Solutions to improve the quality of the political system in Thanh Chuong

Highlighting the role of the grassroots

In 2005, in Hamlet 2, Thanh Phong Commune, the number of local party members was low, so the Commune Party Committee had to increase the number of party members in activities to ensure the required number and enhance the leadership role of the Party cell, focusing on developing party members.

Along with focusing on developing party members (currently the Party cell has 23 members), the Party Cell and Party Committee of Hamlet 2, Thanh Phong Commune (Thanh Chuong) focus on improving leadership capacity. According to comrade Phan Van Ty - Secretary of the Party Cell, at each time, the Party Cell clearly identifies key tasks to issue resolutions; clearly assigns tasks to each Party Cell member and Party member, and implements a number of specific models for dissemination. As in the current advanced new rural construction, the Party Cell undertakes 2 tasks: purchasing, interior decoration, internal institutions and paving the yard of the cultural house. Each Party member and the heads of the self-managed groups propagate and mobilize the people. The roles and responsibilities of the management board and the Fatherland Front, and hamlet organizations are specified to join hands for the common movement.

In Thanh Phong commune, there are 7 hamlets. According to comrade Phan Manh Hung - Secretary of the commune Party Committee, after the merger, the activities of the hamlets are more difficult and arduous due to the increased population and large area. To ensure that the political system in the hamlets operates effectively, in conjunction with the consolidation and selection of enthusiastic, highly responsible and prestigious people to participate in the work in the hamlets; the Party Committee, the government, the Fatherland Front and mass organizations at the commune level increase the number of cadres and civil servants in the hamlets to direct and guide. In case of any problems, the key leaders themselves directly direct and resolve them.

Every year, the commune organizes training and professional guidance for hamlet cadres; maintains the activities of 62 self-management groups, organizes movements in each residential cluster to bring high efficiency. At the commune level, the focus is on training and fostering cadres and civil servants in conjunction with strictly implementing the regulations, rules, and internal rules of the agency; strengthens inspection, supervision, and urging the implementation of tasks of organizations, cadres, and civil servants.

For Thanh Lam commune, according to comrade Dinh Van Binh - Secretary of the Commune Party Committee, the important thing is to train, plan, arrange and assign cadres in accordance with their qualifications, strengths and planning. This is an important factor in creating solidarity, unity, consensus, unanimity, promoting collective intelligence in leading the local movement. The Party organization in Thanh Lam always clearly demonstrates its comprehensive and absolute leadership role.

To do this, at the beginning of the term, the Party Committee develops regulations and strictly implements them. Every year and every month, the Party Committee and Party Cell issue resolutions that closely follow key tasks to focus on leadership and direction. The government, the Fatherland Front and mass organizations play a role in advising on the contents that the Party Committee needs to focus on leading and directing as well as the role of organizing implementation in practice.

This approach contributes to improving the capacity of leadership, direction and organization of movements in each hamlet, creating common development for the locality. In 2021, despite the complicated developments of the Covid-19 pandemic, Thanh Lam still propagated and mobilized people to support more than 10 billion VND to build new rural areas, including nearly 11 km of concrete roads; 6/6 hamlets have closed lighting systems.

Many effective solutions

A strong political system is demonstrated by the effectiveness of local movements. In practice in Thanh Chuong, wherever there is interest in building the political system, the movement develops and vice versa.

Comrade Nguyen Trong Anh - Head of the District Party Committee's Organization Board said: The hamlet level is the "extended arm" of the commune level; it is the place that directly implements policies and all difficulties and problems also originate from here. Therefore, the district takes special care of the hamlet level with many solutions. The focus is on directing the grassroots Party Committee to promote the development of Party members, supplementing resources for Party cells, in which attention is paid to the development of Party members who are hamlet chiefs (currently, 198/234 hamlet chiefs are Party members, accounting for 84.6%).

Building a quality team of Party cells, management boards, Fatherland Front, and hamlet organizations; implementing concurrent arrangements to reduce the number of employees, increase allowances, and increase responsibility. The district directs the serious implementation of Regulation 08 of the Provincial Party Committee Standing Committee on evaluating the quality of Party cell activities, thereby improving the capacity of each Party cell secretary, the responsibility of Party members, and the monthly resolutions issued by the Party cell to be more systematic and of higher quality...

At the commune level, in addition to the responsibility of training, fostering, arranging, evaluating, and classifying grassroots cadres and civil servants, the district rotates, transfers, and replaces leading cadres in communes with weak movements or those with low internal consensus. Thanh Chuong maintains 9 grassroots steering groups, responsible to the Standing Committee and the District Party Committee Executive Committee for movements and shortcomings and limitations in the assigned localities. The District Party Committee Standing Committee organizes meetings with the Party Committee Executive Committees of communes with stagnant movements or those with low internal consensus to find solutions.

In 2021, the Standing Committee of Thanh Chuong District Party Committee organized a working session with 8 communes and towns. After the congress, the district has also replaced 5 key officials in the commune due to low capacity, reputation and limited health.

At the district level, the cadres and civil servants, in addition to their professional and political qualifications being improved, have also innovated their capacity, leadership methods, direction, and implementation in practice in a drastic, clear and effective manner. Every month, the Party Committee maintains a meeting regime for the internal affairs sector to review and promptly grasp emerging sensitive and urgent issues in order to focus on leadership and direction. Thanh Chuong effectively promotes the role of the Vietnam Fatherland Front in providing feedback on the district's socio-economic development policies, projects, and plans. This is an important activity to ensure that the policies, projects, and plans issued and implemented have fewer difficulties, obstacles, and even waste and negativity.

Serious assessment to replace incompetent staff

Overall, the political system at all levels in Thanh Chuong has been consolidated, improving its capacity and effectiveness in leadership and direction. However, there are still some bases; some times, points, and areas that do not meet requirements; the situation of weak or violating cadres and civil servants in leadership and management who must be replaced and disciplined is happening.

Regarding this reality, comrade Nguyen Van Que - Standing Deputy Secretary of Thanh Chuong District Party Committee said: Besides the efforts and attempts of the majority of cadres and civil servants, there are still some who are weak in capacity; have low sense of responsibility for work, have not performed their duties and authority properly and work during office hours.

"Evaluate and classify officials and civil servants seriously to replace those with weak capacity and low sense of responsibility."

The solution to this problem was emphasized by the Standing Deputy Secretary of the District Party Committee: to continue planning, training, fostering, and seriously evaluating and classifying cadres and civil servants to replace those with weak capacity and low sense of responsibility; at the same time, to continue rotating cadres and civil servants, including horizontal rotation between communes in the coming time. To pay attention to the inspection and supervision of superiors over subordinates to urge the implementation of political tasks at all levels and sectors, and at the same time prevent possible violations./.
