Two leaders of Thanh Ha commune (Thanh Chuong) were disciplined by the Party.
(Baonghean.vn) - On January 17, 2020, Thanh Chuong District Party Committee issued a decision to discipline Mr. Hoang Cao Phon - Deputy Secretary of the Party Committee, Chairman of Thanh Ha Commune People's Committee for the 2010-2015 term; Phan Van Lan - Deputy Secretary of the Party Committee, Chairman of Thanh Ha Commune People's Committee for the 2015-2020 term.
These Decisions clearly state the disciplinary action based on Notice No. 559-TB/HU dated October 8, 2019 of the Standing Committee of the District Party Committee on the conclusion of the inspection of the leadership, direction and organization of the implementation of State management of land for the Thanh Ha Commune Party Committee; Inspection Conclusion No. 41/KL-UBND dated September 23, 2019 of the Chairman of the Thanh Chuong District People's Committee on the collection and expenditure of funds for the construction of a 10KV power line to the 180KVA - 10/0.4 KV transformer station of Ba Xe Cooperative, Thanh Ha Commune and the funds for returning the rural medium voltage grid to households in Thanh Ha Commune.

The Standing Committee of Thanh Chuong District Party Committee found that Mr. Hoang Cao Phon had committed violations: During his tenure as Deputy Secretary of the Party Committee and Chairman of the Commune People's Committee for the 2010-2015 term, he lacked responsibility in leadership and management, leading to "violations in State management of land in Thanh Ha Commune; the collection and disbursement of investment funds for the construction of a 10KV power line to the 180KVA-10/0.4KV transformer station of Ba Xe Cooperative, Thanh Ha Commune, and funds to return the rural medium-voltage grid to households in Thanh Ha Commune".
Mr. Phan Van Lan had the following violations: In his position as Deputy Secretary of the Party Committee and Chairman of the Commune People's Committee for the 2015-2020 term, he lacked responsibility in leadership and management, leading to "violations in State management of land in Thanh Ha Commune"; was jointly responsible "in the collection and disbursement of investment funds for the construction of a 10KV power line to the 180KVA-10/0.4 transformer station of Ba Xe Cooperative, Thanh Ha Commune and the funds to return the rural medium voltage grid to households in Thanh Ha Commune".
Mr. Hoang Cao Phon and Mr. Phan Van Lan violated Article 8 and Article 9 of Regulation No. 47-QD/TW, dated November 1, 2011 of the Central Executive Committee on things that party members are not allowed to do; violated Point 1, Article 2; Point 1, Article 12 of the Party Charter.

The violations of Mr. Hoang Cao Phon and Mr. Phan Van Lan have caused public opinion, negatively affecting the reputation of themselves and the Party organization and the agency where they work. These two men were disciplined.by form of Reprimand.

In recent years, in Thanh Ha commune, there have been continuous complaints and denunciations of commune officials of different periods for violations in the fields of land and finance.
Performing the function of handling citizens' petitions, in 2019, Nghe An Newspaper had many investigative articles clarifying these contents.
