Impersonating the Provincial Chairman, asking the District Chairman to transfer 200 million VND

Thua Thien Hue Provincial Police are consolidating the case file to handle Dang Quang Thong (31 years old), residing in Cat Tien district, Lam Dong province, to investigate the act of fraud and property appropriation.

Previously, at the end of November 2019, in Thua Thien Hue province, there were continuous calls from the subscriber number 0969218400 to the phone number of the Chairman of the People's Committee of Nam Dong mountainous district.

The caller claimed to be the Chairman of the People's Committee of Thua Thien Hue province and asked the Chairman of the People's Committee of Nam Dong district to transfer 200 million VND as a gift for guests of a central agency.

With the same phone number, the subject also texted the Chairman of Phong Dien District People's Committee, claiming to be the Chairman of Thua Thien Hue Provincial People's Committee and asked to prepare gifts to send to guests.

The subject requested to transfer money to account 048100079xxxx of a bank.

Upon receiving the report, the Criminal Police Department - Thua Thien Hue Provincial Police coordinated with the police of the southern provinces and cities to determine the exact location and information of the subject. By June 10, 2020, the Criminal Police Department had clarified the subject's background as Dang Quang Thong.

At this time, Thong was prosecuted and temporarily detained by Dong Xoai City Police for impersonating an Inspector of the State Bank of Vietnam to defraud and appropriate 50 million VND from the Director of the State Bank of Binh Phuoc Province.

According to Thong's statement, on the way from Bien Hoa city to Dak Lak province to visit his child, Thong stopped at a roadside grocery store to buy a phone SIM card, then returned to Binh Phuoc.

Through reading the newspaper, Thong knew that the Chairman of the People's Committee of Thua Thien Hue province often came to work with leaders of the districts, so the subject had the idea of ​​impersonating the provincial chairman to call and ask some leaders of the district People's Committees to transfer money.

Through further investigation, Thong also confessed that he had impersonated the Minister of Agriculture and Rural Development to text the Director of the Department of Agriculture and Rural Development of Thua Thien Hue province to request a money transfer but was unsuccessful.
