PV:It is known that Pa Kim is a Thai village that has achieved many outstanding achievements in Party building and government building; as the "locomotive" of the village, can you share about these achievements?

Mr. Le Van Dai:Pa Kim is a village located in the center of Hanh Dich commune, with a natural area of ​​98.23 hectares, mainly rocky slopes, little cultivated land, the total agricultural land area is 9.6 hectares. The whole village has 39 households with 178 people.

Over the past years, with the attention of the Party Committee and local authorities, the Pa Kim village Party Cell has promoted its role as the political "nucleus" in the village, leading and directing the people to effectively implement the Party's policies and guidelines, and programs and projects invested in and built by the State.

Economically, the Party cell and the Village Management Board have led the people to successfully build models such as passion fruit, tomatoes, etc., which bring higher income than other crops.

The average total rice cultivation area for the whole year reached 14.16%, the average yield for the years reached: 5.5 tons/ha, the average food output reached: 466 kg/person/year, exceeding the target compared to the resolution plan set by the Party cell.

Livestock and poultry farming is maintained and developed every year. Currently, the whole village has a total herd of 72 livestock and 1,816 poultry.

In the village, 33/39 households have achieved the title of Cultural Family; 22/39 households have achieved the title of Sports Family; the unit has had no social evils or law violators for many consecutive years and has been commended by superiors.

The education of children in the village is always taken care of and has positive changes (100% of students go to school from kindergarten to junior high school, 4 children in the village are studying at university.

Pa Kim is also the unit chosen by the Party Committee and the government of Hanh Dich commune to build a new rural area of ​​the commune and has been recognized as a cultural village...

PV:So, could you please tell us what good methods and valuable experiences the Party Committee and the individual "prisoners" have had to achieve this outstanding result?

Mr. Le Van Dai:If we want the village to develop, not only must the Party cell be strong, but the Village Management Board and mass organizations must also be strong. This is also the reason why the village has been determined to build a clean and strong political system over the past many years.

In addition, the transparency of information about contributions, regimes and policies related to people's interests; promoting democracy, and implementing the motto "people know, people discuss, people do, people inspect" also creates trust and support among people for the policies and guidelines of the Party cell and the plans of the village.

In addition to the resolutions issued by the Party cell that are closely following the reality, in managing and operating general work, the Village Management Board has adhered to the regulations in the village covenants and conventions; promptly encouraged and motivated groups and individuals to perform well and severely criticized cases of violating the village covenants and conventions. This is also one of the solutions to create consensus and unity in the community.

For example, to keep the village for 21 consecutive years without a third child, in addition to doing a good job of propaganda and mobilization, the village regularly checks for at-risk subjects, organizes people to sign commitments, the Village Management Board and organizations always encourage and reward both materially and spiritually couples with progressive thinking, especially couples with 2 daughters but still comply well, raise healthy children, and teach good children. Or timely commendation of exemplary families and clans in preventing social evils and promoting education is also a "trick" to create a competitive movement among the people.

As for the village leader, in addition to enthusiasm, dedication and sacrifice, it is also required to always promote the spirit of daring to think, daring to do, daring to take responsibility, being close to the people, respecting the people, "trying to do whatever is beneficial to the people, no matter how small, and trying to avoid whatever is harmful to the people, no matter how small".

In addition, the leader (party cell secretary, village chief) must also have good mass mobilization methods, because if he cannot build trust and support from the people, it will be very difficult to complete the assigned tasks well.

PV:Currently, many villages are facing difficulties in party development work, but Pa Kim Party Cell still meets and exceeds its annual targets. So what is the "key" to this problem, sir?

Mr. Le Van Dai:The Pa Kim village Party cell currently has 19 party members, on average each year the cell admits 1-2 new party members; the source is mainly from the youth. To admit party members, it is necessary to first direct the mass organizations to operate actively, thereby creating an environment to discover and nurture positive factors, create a source of new party members; assign experienced, prestigious, and qualified party members to help and support outstanding masses to join the party; and associate with the annual classification of party members. If in the past, the masses sought out the party organization, now the party organization must proactively seek sources from the masses.

The Party cell secretary and comrades in the Party committee personally attended the activities of the village youth union to promptly encourage and motivate the young generation to strive to join the Party.

In addition, cadres and party members always encourage their children and relatives to promote family traditions and participate in building villages, building a strong party and government. Currently, in the party cell, there are many families with 2-4 party members such as the families of Mr. Vi Van Bao, Lo Hai Nam, Le Van Dai...

After being admitted to the Party, all Party members are given opportunities by the Party cell and the Village Management Board to participate in community work in the village. Currently, the village chief, the village youth union secretary, and most of the heads of the village's mass organizations are Party members.

In 2017, Pa Kim Party Cell officially transferred the party membership to 1 comrade, prepared to admit 1 female party member, comrade Lo Thi Hong - Village Health Officer, and had 3 outstanding people of the age group attend the party sympathy class...

With my experience as a village party cell secretary since 2005, I think that rejuvenating the party members, especially the village party cell committee, is a difficult problem, but we must still be determined to overcome the situation of "old bamboo but young shoots have not yet grown", improve capacity and fighting spirit, and create a long-term source of cadres for the current village party cell.
