Solutions to increase the proportion of female National Assembly and People's Council deputies

Ms. Bui Thi Thanh said the process of consultation, selection and introduction of candidates for National Assembly and People's Council deputies includes 5 steps with 33 consultation conferences.
Step one, organize the first consultative conference to agree on the structure, composition and number of candidates.
Step two, agencies, organizations and units proceed to introduce candidates.
Step three, hold a second consultative conference to agree on a preliminary list of candidates.
Step four, organize a conference to collect opinions and trust from voters at the place of residence and workplace (if any) about the candidates.
Step five, hold the third consultative conference to establish an official list of candidates.
In the election of National Assembly deputies, the proposed structure, composition, and number of people of agencies, organizations, and units elected as National Assembly deputies are decided by the National Assembly Standing Committee. In the election of People's Council deputies, the proposed structure, composition, and number of people of agencies, organizations, and units elected as People's Council deputies are decided by the Standing Committee of the People's Council at each level.

Thus, in the matter of nomination and self-nomination, the main responsibility belongs to the relevant agencies, organizations, units and individuals. The number and quality of nominations (within the structure, composition and quantity agreed upon in step one) depends entirely on the choice of the agencies, organizations and units of the nominated candidates.
It can be affirmed that in the process of introducing female candidates, the role of the head of the agency, organization, unit, Party Committee, trade union, and women's union (if any) is very important.
An experience that many localities have mentioned is to widely predict the number of female candidates right from the first consultation to gradually select the number of female delegates at the third consultation conference, ensuring an appropriate ratio and the election results not only meet the set targets but also have a higher possibility.
For example, in the 2004 election of People's Council delegates at all levels, some localities had a high rate of female candidate nominations right after the first consultation conference, such as: Phu Tho (45.52%), Vinh Phuc (41%), Dong Thap (40.86%), Dong Nai (39.83%), Lao Cai (38.67%), Tay Ninh (36.47%), Bac Giang (35.7%), Yen Bai (35.08%)...
After the second consultative conference of the Front, the process of conducting a vote of confidence from voters at the place of residence and place of work for candidates basically had no problems or discrimination in a way that was disadvantageous to female candidates. Even in practice at this stage, male candidates often had lower confidence indexes than female candidates at the conferences of voters at the place of residence.
At the third consultative conference, the conference decided to establish an official list of candidates. At this time, the candidates who were introduced as candidates and self-nominated candidates had gone through the steps of taking votes of confidence from their places of residence and work, and had also gone through the verification and settlement of complaints and denunciations about the candidates (if any). Therefore, it can be said that the (preliminary) list of candidates was now quite clear. Each person's profile had a record of the confidence of voters at their places of residence and work; and conclusions about complaints and denunciations (if any). These were the most important bases for the Front's consultative conference to consider, select, and establish an official list of candidates.

During the election campaign, mass media agencies need to have equality in propaganda and campaigning between female candidates and male candidates. Organizing meetings to contact voters for election campaigning must also be carried out equally, without discrimination against female candidates. At this stage, the role of Women's Unions at all levels is very important. In addition to equipping female candidates with knowledge and campaigning skills, one of the important tasks is to monitor agencies and organizations in ensuring gender equality during the election process.
As candidates, you must be extremely confident, absolutely never think of yourself as just a "cushion" for others, leading to the mindset of giving up, doing things just for the sake of it, must be determined to the end to assert yourself and convince the support of voters.
Finally, during the election process, it is necessary to mobilize a large number of female voters to vote and closely monitor the election, minimizing the situation of voting on behalf of other family members. A fairly common situation is that men often vote on behalf of other family members, which can easily lead to male-dominated prejudice, affecting the election results.
