrative agencies and organizations and Vietnamese representative agencies abroad (excluding civil servants of the Ministry of Public Security, the Ministry of National Defense, civil servants in public service units and civil servants at the commune level) is 272,952 positions; the total staffing quota for specialized associations is 686 positions.

Based on this, ministries, departments, and localities have reviewed and reorganized existing staffing levels according to job positions, adjusted staffing from areas with surplus to areas with shortages, and proposed solutions for the surplus of officials, civil servants, and public employees after reorganization in accordance with regulations, ensuring that the total number of officials, civil servants, and public employees does not increase.

According to the report, by 2015, 14 ministries and agencies, and 32 provinces and centrally-administered cities had implemented staff reduction in 2015, and 1 ministry and agency, and 13 provinces and cities had requested staff reduction in the first phase of 2016, with a total of 5,433 people subject to reduction.

To further improve the effectiveness of managing cadres, civil servants, and public employees, in 2015 the Government directed all levels and sectors to accelerate reforms of the civil service system and achieved important results such as: The recruitment, utilization, and management of cadres, civil servants, and public employees have been organized and implemented strictly, in accordance with the procedures and regulations of the law; the pilot program for competitive examinations for leadership and management positions has initially shown positive results; Several ministries, sectors, and localities have promoted the application of online examination software in the recruitment and promotion of civil servants and public employees, with many innovations in question design and assessment content, focusing on testing the competence and skills of civil servants, and implementing many measures to prevent corruption, thereby ensuring the selection of individuals with sufficient qualities, qualifications, and abilities for recruitment into the civil service, which has been highly appreciated by the public (such as Hanoi, Hai Phong, Khanh Hoa, Ho Chi Minh City, Tra Vinh, Tuyen Quang, Thai Binh, Thanh Hoa, and the Ministry of Finance, Ho Chi Minh National Political Academy...).

According to the Government report, the development of the Job Position Scheme and the structure of civil servant ranks in state administrative agencies, as well as the structure of professional titles for public employees in public service units, has been a focus of efforts by ministries, sectors, and localities.

"As of 2015, 63 out of 63 provinces and centrally-administered cities (100%) and 23 out of 33 ministries and sectors (70%) had completed the development of job position identification schemes. In addition, many localities have approved and implemented other schemes such as: human resource training, talent attraction, building a team of leading experts and skilled professionals; regulations on postgraduate training policies, talent attraction, and attracting highly qualified university graduates to work in the localities... thereby gradually improving the quality of cadres, civil servants, and public employees, and enhancing work efficiency," according to the Government's report.
