Two nurses at Xanh Pon hospital forged transfer papers
From the case of Xanh Pon Hospital being blackmailed for 150 million VND, the police found two officials who forged referral papers for 15 patients to benefit.
On December 11, Hanoi police prosecuted Nguyen Thi Thu Thuy (42 years old) and Tran Thanh Van (38 years old), both nurses at Xanh Pon Hospital (Hanoi), for forging seals and documents of organizations. Thuy and Van were released on bail and banned from leaving their place of residence.

Their actions were discovered when the police expanded the investigation into the case of Tran Thi Thao's extortion. Thao was accused of using fake and photocopied referral papers to blackmail the leaders of Xanh Pon Hospital for 150 million VND to "buy their silence".
Thao admitted that some hospital staff asked her to make fake referral papers, so she photocopied them to blackmail them.
During the process of expanding the case, the police clarified that Ms. Thuy was asked by a colleague in the same department to complete the transfer procedures for her mother and 14 other people with health insurance cards at Xanh Pon to go to Bach Mai Hospital for examination and treatment.
Thuy agreed and offered a price of two to three million VND per person. Then, Thuy received 40 million VND along with information of 15 patients such as insurance cards and photocopied ID cards.
Thuy gave the patient information to Van to enter into the computer of the Examination Department, Xanh Pon Hospital and print the referral form. Initially, Van only got the doctor's signature and two square stamps on the referral form, but the hospital director's signature was not available, so Thuy was told by her colleague how to fake it.
Through social relationships, Thuy asked Tran Thi Thao to scan in color, then quoted 200,000 VND/referral paper. After having the papers, Van sent Thuy to make fake referral papers for five more of her patients. The total number of patients that Thuy asked to fake the round stamp in the referral paper was 20 cases, Thao received a fee of 4 million VND.
However, these transfer papers have different shades of color so they cannot be used. Therefore, Van asked an acquaintance in society to make 16 fake transfer papers and paid 500,000 VND/paper.
To get the square stamp of the Examination Department of Xanh Pon Hospital, Thuy took the A4 paper with the red stamp sample that Van gave her to the stamp shop to make a fake stamp to complete the paperwork.
After having the real referral papers, Van completed the signatures. Around mid-January, Van gave Thuy 15 referral papers to Bach Mai Hospital to enjoy more health insurance benefits.
So far, the investigation agency has determined that the round stamps and doctor signatures on a total of 18 referral papers collected from Van and Thuy are fake.
The police also determined that the above cases of referral were not initially treated at Xanh Pon Hospital. However, because they wanted to enjoy better treatment at Bach Mai Hospital, they asked for referral papers and the cost for each person was 2.5 million VND.
