Two subjects will be supported by the provincial budget to buy health insurance cards.

On the morning of November 5, the Committee for Culture and Society, the Provincial People's Council held a meeting to review a number of draft resolutions submitted to the 16th session of the Provincial People's Council, term XVII, 2016 - 2021, scheduled to open on November 13, 2020. Participating in the inspection were comrades: Nguyen Xuan Son - Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Council Cao Thi Hien and Hoang Viet Duong; Vice Chairman of the Provincial People's Committee Bui Dinh Long; representatives of the Provincial Fatherland Front Committee and a number of provincial departments and branches.

Gift policy for the elderly

On the draft resolution regulating gift levelswish longevity to the elderlyIn the province, at the review, after the discussion of the meeting members, concluding on this content, Head of the Culture - Social Committee of the Provincial People's Council Nguyen Thi Thu Huong agreed with the content presented by the agency drafting the draft resolution; at the same time, requested the Department of Labor, War Invalids and Social Affairs to coordinate with localities to properly and fully survey the beneficiaries of the policy, avoiding missing any subjects.

Estimated annual level of gifts to congratulate and celebrate the longevity of the elderly in the province:

- Elderly people at the age of 90 and 100 are subject to the level prescribed in Circular No. 96/2018/TT-BTC, dated October 18, 2018 of the Minister of Finance.

- Elderly people aged 70 and 75 have a gift of 200,000 VND/person.

- Elderly people at the age of 80 have a gift of 300 thousand VND/person.

- The elderly at the age of 95 have a gift of 400 thousand VND/person.

- Elderly people over 100 years old have a gift of 700 thousand VND/person.

Two subjects received support from the provincial budget to buy health insurance cards.

Reviewing the draft resolution regulating the level of support for contributionshealth insurancefor a number of subjects in the province in the period of 2021 - 2025, the members attending the meeting basically agreed on the policy of issuing policies with the goal of creating conditions for a number of subjects to participate in health insurance and access convenient health care services, while contributing to the goal of achieving the rate of health insurance participation in the whole province reaching 95% by 2025.

However, some members also raised concerns that Decree No. 146/2018/ND-CP, dated October 17, 2018, stipulates 4 groups of subjects that are supported by the state budget for health insurance premiums.

However, the draft only mentions two groups of beneficiaries, including people from near-poor households and people from households working in agriculture, forestry, fishery and salt production with an average living standard according to regulations of the Government and the Prime Minister.

There are two other groups of people, including people from multidimensionally poor households and students, who have not been mentioned for support.

After listening to the Department of Health explain that the province's budget ensures the selection of priority groups of disadvantaged and vulnerable people to be supported, Head of the Culture - Social Committee of the Provincial People's Council Nguyen Thi Thu Huong concluded that she agreed with the draft resolution regulating the level of health insurance support for a number of people in the province for the period 2021 - 2025, and at the same time proposed that the policy drafting agency edit and supplement to clarify a number of legal and practical bases in the submission before submitting it to the Provincial People's Council at the next session.

Mr. Duong Dinh Chinh - Director of the Department of Health explained a number of issues related to the draft resolution regulating the level of health insurance support for a number of subjects in the province for the period 2021 - 2025.

Expected specific health insurance support level:

In addition to the health insurance contribution support from the central budget, the provincial budget will support 30% of the health insurance contribution for people in near-poor households and support the health insurance contribution for people in households working in agriculture, forestry, fishery and salt production with an average living standard in increasing order: 10% (in 2021); 15% (in 2022); 20% (from 2023 - 2025).

At the meeting, the Provincial People's Council's Culture and Social Affairs Committee also examined the draft resolution regulating a number of incentive policies for population work in the province; the draft resolution on investment policy for the project to build a wastewater treatment system, internal road system and auxiliary items at the Center for Radiation Therapy and Nuclear Medicine, Nghe An Oncology Hospital.
