Professor Thai Van Thanh worries about the future of contract preschool teachers at the National Assembly forum

On the morning of May 25, speaking at the group discussion session, Prof. Dr. Thai Van Thanh - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training, Member of the National Assembly's Committee on Culture and Education, Member of the National Council for Education and Human Resources Development, and delegate of Nghe An Delegation emphasized that the team of teachers and managers, especially the team of teachers, greatly determines the quality of education.

However, at the discussion session, Prof. Dr. Thai Van Thanh expressed his concerns about the future of the contract preschool teaching staff. According to the delegate of Nghe An Delegation, since 2013, there has been a joint Circular between the Ministries of Education & Training, Home Affairs, and Finance allowing preschool teacher contracts according to the budget targets assigned by the Government.
Along with that, when implementing the preschool education development plan for the period 2017 - 2021, the Government issued Decree 06/2018/ND-CP, which assigned and provided budget to localities to pay for contract preschool teachers.
By December 2021, Decree 06/2018 will expire, but the Government has not yet issued a document directing a handling plan. Meanwhile, according to Prof. Dr. Thai Van Thanh, there are contract preschool teachers who have worked for 5 years, 6 years, even 10 years, so we hope the Government will soon have direction and guidance.

Bringing up the concerns of fishermen who borrow capital to build ships under Decree 67, at the group discussion session, Mr. Tran Nhat Minh - full-time delegate of Nghe An Delegation said: According to the new credit policy regulations on shipbuilding in Decree 67 on some policies for fisheries development, ship owners are allowed to mortgage the value of assets formed from loan capital to secure the loan, and are not required to add other collateral.
However, according to delegates and voters in coastal localities of Nghe An, during the implementation process, banks required ship owners to provide additional collateral, which is houses and land. Currently, due to many impacts, seafood exploitation activities are difficult, many ship owners are having difficulty paying bank loans, and many fishermen are even at risk of becoming homeless.
Delegate Tran Nhat Minh suggested that the Government should pay attention to directing the removal of these difficulties for fishermen to borrow capital to build ships according to Decree 67, especially releasing mortgaged assets such as real estate or assets other than fishing vessels for loans to build new fishing vessels.
Also related to the content of implementing Decree 67, delegate Hoang Thi Thu Hien - Permanent Vice President of the Women's Union of Nghe An province emphasized that this is a correct policy, however, in the implementation process, there are many difficulties between the parties involved. The bad debt ratio for shipbuilding loans according to Decree 67 nationwide is up to 67.2%.

Along with that, the insurance company designated to sell to ships built under Decree 67 has also stopped selling since 2020 and is slow to compensate for risks. In particular, on the fishermen's side, many people are facing the risk of going to court, losing their property, even losing their homes due to debt, mortgages on land titles...
On that basis, the female delegate of Nghe An Delegation proposed selecting and appointing qualified units to sell fishing boat insurance; allowing debt extension, calculating appropriate debt restructuring, avoiding "overheated" debt collection leading to infeasibility; expanding risk conditions; especially needing solutions to effectively implement loans to the right subjects, effectively using loan capital.

National Assembly Delegate of Nghe An: Loss, waste and abuse must be strictly handled.
