General Secretary Nguyen Phu Trong presided over the meeting of the Central Military Commission.

On the morning of December 19th, in Hanoi, the Central Military Commission held its 5th session to review and approve the report summarizing the implementation of military and national defense tasks in 2022 and the direction and tasks for 2023; the draft resolution on leading the implementation of military and national defense tasks and the work of building the Party Committee of the Army in 2023; and the results of seeking opinions from members of the Central Military Commission on the draft report summarizing the implementation of specialized resolutions of the Central Military Commission and the draft new specialized resolution of the Central Military Commission on leading the implementation of work in the areas of: Training, Education and Training, Logistics, Technology, Finance, and Science, Technology, and Environment. The Standing Committee of the Central Military Commission reported on the results of resolving some work items from June to November 2022 and other matters.

Attending the conference were members of the Politburo: President Nguyen Xuan Phuc, Standing Member of the Central Military Commission; General Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense; and General Luong Cuong, Standing Member of the Central Military Commission, Head of the General Political Department.

At the meeting, Party and State leaders delivered speeches, discussed, and contributed many heartfelt and insightful opinions, reaching a high level of consensus and approving the Report on the results of leadership and guidance in implementing military and national defense tasks and Party building work of the Army in 2022; and determining the direction, tasks, and solutions for leading the implementation of tasks in 2023.

In 2022, the Central Military Commission and the Ministry of National Defense led and directed the entire army to strictly maintain combat readiness, closely monitor the situation, proactively advise the Party and the State on effectively handling situations, preventing any unexpected events; firmly protect sovereignty and territory; and coordinate with other forces to maintain political security and social order throughout the country.

Focus on building and strengthening the all-people national defense, military region defense, and defense zones at all levels, and enhancing the strength to protect the Fatherland.

The entire army has effectively played its core role in disaster and epidemic prevention and control, and search and rescue operations. The organization and deployment of forces have been strictly and thoroughly implemented to meet the requirements of building a lean, efficient, and strong army. The quality of training, exercises, and the building of comprehensively strong "exemplary and outstanding" units has improved and progressed; and many outstanding achievements have been made in domestic and international competitions and sports events.

International integration and defense diplomacy have been active, proactive, flexible, substantive, and effective; the first Vietnam International Defense Exhibition was successfully organized; and the work of Party building and military building in terms of politics has been given special attention and achieved many positive results.

All aspects of work, especially logistics, technology, defense industry, legal affairs, and scientific research, have made new progress. The material and spiritual lives of the troops have been maintained. In the face of complex developments in the situation, the entire army remains united, steadfast, and resolute, ready to accept and successfully complete all assigned tasks.

Speaking at the Conference, General Secretary Nguyen Phu Trong emphasized that the 5th session of the Central Military Commission is an important step to further determine the content of leadership, guidance, and organizational measures for implementation, bringing the Resolution of the 13th National Congress of the Party and the Resolution of the 11th Congress of the Party Committee of the Army into reality.

Analyzing the significant achievements in 2022, General Secretary Nguyen Phu Trong pointed out that the absolute and direct leadership of the Party in all aspects, and the centralized and unified management of the State were decisive factors; the close and effective coordination of central and local committees, ministries, and agencies was also very important. However, the most important factor was that the Standing Committee of the Central Military Commission, the leadership of the Ministry of National Defense, the collective Central Military Commission, and Party committees and commanders at all levels throughout the army upheld principles, maintained unity and solidarity, promoted democracy, emphasized responsibility, introduced many innovations in working methods and styles, dared to think, speak, act, and take responsibility; and actively innovated, dared to confront difficulties and challenges, and dared to act for the common good; resolutely overcoming weaknesses and shortcomings. Selecting the right key tasks, crucial areas, and breakthroughs, and focusing leadership and direction decisively with synchronized, comprehensive, practical, and effective solutions.

On behalf of the Party and State leaders, General Secretary Nguyen Phu Trong warmly commended the achievements of the Central Military Commission, the Ministry of National Defense, and all officers and soldiers of the armed forces in 2022.

Highlighting the particularly important significance of 2023 as a pivotal year for achieving the goals and targets of the third year of implementing the Resolution of the 13th National Congress of the Party and the Resolution of the 11th Congress of the Party Committee of the Army, General Secretary Nguyen Phu Trong noted that the Central Military Commission and the Ministry of National Defense need to focus on leading and directing the entire army to improve its capacity for researching and forecasting the situation, proactively and sensitively advising the Party and State on timely and effective handling of situations, firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland; absolutely avoiding complacency and preventing passivity and surprises. Maintain strict combat readiness, closely manage airspace, sea areas and key locations; proactively finalize plans, prepare plans, forces, and means to successfully respond to non-traditional security challenges, especially in preventing, combating, and mitigating the consequences of natural disasters, epidemics, environmental incidents, and rescue operations…

General Secretary Nguyen Phu Trong emphasized the need to continue closely coordinating with central and local committees, ministries, and agencies to effectively implement strategies, resolutions, conclusions, and projects on military and national defense. He stressed the importance of leveraging the core role and combined strength in building a strong national defense system and solid defense zones; integrating national defense with the economy, and vice versa, in accordance with the Politburo's resolutions on socio-economic development and ensuring national defense and security in all regions until 2030, with a vision to 2045; and effectively fulfilling the functions and combat missions of the Army in peacetime.

General Secretary Nguyen Phu Trong proposed the serious, strict, and synchronized implementation of Resolution No. 05 of the Politburo on the organization of the Vietnam People's Army for the period 2021-2030 and beyond, and the criteria for a modern army; and the decisive adjustment of the organization of the armed forces to be lean, efficient, and strong. He also called for conducting substantive and effective defense diplomacy activities, ensuring a harmonious balance of national and ethnic interests, and contributing to enhancing the position and prestige of the country and the Vietnam People's Army in the international arena.

General Secretary Nguyen Phu Trong demanded that the absolute and direct leadership of the Party over the Army be maintained and strengthened in all aspects; that the Party Committee of the Army be focused on building a truly clean, strong, exemplary, and model Party organization at every level; that cadres and Party members be exemplary in political qualities, ethics, and lifestyle; and that the noble title of "Uncle Ho's Soldiers" be preserved and promoted in the new era. The Party Committee of the Army must set an example for the entire Party. Every cadre and Party member, especially leading and commanding officers at all levels, must constantly "self-examine and self-correct" so that, under any circumstances, no matter how difficult or complex, the qualities of "Uncle Ho's Soldiers" are maintained. In particular, attention must be paid to building a politically strong Army as the basis for improving overall quality and combat strength, ensuring absolute loyalty to the Fatherland, the Party, the State, the people, and the socialist system, and successfully fulfilling all assigned tasks.

On December 28, 2021, the Central Military Commission issued Resolution No. 847 on promoting the qualities of "Uncle Ho's soldiers" and resolutely combating individualism in the new situation. General Secretary Nguyen Phu Trong emphasized that this is a very practical action in the context of the entire Party and people continuing to promote the study and emulation of Ho Chi Minh's thought, morality, and style, and strengthening the work of building and rectifying the Party and the political system.

General Secretary Nguyen Phu Trong requested the Central Military Commission to direct Party committees and organizations at all levels to conduct a preliminary review, accurately assess strengths and weaknesses, identify causes, and draw lessons learned; based on that, to continue implementing Resolution No. 847 within the Party Committee of the Army in a more decisive, synchronized, practical, and effective manner in the coming period.
