Mr. Pham Nong has been the Director of Thanh Binh District General Hospital (Dong Thap) since 2003, for 14 years (3 terms). During his time as Director, Mr. Nong was involved in many violations.

For example, in 2007, Mr. Nong was disciplined by the Thanh Binh District Party Committee's Inspection Committee with a Party warning.
Accordingly, in 2007, the People's Committee of Thanh Binh district inspected the hospital and discovered that the Board of Directors had failed to check and supervise the financial department's settlement of the free eye surgery costs in 2003 to the Department of Health, with a difference of nearly 4 million VND (26 cases - PV) to be used for guest reception expenses.
Mr. Nong himself failed to check, monitor, and direct the finance department and the Pharmacy department to compare and liquidate contracts with companies that paid the discount. This led to a number of cases where more than 10 million VND was received but not deposited in the fund. The supported items were also not recorded in the agency's management book.
In addition, the hospital's management of funding sources is not very effective, there are still many debts that have not been recovered, especially the situation of allowing staff to advance money for business trips, study trips, and receiving guests for many years, but not paying back the agency with an amount of over 87 million VND.
In particular, the hospital's Board of Directors directed the administrative department to print and sell medical records but did not hand them over to the union for management and set up a separate fund contrary to the State Budget Law...
Mr. Nong, as the hospital director, was found to lack responsibility in checking and clearing the companies’ discounts. This led to many individuals in the unit receiving money but not paying it into the fund.
The financial disclosure of the unit is not regular, especially the source of discount for buying medicine and the source of selling medical records. Among the amounts that must be recovered, Mr. Nong was forced to pay back more than 15 million VND for mobile phone usage…
Since then, the Thanh Binh District Party Committee's Inspection Committee has issued a decision to discipline Mr. Nong with a Party warning. However, in the 2003 year-end summary, Mr. Nong was still rewarded.
Why are people disciplined by the Party but still rewarded?
Mr. Pham Nong admitted that in 2007 he was disciplined by the Party as above.
However, the Director of Thanh Binh District General Hospital justified that because he lacked supervision, he let the students (hospital staff - PV) follow some regulations.
“Because I failed to check and urge my subordinates to comply with some regulations, I have admitted it. However, the Department of Health believes that my personal mistakes were not direct, but only at the level of lack of responsibility in directing, so they only organized a review and criticism,” Mr. Nong said, adding that at the end of that year, the Department assessed that he had met the targets and should be rewarded.
In addition, Mr. Nong also admitted to VietNamNet that he had held the position of Director of Thanh Binh District General Hospital for 14 consecutive years.
“My appointment was made by the Department of Health, not something I wanted to do. However, there are people who have held the position for more than 20 years, such as Dr. An, director of the Center for Preventive Medicine.
For those who work for 2 terms or more in some special agencies, there is no regulation for administrative agencies like mine (Health - PV), Mr. Nong said and explained clearly that for some sensitive positions such as Secretary, District Chairman, Inspector, the maximum working time is 2 terms.
