(Baonghean.vn) - At the conference to give comments on the Draft Law on Medical Examination and Treatment (amended), the representative of the International Hospital said that the decentralization and classification of hospitals still has many shortcomings. At the conference, delegates discussed and gave opinions on the draft Law on Medical Examination and Treatment (amended). Opinions agreed on the necessity of promulgating the Law and basically agreed with many main contents of the Law Project.

The Director of Vinh International Hospital believes that the decentralization and classification of hospitals still has many shortcomings. This invisibly creates inequality, which needs to be eliminated to create fairness, and the first fairness is for patients. The second inequality occurs in the medical staff. Every year, the health sector trains a lot of staff in many specialties. However, most of the medical university graduates have the mentality of wanting to stay at central or provincial hospitals instead of working at district hospitals. Third, the classification also creates inequality in investment resources.

The representative of the Department of Health proposed to review and clarify the concept of “representative”, accordingly, a patient can only have one representative at a time. Regarding the State’s policy on medical examination and treatment, it is necessary to strengthen the development of medical human resources, especially human resources in the fields of infectious diseases and psychiatry. In addition, the delegate also suggested that people be provided with information about medical records, but it should only be a summary, instead of the entire record.

In addition, delegates also gave their opinions on the clear and reasonable layout, adjusting the position of the chapters; at the same time, supplementing and correcting the names of some chapters, separating more sections; suggesting to continue reviewing to ensure that no titles requiring a license to practice medical examination and treatment are missed; needing to add content with preferential policies for people with high technical expertise; suspending health insurance payment debts...

Concluding the conference, Comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation assessed that the opinions were highly practical. This will be the basis for the drafting committee to absorb and apply appropriately to life when submitting the Law on Medical Examination and Treatment.

The provincial National Assembly delegation will convey these opinions to the drafting agency to review and complete the Draft Law on Medical Examination and Treatment (amended) before submitting it to the National Assembly.

Law on Medical Examination and Treatment (amended)consisting of 12 chapters and 120 articles, built in the direction of "taking the patient as the center". In which, focusing on major policy groups such as: improving professional skills, strengthening management of practitioners' activities; improving the quality of service provision of medical examination and treatment facilities, enhancing people's access to medical examination and treatment services; enhancing decentralization, delegation of authority, reforming administrative procedures in medical examination and treatment; enhancing the development of traditional medicine, combining traditional medicine with modern medicine.
