Supervising the implementation of Resolutions of the Provincial People's Council in Tan Ky district

Previously, on the morning of May 29, the monitoring delegation divided into two groups to directly monitor the implementation of the Provincial People's Council's Resolutions on mechanisms and policies for socio-economic development in Tien Ky commune and An Ngai Agricultural One Member Co., Ltd.
Reporting to the monitoring delegation, Mr. Hoang Quoc Viet - Chairman of Tan Ky District People's Committee said that up to now, the district has been implementing 9 Resolutions issued by the Provincial People's Council. By the end of 2019, the total budget for implementing the Resolutions was more than 120.6 billion VND; of which the budget from the State budget was more than 72.9 billion VND; the budget from mobilized sources was more than 47.6 billion VND.
Based on the estimated support budget, the District People's Committee has directed the implementation and organization of the allocation and provision of funds to beneficiaries in accordance with annual regulations and organized the timely and proper examination and settlement of allocated funds.

The resources of the mechanisms and policies in the Resolutions issued by the Provincial People's Council have had strong impacts on the local socio-economic development; infrastructure and cultural and sports institutions at the grassroots level have received investment attention.
Many people in the district, especially poor households and people with revolutionary contributions, have had their housing improved in a timely manner, received vocational training, preferential credit loans, and production development support. From here, it has contributed to poverty reduction, improved quality of life, and helped people develop their family's economy.
However, during the implementation process, Tan Ky district said it also encountered many difficulties. That is, funding to support the construction of infrastructure for industrial clusters is still limited, so construction is difficult, and the project is prolonged, leading to low investment in industrial clusters. There are many policies to support agricultural and rural development, but resources are not enough to implement them. Procedures for some types of policies are still cumbersome and impractical, so they are difficult to implement...

“Tan Ky is still a poor district, with difficult socio-economic conditions, and the poor households’ sense of improvement is not strong. Some poor households still rely on and wait for support from the State… These are subjective reasons that affect the effectiveness of socio-economic development mechanisms and policies in the district,” said Hoang Quoc Viet, Chairman of Tan Ky District People’s Committee.
At the meeting, members of the monitoring delegation raised many issues and requested the district to discuss. These were about the results of implementing the Resolutions, the reasons why some policies could not be implemented in the district; why the surplus budget was not fully used;... The leaders of the District People's Committee and the heads of departments discussed and explained to the delegation. Tan Ky District also proposed many contents for each Resolution.

Concluding the meeting, Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council highly appreciated the results achieved by Tan Ky district in the process of implementing the Resolutions of the Provincial People's Council. However, Tan Ky district only implemented 9 Resolutions, some Resolutions and some categories in some Resolutions have not been fully implemented in the area.
"Tan Ky district must clarify the cause of this problem," said the Vice Chairman of the Provincial People's Council, adding that the district has not yet clearly assessed the impact of the 9 Resolutions in the locality; has not yet assessed, proposed to supplement, amend, or replace the Resolutions.

Vice Chairman of the Provincial People's Council Hoang Viet Duong requested Tan Ky district to review the Resolutions of the Provincial People's Council in the area, absorb the opinions of the monitoring delegation to supplement the district's report. Direct departments and offices to unify resource data with departments and branches to properly assess the implementation results of local Resolutions. Continue to review the subjects, check the management work, the financial situation of the province still owing to the locality to continue to effectively implement the Resolutions in the coming time.
