Regarding this issue, localities have long been applying the provisions of Clause 1, Article 8, Decree No. 116/2010/ND-CP dated December 24, 2010 of the Government.

Accordingly, cadres, civil servants, public employees and people working under labor contracts, including interns and probationers in agencies, organizations, and public service units of the Party, the State, and socio-political organizations from the central level to communes, wards, and towns who are working and have actually worked in areas with particularly difficult socio-economic conditions for 10 years or more, when transferring to work out of areas with particularly difficult socio-economic conditions or retiring, are entitled to a one-time allowance for the actual working time in areas with particularly difficult socio-economic conditions.
Up to now, the accumulation of working time in areas with particularly difficult socio-economic conditions to receive a one-time allowance when transferring work out of areas with particularly difficult socio-economic conditions or retiring has not been specifically regulated in current legal documents.
Therefore, to receive a one-time allowance when transferring to work out of an area with particularly difficult socio-economic conditions, cadres, civil servants, public employees and people working under labor contracts, including interns and probationers in agencies and units, must be working and have actual working time in an area with particularly difficult socio-economic conditions for at least 10 years as prescribed. |
