Director couple swindled and appropriated tens of billions of dong

The Economic Police Department of Ha Tinh Police said that the unit has just issued a decision to prosecute Mai Chi Phuong and Vo Thi Thanh for the crime of "Fraudulent appropriation of property".

Through investigation, the Economic Police Department of Ha Tinh Police discovered a number of acts with signs of fraud and property appropriation related to Huy Doan Hung Construction Company Limited (No. 114, Nguyen Huy Tu, Ha Tinh City, Ha Tinh Province).

After the verification process, collecting information and documents, a number of victims filed a complaint against Mai Chi Phuong, Director of Huy Doan Hung Construction Company Limited and his wife Vo Thi Thanh (Bac Thuong Village, Thach Dai Commune, Thach Ha District, Ha Tinh) for fraud and appropriation of tens of billions of VND.

Based on the content of the victim's criminal complaint and the information and documents collected, on November 26, the Investigation Police Agency of Ha Tinh Province Police issued a Decision to prosecute the criminal case of "Fraudulent appropriation of property" occurring at Huy Doan Hung Construction Company Limited to conduct an investigation.

The initial investigation results are as follows: around mid-September 2022, due to losses in land trading and needing money to pay personal debts, the couple Mai Chi Phuong (Director of Huy Doan Hung Construction Company Limited) and Vo Thi Thanh (born in 1990), residing in Bac Thuong village, Thach Dai commune, Thach Ha district, Ha Tinh, discussed and agreed to provide false information about Huy Doan Hung Company investing in a number of residential projects in Thach Dai commune so that Ms. NTT (born in 1964; residing in Ha Tinh city, Ha Tinh province) would trust and transfer money to invest in the project.

To convince Mrs. T., Mai Chi Phuong and Vo Thi Thanh took Mrs. T. to see some land plots where the couple's company planned to implement projects, but in fact Huy Doan Hung Company did not implement any projects in Ha Tinh province or Thach Ha district.

After believing that the project was real, Ms. T. transferred tens of billions of dong to contribute capital to the project for the couple Mai Chi Phuong and Vo Thi Thanh. Then, the couple Mai Chi Phuong and Vo Thi Thanh appropriated that money to pay debts to many people and spend it on many different purposes.

During the process of working with the Investigation Agency, Mai Chi Phuong and Vo Thi Thanh initially admitted to the fraudulent appropriation of Ms. NTT's property worth tens of billions of dong.

On December 2, 2022, the Economic Police Department of Ha Tinh Police issued a decision to prosecute Mai Chi Phuong and Vo Thi Thanh for the crime of "Fraudulent appropriation of property".

In addition, defendants Mai Chi Phuong and Vo Thi Thanh also showed signs of fraud and appropriation of money from many victims in Ha Tinh province, amounting to tens of billions of dong.

Currently, the Economic Police Department of Ha Tinh Police is focusing on investigating, expanding the case, and handling the subjects according to the provisions of the law.
