On the morning of December 19, in Hanoi, the Central Military Commission held the 5th meeting to review and approve the Report summarizing the implementation of military and defense tasks in 2022, the direction of tasks in 2023; the draft Resolution on leadership in the implementation of military and defense tasks and the work of building the Army Party Committee in 2023; the results of consulting the Central Military Commission comrades on the draft Report summarizing the implementation of the Central Military Commission's specialized Resolutions and the draft of the new specialized Resolution of the Central Military Commission on leadership in the implementation of the following aspects of work: Training, Education - Training, Logistics, Engineering, Finance and Science, Technology, Environment. The Central Military Commission Standing Committee reported the results of handling a number of work contents from June to November 2022 and a number of other contents.

Firmly protect sovereignty and territory

At the meeting, Party and State leaders gave directions, discussed, contributed many enthusiastic and profound opinions, reached high consensus and approved the Report on the results of leadership and direction in implementing military and defense tasks and Party building work in the Army in 2022; determined the directions, tasks and solutions for leading the implementation of tasks in 2023.

In 2022, the Central Military Commission and the Ministry of National Defense led and directed the entire army to strictly maintain combat readiness, grasp the situation, proactively advise the Party and State to effectively handle situations, avoid being passive and surprised; firmly protect sovereignty and territory; coordinate with forces to maintain political security and social order and safety nationwide.

Pay attention to building and consolidating national defense, military zone defense, defense areas at all levels, and strengthening the power to protect the Fatherland.

The entire army has played a key role in preventing and fighting natural disasters, epidemics, and searching and rescuing victims. The force organization has been seriously and closely adjusted to meet the requirements of building a strong, compact, and elite army. The quality of training, exercises, and training, and the building of strong, comprehensive, "exemplary, and exemplary" units have changed and improved; domestic and international competitions and sports events have achieved many outstanding results.

International integration and defense diplomacy were active, proactive, flexible, substantive, and effective; the first Vietnam International Defense Exhibition was successfully organized; Party building and military building in terms of politics were given special attention, achieving many positive results.

All aspects of work, especially logistics, engineering, defense industry, law, and scientific research, have made new progress. The material and spiritual life of soldiers has been maintained. In the face of complicated developments, the entire army has always been united, steadfast, steadfast, and ready to receive and successfully complete all assigned tasks.

Speaking at the Conference, General Secretary Nguyen Phu Trong emphasized that the Central Military Commission's holding of the 5th meeting is an important task to continue determining the leadership, direction and implementation measures, bringing the Resolution of the 13th National Party Congress and the Resolution of the 11th Military Party Congress into life.

Analyzing the important results achieved in 2022, there are many objective and subjective reasons, General Secretary Nguyen Phu Trong clearly stated that the absolute and direct leadership in all aspects of the Party and the centralized and unified management of the State are decisive factors; the close and effective coordination of the Central and local departments, ministries, branches is very important. But the most important thing is that the Central Military Commission Standing Committee, the leadership of the Ministry of National Defense, the Central Military Commission and the Party committees and commanders at all levels in the entire army have firmly maintained the principles of solidarity and unity, promoted democracy, promoted responsibility, had many innovations in working methods and styles, dared to think, dared to speak, dared to do, dared to take responsibility; at the same time, actively innovated, dared to face difficulties and challenges, dared to act for the common interest; resolutely overcame weaknesses and weak points; Select the right key and core tasks and breakthroughs, focus on leadership and direction with synchronous, comprehensive, practical and effective solutions.

On behalf of the Party and State leaders, General Secretary Nguyen Phu Trong warmly commended the achievements of the Central Military Commission, the Ministry of National Defense, and officers and soldiers of the entire army in 2022.

Highlighting the special importance of 2023 as a pivotal year to complete the goals and targets of the third year of implementing the Resolution of the 13th National Party Congress and the Resolution of the 11th National Party Congress of the Army, General Secretary Nguyen Phu Trong noted that the Central Military Commission and the Ministry of National Defense need to focus on leading and directing the entire army to improve its capacity to research and forecast the situation, proactively, sensitively, and promptly advise the Party and State to promptly and effectively handle situations, firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland; absolutely must not be subjective, not be passive or surprised. Strictly maintain combat readiness, closely manage airspace, sea areas and key areas; proactively complete plans, prepare plans, forces and means to successfully respond to non-traditional security challenges, especially in preventing and overcoming the consequences of natural disasters, epidemics, environmental incidents, rescue, etc.

General Secretary Nguyen Phu Trong pointed out that it is necessary to continue to closely coordinate with ministries, branches, central and local agencies to effectively implement strategies, resolutions, conclusions and projects on military and national defense. Promote the core role and combined strength in building a strong national defense and a solid defense zone; combine defense with economy, economy with defense according to the Politburo's Resolutions on socio-economic development orientations, ensuring defense and security in regions until 2030, with a vision to 2045; perform well the functions of the Army and the Army's combat missions in peacetime.

General Secretary Nguyen Phu Trong requested to seriously, closely and synchronously implement Resolution No. 05 of the Politburo on the organization of the Vietnam People's Army for the 2021-2030 period and the following years, the set of criteria for a modern Army; resolutely adjust the organization of the force to be lean, compact and strong. Conduct practical and effective defense foreign affairs activities, ensuring harmony of national and ethnic interests, contributing to enhancing the position and prestige of the country and the Vietnam People's Army in the international arena.

General Secretary Nguyen Phu Trong requested to maintain and strengthen the absolute and direct leadership of the Party in all aspects over the Army; focus on building the Army Party Committee, each Party committee and organization must be truly clean, strong, exemplary and model; cadres and Party members must be exemplary in political qualities, ethics and lifestyle; preserve and promote the noble title "Uncle Ho's Soldier" in the new period. The Army Party Committee must set an example and model in the whole Party. Each cadre and Party member, especially leaders and commanders at all levels, must always "examine and correct themselves" so that in any circumstances, no matter how difficult or complicated, the quality of "Uncle Ho's Soldier" is still maintained. In particular, it is necessary to focus on building a politically strong Army as a basis to improve overall quality and combat strength, ensuring absolute loyalty to the Fatherland, the Party, the State, the people and the socialist regime, and successfully completing all assigned tasks.

On December 28, 2021, the Central Military Commission issued Resolution No. 847 on promoting the qualities of "Uncle Ho's soldiers", resolutely fighting individualism in the new situation. General Secretary Nguyen Phu Trong emphasized that this is a very practical work in the context of the entire Party and people continuing to promote studying and following Ho Chi Minh's ideology, morality and style and promoting the work of building and rectifying the Party and the political system.

General Secretary Nguyen Phu Trong requested the Central Military Commission to direct Party committees and organizations at all levels to conduct a preliminary review, correctly assess the advantages, disadvantages, causes, and draw lessons; on that basis, continue to implement Resolution No. 847 in the Party Committee of the Army in a more drastic, synchronous, practical, and effective manner in the coming time./.
