Disciplining officials, although sad and painful, must be frank, courageous, and fair in order to eliminate unworthy officials.

Never before has the Party's determination to clean up its cadre apparatus been demonstrated as clearly and strongly as recently.

Since the 4th Central Conference of the 12th tenure, public opinion has highly agreed with the Party's determination and strong actions in disciplining many senior officials at both the central and local levels.

Most recently, at the 19th session of the Central Inspection Committee, it was announced to review, review, and handle responsibilities for the Party Committee of Vinh Phuc Provincial People's Committee and collectives and individuals including: Mr. Pham Van Vong, former member of the Party Central Committee, Secretary of the Provincial Party Committee for the 2010-2015 term, Chairman of the Vinh Phuc Provincial People's Council for the 2011-2016 term; Mr. Phung Quang Hung, Deputy Secretary of the Provincial Party Committee for the 2010-2015 term, Secretary of the Party Committee, Chairman of the Provincial People's Committee for the 2011-2016 term (until September 2015) for lack of responsibility in deciding to assign incompetent project investors; approving investments, approving bidding plans, and assigning contractors for a number of key projects contrary to regulations, causing waste and loss of investment capital.

In addition, consider and impose a disciplinary warning on Major General Hoang Cong Ham, Party Committee member, Deputy Commander of Military Region 1 (Ministry of National Defense) when, during his tenure as a member of the Provincial Party Committee Standing Committee and Commander of the Lang Son Provincial Military Command, he violated the principle of democratic centralism and violated the regulations of the Party, State and military in the management and use of national defense land. This violation has affected the prestige and discipline of the military, the Party organization and individuals. Those disciplinary decisions were highly supported by the people and public opinion, but also expressed concerns.

Ms. Nguyen Hong Hanh, in Hoan Kiem District, Hanoi, said that officials who violate the law must be punished, so the Central Inspection Committee's decision to issue many disciplinary actions against officials at both the local and central levels is timely. However, she also feels disappointed that our cadres, more or less, have undergone training and practice.

Previously, two notable cases were the disciplinary action of Mr. Nguyen Xuan Anh, who was dismissed from his position as Secretary of the Da Nang City Party Committee and dismissed from the Central Party Committee, and Trinh Xuan Thanh, former Vice Chairman of Hau Giang Province, who was prosecuted before the law. The question is whether, if he had done a good job of strict management and supervision from the beginning, Mr. Xuan Anh would not have left serious consequences for Da Nang as it is now, and Trinh Xuan Thanh would not have to stand trial for causing billions of dong in losses.

Obviously, the forms of handling from reviewing responsibility or reprimanding or higher, being dismissed from office, being prosecuted before the law are very timely, correcting shortcomings and limitations in the management work of the agency or unit. This is considered a "good signal". However, it is sad to look directly at the nature of the matter, at the current personnel work. Because, the Party has spent a lot of effort to select, nurture, and train these cadres, even put all its trust in them, but for money and fame, they have violated Party discipline, causing disappointment in terms of personnel work.

According to Associate Professor Dr. Nguyen Trong Phuc - former Director of the Institute of Party History (Ho Chi Minh National Academy of Politics), one of the reasons why many officials who have committed violations have been disciplined in recent times is because the work of officials has been and is showing limitations. This has been clearly pointed out by the Party and measures have been taken to overcome it.

“The correction and overcoming of the above shortcomings of some cadres needs to be done comprehensively. Among them, there is the rotation stage, because rotation itself has negative phenomena, pushing people who are not on the same side to rotate, or the phenomenon of running to rotate to localities and fields with benefits. Therefore, implementing Regulation 98 of the Politburo is an important step to strengthen the training and development of cadres, especially young cadres, and at the same time overcome negativity” – Associate Professor, Dr. Nguyen Trong Phuc added.

Notably, among these officials who violated the law, there were some who were very young, full of potential and expected, such as Mr. Nguyen Xuan Anh. Therefore, when the conclusions about a series of violations by this leader were announced, many people were surprised, disappointed and felt regretful. Therefore, there needs to be seriousness in evaluating and looking at personnel work.

Mr. Nguyen Duc Ha - former Head of the Local Department, Central Organization Committee gave an example, such as the case of Mr. Trinh Xuan Thanh's planning. Initially, Mr. Thanh was not in the planning for Deputy Minister, however, the annual review and supplementation of the staff planning is under the authority of the Standing Committee of the Party Committee, and for the Ministry level, it is the Party Committee, so this is a shortcoming. Therefore, the lesson in personnel work is the selection of inputs.

Accordingly, the selection must be based on many candidates for a position, the criteria must be clear, the selection method must be truly democratic, public, and transparent. In addition, supervision by Party organizations is indispensable and must be done regularly.

Mr. Nguyen Duc Ha stated: “Now the regulations are very clear about the subjects, standards, and procedures, so there will be no rotation. Thus, step by step, we will innovate the work of cadres, overcoming the limitations and shortcomings that have occurred for a long time. Whether training, fostering, or rotating, the ultimate goal is to select the right cadres with qualities and abilities and assign tasks that match those qualities and abilities.”

No one wants the list of names of officials and party members who violate the law in each session of the Central Inspection Committee to be longer. However, we should not be lenient or ignore the violations of officials and party members because of the disease of achievement or deference.

Even if it is sad and painful, we must be frank, brave, and impartial in looking at the truth, even accepting the pain to eliminate unworthy officials, which is probably still the desire of many people. Besides the strictness and transparency in handling violations of officials and party members, the work of officials needs to be assessed and overcome comprehensively, only then can we strengthen the people's trust in the Party and State's cadre apparatus./.
