Hong Kong Oriental Daily reported on March 16 that corruption in Chinese officialdom has shocked everyone.

On the sidelines of the "Two Sessions" meeting held in Beijing, Shanxi Provincial Party Secretary (China) Wang Rulin revealed major corruption cases taking place in Shanxi province.

According to Mr. Vuong Nho Lam, two typical major corruption cases in Son Tay include the case of Chairman of the Board of Directors of Son Tay International Credit Investment Corporation (STIC), Thuong Quan Vinh Thanh, spending 390 million yuan (about 60 million USD) of public funds to buy a private jet, and every time he signed a decision to lend money to a subordinate enterprise, Thuong Quan Vinh Thanh demanded 20% of the total loan amount.

The second case involved former Deputy Mayor of Luliang City (Shanxi) Zhang Zhongsheng accepting bribes of over 600 million yuan (about 92 million USD) - an amount nearly equal to the total financial income of nine poor counties in Shanxi province.

Shanxi Province has 119 administrative units at the county, city and regional levels. In 2015, the fiscal revenue of the lowest administrative unit was 33 million yuan (about 5 million USD). Of which, the total fiscal revenue of the nine lowest administrative units in Shanxi Province in 2015 was only 642 million yuan (about 99 million USD).

Shanxi Province is considered a “hot spot” in the anti-corruption campaign launched by General Secretary of the Central Committee of the Communist Party of China Xi Jinping over the past three years. During this process, Shanxi is also the province with the most officials “falling” due to corruption./.
