The Ministry of Education and Training is developing a research plan and proposing policies and regulations for preschool teachers who have not yet received their benefits. This proposal was made when there are currently 122,440 preschool teachers in 31 provinces and cities who have not yet received their benefits.
Most of them have a relatively long working history during the difficult years of the country; are dedicated to their profession, and endure hardships to carry out their duties.
Many teachers who have worked for many years have not enjoyed any benefits.
Many teachers who entered the profession in the 1970s, after 20-30 years of work, did not enjoy any regime or policy. Most of the teachers of primary schools during this period, due to the urgent needs of the people, were discovered by the people, recommended to become teachers of primary schools, were not properly trained, were not on the payroll, taught in warehouses or at people's houses, and were paid in rice (in the 1980s they were paid about 10 kg of rice/month, in the 1990s they were paid about 20 kg of rice/month) or by voluntary contributions from parents of students (in the 1990s they were paid about 40,000 - 50,000 VND/month), in which the teachers had to make their own tools and toys for the children.

At the workshop on proposing policies for teachers who have retired without receiving benefits, held on the morning of August 14, Ms. Nguyen Thi Toan, Chi Linh town, Hai Duong province, pointed out cases of teachers who have devoted themselves and are passionate about their profession but have not received any benefits.
Those are GVMN who are on unpaid leave without benefits and have very difficult lives. Most of them work in agriculture, grow vegetables, raise livestock, and have low incomes. Those who are healthy follow their husbands and children to work as construction workers. Many are single, and some are from poor households.
For example, Ms. Nguyen Thi Doan, 73 years old, in Dan Chu commune, Tu Ky district, Hai Duong province, was a kindergarten principal before 1975. She is an excellent teacher but has no husband, no children, lives with her sister who is also unmarried and has very poor health. What is special is that Ms. Nguyen Thi Doan has no salary or allowance. Currently, she is being helped by the local government and organizations to build a 3-room, 4-room house of gratitude for the two sisters to live in.
Another case is Mrs. Nguyen Thi Ban, 69 years old, in Cong Hoa ward, Chi Linh town, Hai Duong province, taught kindergarten in 1972. When the commune militia shot down the plane, she observed and carried her children to safety alone. Just when all the children were being transferred, the plane crashed right in the kindergarten area. However, during her time teaching kindergarten, she did not receive any benefits.
To ensure the rights of retired teachers who have not yet received benefits, Ms. Nguyen Thi Toan suggested that the Party, the Government, and the Ministries could allocate a part of the budget to support them to reduce the difficulties in life, and compensate for the sacrifices they made for the days they devoted to the cause of preschool education.
Ms. Nguyen Thi Toan proposed that the Ministry of Education and Training direct local preschool levels to review the subjects in their localities, and coordinate with the association of former teachers to make a specific list to avoid cases of missing people or missing benefits.
When gathering, the documents must provide specific instructions for review and approval so that they are reasonable and appropriate, because only a few women have professional degrees, while some do not, so the resolution must be reasonable and appropriate.
Proposing pension regime for people with 20 years of work or more
People's Teacher Dr. Le Van Phot, Chairman of the Association of Former Teachers of Nghe An province, proposed that teachers, principals, and vice principals of nurseries and kindergartens with 20 years of work experience or more be paid pensions.

Because these are people who have spent their youth and working age to contribute to the education sector. When working, they receive low wages (10 to 13 kg of rice/month), most of the time they work, they do not have social insurance and health insurance. Only in Nghe An, from 1995 until they quit their jobs, they can pay for their own insurance.
Nghe An Provincial People's Committee issued Decision No. 38/2001/QD-UB dated May 29, 2001 to support preschool teachers when they quit their jobs, so some teachers received one-time support (about 1 to 5 million VND). In Nghe An, according to temporary statistics, this group of people is about 1,500.
People's Teacher, Dr. Le Van PhotIt is recommended that this group should receive a monthly pension from now until their death, with a minimum monthly pension of 50% of their current basic salary for 20 years of service. For those with a longer service period, for each additional year of service, they will receive an additional 10% of their basic monthly salary.
Under 20 years old, enjoy one-time support
In addition to GVMN who have worked for 20 years or more, there are also those who have worked for more than 5 years but less than 20 years. People's Teacher, Dr. Le Van Phot proposed that they be paid a one-time support regime.
Regardless of the reason for leaving, they work for a period of time in the preschool sector, leave their jobs, and then maybe join other sectors and professions. In Nghe An, there are about 15,000 people in this group.
Proposal to pay one-time support for those with 15 to under 20 years of service: 2.5 million VND per year of service. Those with 10 to under 15 years of service: 2 million VND per year of service. Those with 5 to under 10 years of service: 1.5 million VND per year of service./.
